सामान्य बुद्धि वाली रणनीतियाँ - जैसे ब्यूरोक्रेसी में सम्मिलित अनेक मंत्रालयों और विभागों के बीच समन्वय को बेहतर बनाना, और ऐसी जवाबदेह और सशक्तीकरण वाली एजेंसियाँ स्थापित करना जो उच्च प्राथमिकता वाले क्षेत्रों में परिणाम दे सकें - इस माँग को पूरा करने की दिशा में बहुत कुछ मदद कर सकती हैं।

63. The project will focus on improving road accident data collection and analysis at central and state levels through implementation of the Road Accident Database Management System (RADMS) in project states; strengthen road safety capacity at the central level; and focus on training.

इस परियोजना के अन्तर्गत परियोजना राज्यों में सड़क दुर्घटना डाटाबेस मेनेजमैंट सिस्टम (आरएडीएमएस) के कार्यान्वयन के द्वारा केंद्रीय और राज्य स्तरों पर सड़क दुर्घटना आँकड़े संग्रह एवं विश्लेषण में सुधार, केंद्रीय स्तर पर सड़क सुरक्षा क्षमता को सुदृढ़ बनाने तथा प्रशिक्षण पर ध्यान दिया जाएगा।

64. The required interventions for this purpose include: creation of vocational skills on mission mode, improving significantly the health, nutritional and sanitation status of the poor, de-bottlenecking labour market to facilitate labour mobility and absorption as well as focused programs on women empowerment and entitlement.

65. * We reaffirm our commitment to achieving a fair and modern global tax system and promoting a more equitable, pro-growth and efficient international tax environment, including to deepening cooperation on addressing Base Erosion and Profit Shifting, promoting exchange of tax information and improving capacity-building in developing countries.

* हम एक निष्पक्ष और आधुनिक वैश्विक कर प्रणाली को प्राप्त करने और एक अधिक न्यायसंगत, विकास समर्थक और कुशल अंतर्राष्ट्रीय कर पर्यावरण को बढ़ावा देने के लिए अपनी प्रतिबद्धता की पुष्टि करते हैं, जो विकासशील देशों में आधार क्षरण और लाभ स्थानांतरण, कर सूचना के आदान-प्रदान को बढ़ावा देगा और क्षमता निर्माण में सुधार करेगा।

66. There was a strong sentiment for cooperation in science, technology and innovation and it was felt that for a very meaningful poverty eradication and improving the living standards of the people education, good quality education is a must, as well as research work and cooperation in science and technology.

विज्ञान प्रौद्योगिकी तथा नवाचारों के क्षेत्र में सहयोग के संबंध में ठोस भावनाएं व्यक्त की गईं और महसूस किया गया कि सार्थक गरीबी उन्मूलन तथा लोगों के रहन-सहन तथा शिक्षा के स्तर में सुधार लाने के लिए शोध कार्यों तथा विज्ञान और प्रौद्योगिकी के क्षेत्र में सहयोग किया जाना चाहिए।

67. Using satellite imagery, internet and computers and supported by novel financing methods, villages and rural communities in India are developing better resource mapping, better prices for their products and they are improving their access to a range of services from farming know-how and education to healthcare and insurance.

सेटलाइट इमेजरी, इन्टरनेट और कंप्यूटरों का उपयोग करते हुए तथा वित्त पोषण के नए तरीकों की सहायता से भारत के गांव और ग्रामीण समुदाय बेहतर संसाधन मानचित्रण का विकास कर रहे हैं और अपने उत्पादों के लिए बेहतर मूल्य प्राप्त कर रहे हैं और कृषि ज्ञान तथा शिक्षा से लेकर स्वास्थ्य एवं बीमा जैसे विविध क्षेत्रों में अपनी पहुंच में वृद्धि कर रहे हैं।

68. The vision of a South Asian community must include as an essential component the idea of a South Asia free from violence and disputes, at peace with itself, free to concentrate on its primary tasks of abolishing poverty, improving the life of its people as well as seeking common prosperity.

दक्षिण एशियाई समुदाय की संकल्पना में हिंसा और विवादों से मुक्त दक्षिण एशिया का विचार अनिवार्यत: शामिल है जिसमें शांति हो, गरीबी उन्मूलन, अपने लोगों के जीवन स्तर में सुधार और साझा समृद्धि के प्राथमिक कार्य पर स्वतंत्र रूप से ध्यान दे सके ।

69. 20. There are three new proposals from India on (i) Agro-Meterological Advisory Service System for Enhancing Agriculture Output, (ii) Potential Fishing Zone Advisories and (iii) Forecast Demonstration Project for Improving the Track, Intensity, Landfall Prediction and Impact Assessment of Tropical Cyclones affecting the North Indian Ocean Rim Countries, under the Academic Group.

* निम्नलिखित विषयों पर भारत द्वारा तीन नए प्रस्ताव किए गए हैं: (i) कृषि उत्पाद संवर्धन हेतु कृषि – मौसम विज्ञान परामर्शी सेवा प्रणाली (ii) संभावित मात्स्यिकी क्षेत्र परामर्शी तथा (iii) शैक्षिक समूह के अंतर्गत उत्तरी हिन्द महासागर परिधि के देशों को प्रभावित करने वाले उष्णकटिबंधीय चक्रवातों के कारण भू-स्खलन पूर्वानुमान तथा प्रभाव आकलन कार्य में सुधार हेतु पूर्वानुमान प्रदर्शन परियोजना।

70. Issues involving land acquisition laws, government establishment, taxation, transfer pricing taxation, service taxation, industrial complexes, standards and certification systems. Improving the overall business environment from our side, be it mutual recognition agreements, market access issues, pharmaceutical concerns, testing procedures and standards. We are today at a stage where the business community on both the sides in partnership with their respective governments, very candidly raise issues which they believe are the obstacles to the further growth of trade and investment. This was the exercise, this was broadly what Prime Minister was referring to and that was thrust of his remarks.
