1. Work on verification in the proposed group of governmental experts cannot be a substitute for the established disarmament machinery — the Conference on Disarmament and the Disarmament Commission — addressing the issue of nuclear disarmament verification in line with the scope of a future comprehensive instrument on nuclear disarmament.

8. Since 1982, India has proposed that such a Convention be negotiated in the Conference on Disarmament.

1982 के बाद से ही भारत इस बात का प्रस्ताव करता आ रहा है कि निरस्त्रीकरण सम्मेलन में इस अभिसमय पर बातचीत की जाए।

9. The two leaders, reiterating their commitment to disarmament and greatly concerned over the proliferation of Weapons of Mass Destruction and their means of delivery, confirmed their will to continue to cooperate on disarmament and to work as partners against proliferation.

10. India’s Action Plan for global nuclear disarmament in a time-bound framework tabled by former Prime Minister Mr. Rajiv Gandhi remains a benchmark for us and India remains ready to move in a step by step manner towards the goal of nuclear disarmament.

पूर्व प्रधानमंत्री श्री राजीव गांधी द्वारा पेश किए गए एक समयबद्ध ढांचे में वैश्विक परमाणु निरस्त्रीकरण के लिए भारत की कार्य योजना हमारे लिए एक मानदंड बना हुआ है और भारत परमाणु निरस्त्रीकरण के लक्ष्य की दिशा में उत्तरोत्तर तरीके से आगे बढ़ने के लिए तैयार रहा है।

11. (a) Government continues to support the goal of nuclear disarmament in a time-bound, universal, non-discriminatory, phased and verifiable manner in line with the spirit and substance of the 1988 Action Plan and the Working Paper on Nuclear Disarmament circulated in 2006.

(क) सरकार 1988 की कार्ययोजना तथा वर्ष 2006 में परिचालित परमाणु निशस्त्रीकरण पर कार्यचालन दस्तावेज की भावना तथा विषय वस्तु के अनुसार समयबद्ध, सार्वभौमिक, निष्पक्ष, चरणबद्ध तथा सत्यापनीय तरीके से परमाणु निशस्त्रीकरण लक्ष्य का समर्थन करती रही है।

12. We do not accept proposals put forward from time to time for regional non‐proliferation or regional disarmament.

हम क्षेत्रीय अप्रसार अथवा क्षेत्रीय निरस्त्रीकरण के लिए समय-समय पर रखे गए प्रस्तावों को स्वीकार नहीं करते ।

23. * India and EU reaffirmed their commitment to global and non-discriminatory disarmament and to prevent the proliferation of weapons of mass destruction and their delivery systems.

24. We are honoured that she has accepted the Indira Gandhi Prize for Peace, Disarmament and Development for 2012, which will be conferred on her tomorrow by the President.

25. The accelerating pace of technological Changes necessitates a comprehensive system—wide assessment of the potential impact of developments in science and technology in the area of international security and disarmament.

तकनीकी परिवर्तनों में होने वाली तेजी के लिए एक व्यापक प्रणाली-अन्तर्राष्ट्रीय सुरक्षा तथा निरस्त्रीकरण के क्षेत्र में विज्ञान तथा प्रौद्योगिकी में विकास के प्रत्याशित प्रभाव के व्यापक मूल्यांकन की आवश्यकता है।

26. India's Working Paper tabled as CD 1816 in 2007 contains specific proposals, based on the key principles of the Rajiv Gandhi Action Plan for achieving nuclear disarmament in a time bound manner.

2007 में सी डी 1816 के रूप में भारत द्वारा प्रस्तुत कार्यकारी कागजात में समयबद्ध ढंग से परमाणु निरस्त्रीकरण प्राप्त करने के लिए राजीव गांधी कार्य योजना के प्रमुख सिद्धांतों पर आधारित विशिष्ट प्रस्ताव हैं।

27. From the time of the Mahatma Gandhi, Jawaharlal Nehru, Indira Gandhi and down to Rajiv Gandhi's Plan for Universal Nuclear Disarmament, our instinctive abhorrence for nuclear weapons has been clear.

महात्मा गांधी, जवाहर लाल नेहरू, इंदिरा गांधी से लेकर राजीव गांधी की सार्वभौमिक नाभिकीय नि:शस्त्रीकरण की योजना तक नाभिकीय हथियारों के प्रति हमारा विरोध जग जाहिर रहा है।

28. India remains committed to working along with the international community to advance the common goals of nuclear disarmament and non-proliferation, through strong export controls and membership of multilateral export control regimes.

भारत मजबूत निर्यात नियंत्रण और बहुपक्षीय निर्यात नियंत्रण व्यवस्थाओं की सदस्यता के माध्यम से परमाणु निरस्त्रीकरण और अप्रसार के आम लक्ष्यों को अग्रिम करने के लिए अंतरराष्ट्रीय समुदाय के साथ काम करने के लिए प्रतिबद्ध है।

29. Territorial divisions deal with bilateral political and economic work while functional divisions look after policy planning, multilateral organizations, regional groupings, legal matters, disarmament, protocol, consular, Indian Diaspora, press and publicity, administration and other aspects.

