Sustainable recovery of the global economy will depend on several factors, including how the developed economies fare, enhanced investment for infrastructure development, stable capital flows to the developing markets, appropriate macro-economic adjustments, and avoiding complacency in the area of financial sector reforms.

अवसंरचना विकास के लिए पर्याप्त निवेश किया जाता है या नहीं, विकासशील बाजारों को पूंजी का स्थायी प्रवाह उपलब्ध हो पाता है या नहीं, उपयुक्त बृहत आर्थिक समायोजन किए जाते हैं या नहीं और हम वित्तीय क्षेत्र में सुधार की प्रक्रिया में आत्मसंतुष्टि की भावना से बच पाते हैं या नहीं।

68. Reforms are afoot to liberalize the Indian economy through faster decision-making and cut through red-tape, relaxation of labour laws, and liberalization of foreign investment norms in critical sectors of the economy like defence, railways, insurance and construction, and take up GST next year.

तेजी से निर्णय लेने और लालफीताशाही में कटौती, श्रम कानूनों में ढील तथा अर्थव्यवस्था के महत्वपूर्ण क्षेत्रों जैसे कि रक्षा, रेलवे, अवसंरचना एवं निर्माण में विदेशी निवेश के मानदंडों में उदारीकरण तथा अगले साल से जी एस टी शुरू करने के माध्यम से भारतीय अर्थव्यवस्था का उदारीकरण जोरों पर है।

69. I am pleased to see it being realized in such a short time. I look forward to its joint launch with Prime Minister Costa. The new agreements in the fields of taxation, administrative reforms, science, space, youth affairs & sports outline the expanding scope of our partnership.

इतनी कम अवधि में इसे साकार होते देख कर मुझे प्रसन्नता हो रही है| मैं प्रधानमंत्री कोस्टा के साथ इसके संयुक्त प्रमोचन की उम्मीद कर रहा हूं| कराधान, प्रशासनिक सुधार, विज्ञान, अंतरिक्ष, युवा मामलों और खेल के क्षेत्र में नए समझौते हमारी साझेदारी के क्षेत्र के विस्तार की रूपरेखा तय करते हैं।

70. After the 2012 gang rape and murder of a young student in Delhi, the government undertook legal reforms, introducing new and expanded definitions of rape and sexual assault, criminalizing acid attacks, providing for a right to medical treatment, and instituting new procedures aimed at helping women and girls with disabilities who experience sexual assault through the criminal justice process.

2012 में दिल्ली में एक युवा छात्रा के सामूहिक बलात्कार और हत्या के बाद, सरकार ने कानूनी सुधार किए, बलात्कार और यौन उत्पीड़न की नई और विस्तारित परिभाषाएं प्रस्तुत की, एसिड हमलों को अपराध घोषित किया, इसके शिकार लोगों को चिकित्सा का अधिकार प्रदान किया और आपराधिक न्याय प्रक्रिया में यौन उत्पीड़न से गुजरने वाली निःशक्त महिलाओं और लड़कियों की मदद करने के मकसद से नई कार्यप्रणाली स्थापित की है.

71. This provides for an inter-agency group to develop recommendations to (a) streamline and improve the legal immigration system with a focus on reforms that reduce government costs, improve services for applicants and reduce burden on employers; (b) ensure that all of the immigrant visas provided by the Congress are used; and (c) modernize the IT infrastructure for the visa processing system.

इसमें निम्नलिखित के प्रयोजनार्थ सिफारिशें करने के लिए एक अंतर एजेंसी समूह की व्यवस्था है- (क) कानूनी आप्रवासन प्रणाली को सरल बनाना तथा उसके सुधार पर ध्यान देना ताकि सरकारी खर्चों में कमी आए, आवेदकों के लिए सेवाओं में सुधार हो और नियोक्ताओं पर काम का बोझ कम हो; (ख) यह सुनिश्चित करना कि कांग्रेस द्वारा प्रदत्त सभी आप्रवासन वीजा का उपयोग किया जाए और (ग) वीजा कार्रवाई प्रणाली के लिए सूचना प्रौद्योगिकी अवसंरचना का आधुनिकीकरण करना।

72. Every new state that was born during this period took its place in this Assembly not just with pride but also with hope. 2015 will be a moment to celebrate our successes and to ensure that the UN is ready for this century by completing the much needed reforms of the United Nations and its Security Council, by developing an ambitious and balanced post-2015 Development Agenda and by demonstrating our capacity to cooperate effectively for durable peace and security in this world.

इस अवधि के दौरान अस्तित्व में आने वाले प्रत्येक नए राज्य ने इस महासभा में न केवल गर्व के साथ, बल्कि उम्मीद के साथ भी अपना स्थान प्राप्त किया। 2015 अपनी सफलताओं का जश्न मनाने तथा यह सुनिश्चित करने का वर्ष होगा कि संयुक्त राष्ट्र सुरक्षा परिषद के अत्यंत जरूरी सुधारों को पूरा करके, महत्वकांक्षी एवं संतुलित 2015 पश्चात विकास एजेंडा विकसित करके और इस विश्व में स्थायी शांति एवं सुरक्षा के लिए कारगर ढंग से सहयोग करने की अपनी क्षमता का प्रदर्शन करके संयुक्त राष्ट्र इस शताब्दी के लिए तैयार है।
