22. 30. On 25 October 2011 the UK Border Agency issued a notification that it will not accept financial statements from certain Indian "financial institutions” for the purpose of student visas by mentioning that these "financial institutions do not satisfactorily verify financial statements.”

31. (c) whether the visas allotted to Private Operators include only Private Tour Operators already registered with the MEA or new entrants also causing concern to those who have applied for registration in 2008 and 2009 but could not get certificate so far; and

32. Progress of work under the eight Joint Working Groups under JCM (on Marine Resources, Maritime Affairs, Hydrocarbons, Environment, Science and Technology, Education, Culture and Local Governance) as also additional subjects (defence, polar research, biotechnology, health, renewable energy, hydro power, water, visas) was reviewed.

जे सी एम के तहत समुद्री संसाधन, समुद्री मामले, हाइड्रो कार्बन, पर्यावरण, विज्ञान एवं प्रौद्योगिकी, शिक्षा, संस्कृति और स्थानीय अभिशासन पर गठित 8 संयुक्त कार्य समूहों के तहत कार्य की प्रगति के अलावा अतिरिक्त विषयों (रक्षा, ध्रुवीय अनुसंधान, जैव प्रौद्योगिकी, स्वास्थ्य, नवीकरणीय ऊर्जा, जल विद्युत, जल, वीजा) की भी समीक्षा की गई।

33. However, with a view to ensuring that genuine tourists are not affected, nationals of Japan with tourist visas, after initial entry into India, may visit another country largely on account of neighbourhood tourism and need to re-enter India within 60 days, before finally exiting.

तथापि यह सुनिश्चित करने के लिए कि वास्तविक पर्यटक प्रभावित न हों, भारत में प्रारंभिक प्रवेश के पश्चात पर्यटक वीजा वाले जापानी राष्ट्रिक पड़ोसी पर्यटन के कारण मोटे तौर पर किसी अन्य देश की यात्रा कर सकते हैं और अंतिम निकास से पहले 60 दिनों के अंदर भारत में पुनः प्रवेश आवश्यक होगा ।

34. The Indian side may issue student visas to Japanese applicants valid for up to 5 years, or duration of the course, whichever is shorter on presentation of a letter of confirmed admission from a recognized educational institution, proof of finances to cover travelling expenses and other expenditure in India.

(क) भारतीय पक्ष मान्यताप्राप्त शैक्षिक संस्था से प्रवेश का पक्का पत्र, यात्रा व्यय तथा भारत में अन्य व्यय को पूरा करने के लिए धन के प्रमाण प्रस्तुत करने पर पांच वर्ष तक अथवा पाठ्यक्रम की अवधि तक विधिमान्य जापानी आवेदकों को छात्र वीजा जारी कर सकता है ।

35. (a) The Indian side may issue student visas to Japanese applicants valid for up to 5 years, or duration of the course, whichever is shorter on presentation of a letter of confirmed admission from a recognized educational institution, proof of finances to cover travelling expenses and other expenditure in India.

(क) भारतीय पक्ष जापानी आवेदकों को किसी मान्यता प्राप्त शैक्षिक संस्थान से प्रवेश की पुष्टि संबंधी पत्र, यात्रा व्यय को वहन करने और भारत में अन्य खर्चों की वित्तीय क्षमता संबंधी प्रमाण प्रस्तुत करने पर पाँच वर्षों, या पाठयक्रम की अवधि, जो भी कम हो, के लिए विद्यार्थी वीजा जारी कर सकता है।

36. Matloff's paper for the University of Michigan Journal of Law Reform claims that there has been no shortage of qualified American citizens to fill American computer-related jobs, and that the data offered as evidence of American corporations needing H-1B visas to address labor shortages was erroneous.

यूनिवर्सिटी ऑफ मिशिगन जर्नल ऑफ लॉ रिफॉर्म (University of Michigan Journal of Law Reform) के लिये मैटलॉफ के शोध-पत्र में यह दावा किया गया है कि कम्प्यूटर-संबंधी अमरीकी नौकरियों की पूर्ति करने के लिये अर्ह अमरीकी नागरिकों की कोई कमी नहीं रही है और अमरीकी संस्थानों में श्रमिकों की कमी की पूर्ति के लिये एच-1बी वीज़ा की आवश्यकता के प्रमाण के रूप प्रस्तुत किया जाने वाला डेटा त्रुटिपूर्ण था।

37. This provides for an inter-agency group to develop recommendations to (a) streamline and improve the legal immigration system with a focus on reforms that reduce government costs, improve services for applicants and reduce burden on employers; (b) ensure that all of the immigrant visas provided by the Congress are used; and (c) modernize the IT infrastructure for the visa processing system.

इसमें निम्नलिखित के प्रयोजनार्थ सिफारिशें करने के लिए एक अंतर एजेंसी समूह की व्यवस्था है- (क) कानूनी आप्रवासन प्रणाली को सरल बनाना तथा उसके सुधार पर ध्यान देना ताकि सरकारी खर्चों में कमी आए, आवेदकों के लिए सेवाओं में सुधार हो और नियोक्ताओं पर काम का बोझ कम हो; (ख) यह सुनिश्चित करना कि कांग्रेस द्वारा प्रदत्त सभी आप्रवासन वीजा का उपयोग किया जाए और (ग) वीजा कार्रवाई प्रणाली के लिए सूचना प्रौद्योगिकी अवसंरचना का आधुनिकीकरण करना।

38. While the current Bill is not expected to impact adversely against foreign students, including from India, Indian IT industry has raised concerns over some measures in the Bill that relate to skilled non-immigrant visas, which, if brought into force, after the completion of US Congressional processes in both Houses, is likely to place more onerous requirements on H1-B/L-1 visa dependent firms including higher wages; enhanced audit by U.S. agencies; non-displacement guarantee/additional recruitment notice requirements; and higher visa fees.

यद्यपि, उम्मीद है कि मौजूदा विधेयक से विदेशी विद्यार्थियों पर, जिनमें भारतीय विद्यार्थी भी शामिल हैं, कोई प्रतिकूल असर नहीं पड़ेगा तथापि भारतीय आई टी उद्योग ने इस विधेयक में किए गए कुछ प्रावधानों पर अपनी चिंता व्यक्त की है, जो कुशल गैर-आप्रवासी वीजा से संबंधित है, जिसे यदि अमरीकी संसद के दोनों सदनों में संसदीय प्रक्रियाएं पूरी करने के बाद लागू किया गया तो संभव है कि एच 1-बी/एल-1 वीजा आश्रित फर्मों की जिम्मेवारियां और बढ़ जाएंगी, जिनमें अधिक वेतन; अमरीकी एजेंसियों द्वारा अधिकाधिक लेखा परीक्षा; अविस्थापन गारंटी/अतिरिक्त भर्ती संबंधी नोटिस की अपेक्षाएं; और बढ़ा हुआ वीजा-शुल्क शामिल हैं।

39. * The two sides appreciated recent conclusion of an MoU between Civil Aviation authorities on code shares, intermodal services, routing flexibility, open sky on cargo and on domestic code-sharing; the finalization of the text of the agreement on gainful employment by dependent family members of the diplomatic staff; noted ongoing negotiations on waiver of visas for diplomatic passport holders; and the decision to move forward with a bio-refinery project for production of fuel grade Ethanol, acetic acid, furfural and bio-coal from bamboo in Assam.