30. * NAM continues to represent space for action in pursuance of the collective interests of the developing world, alongwith the G-77, especially on subject such as the reform of the global economic system and disarmament.

* गुटनिरपेक्ष आंदोलन जी-77 के साथ, विशेष रूप से वैश्विक आर्थिक प्रणाली में सुधार और निरस्त्रीकरण जैसे विषयों पर विकासशील दुनिया के सामूहिक हितों के अनुसार कार्यान्वन का प्रतिनिधित्व करने के लिए तैयार है।

31. India has proposed appointing a special coordinator at the CD to carry out consultations on measures which could lead to consensus and form a basis for the mandate for a Ad-hoc working group on nuclear disarmament.

की स्थापना का समर्थन करना होगा। भारत ने निशस्त्रीकरण सम्मेलन में एक विशेष समन्वयक की नियुक्ति करने का प्रस्ताव किया है जो सर्वसम्मति बनाने के उपायों पर विचार-विमर्श करेगा और नाभिकीय निशस्त्रीकरण से संबद्ध तदर्थ कार्यदल के अधिदेश का आधार भी तैयार करेगा।

32. As we see no contradiction between nuclear disarmament and non-proliferation, we are also committed to working with the international community to advance our common objectives of non-proliferation, including through strong export controls and membership of the multilateral export regimes.

33. Both sides agreed on the need for all states possessing nuclear weapons to accelerate concrete progress on the steps leading to global nuclear disarmament in a way that promotes international stability, peace and undiminished and increased security for all.

दोनों पक्ष इस बात पर सहमत हुए कि जिन देशों के पास परमाणु हथियार हैं उनके लिए यह आवश्यक है कि वे ऐसे कदमों पर ठोस प्रगति की दिशा में कार्य तेज करें जिनसे विश्व स्तर पर परमाणु निरस्त्रीकरण का मार्ग इस रूप में प्रशस्त हो कि अंतर्राष्ट्रीय स्थिरता, शांति तथा सबके लिए गैर कमतर एवं अधिक सुरक्षा को बढ़ावा मिले। 25.

34. Government support efforts to strengthen the existing international legal regime on peaceful uses of outer space, including through the establishment of an Ad Hoc Committee on Prevention of an Arms Race in Outer Space in the Conference on Disarmament.

सरकार नि:शस्त्राळकरण सम्मेलन में बाह्य अंतरिक्ष में हथियारों की होड़ को रोकने से संबद्ध तदर्थ समिति की स्थापना करने सहित बाह्य अंतरिक्ष के शांतिपूर्ण उपयोग पर विद्यमान अंतरराष्ट्रीय विधिक व्यवस्था को मजबूत बनाने के प्रयासों का समर्थन करती है।

35. The new Administration has already acknowledged a key element of the Indian approach – that efforts at ensuring global non-proliferation, horizontally to additional states, are unlikely to succeed unless they are linked, integrally, with visible and concrete progress towards nuclear disarmament.

36. This Working Paper contains a number of proposals which retain the spirit and substance of the Rajiv Gandhi Action Plan to take us closer, in a step by step process, for achieving nuclear disarmament in a time-bound, universal, non-discriminatory, phased and verifiable manner.

इस कार्यकारी दस्तावेज़ में ऐसे अनेक प्रस्ताव शामिल हैं जिसमें राजीव गांधी कार्य योजना की भावना और सार को बनाए रखा गया है जिसमें समयबद्ध, सार्वभौमिक, निष्पक्ष और सत्यापनीय तरीके से परमाणु निशस्त्रीकरण का लक्ष्य प्राप्त करना शामिल है।

37. (a) whether Government continues to endorse the Action Plan for a Nuclear Weapons Free and Non-Violent World Order presented by former Prime Minister Rajiv Gandhi to the UN on 09 June 1988 and the Working Paper on Global Nuclear Disarmament circulated by India at UNGA in 2006;

क. क्या सरकार 9 जून 1988 को संयुक्त राष्ट्र में भूतपूर्व प्रधान मंत्री राजीव गांधी द्वारा परमाणु हथियार मुक्त और अहिंसावादी विश्व व्यवस्था के लिए प्रस्तुत कार्य योजना तथा वर्ष 2006 में संयुक्त राष्ट्र महासभा में भारत द्वारा वैश्विक परमाणु निशस्त्रीकरण के संबंध में परिचालित आधर पत्र के प्रति समर्थन को जारी रखेगी;

38. The two leaders affirmed that their countries’ common ideals, complementary strengths and a shared commitment to a world without nuclear weapons give them a responsibility to forge a strong partnership to lead global efforts for non-proliferation and universal and non-discriminatory global nuclear disarmament in the 21st century.
