15. As a founder member of the IAEA and as a country possessing advanced nuclear technologies, India believes that predictable access to nuclear energy would be critical to promote global economic development and combat climate change.

17. A priority task of Indian diplomacy has to be the facilitation of the developmental process, promotion of trade and investment flows, securing predictable and affordable energy supplies and ensuring the widest possible access to technologies.

भारतीय राजनय का एक प्राथमिक कार्य विकास प्रक्रिया को सुविधाजनक बनाना, व्यापार और निवेश प्रवाहों को बढ़ावा देना, पूर्वानुमेय और सस्ती ऊर्जा आपूर्तियां सुनिश्चित करना तथा प्रौद्योगिकी तक यथासंभव व्यापकतम संपर्क स्थापित करना है।

18. Our focus in the coming decade should be on promoting trade and investment flows, in assisting the modernization of the infrastructure, in assuring predictable and affordable energy supplies and in securing the widest possible access to technologies.

अगले दशक में हमारा ध्यान व्यापार और निवेश बढ़ाने, अवसंरचना के आधुनिकीकरण में सहायता करने, स्थायी और किफायती ऊर्जा आपूर्ति सुनिश्चित करने तथा प्रौद्योगिकी के लिए अधिक से अधिक पहुंच सुनिश्चित करने पर केंद्रित होना चाहिए ।

19. (c) Membership of the NSG would place India’s existing civil nuclear cooperation on a predictable basis and facilitate the enhanced investments, industrial tie ups and technology access required to accelerate augmentation of nuclear power capacity in India.

(ग) एनएसजी में सदस्यता से भारत के मौजूदा असैन्य परमाणु सहयोग को एक स्थापित आधार मिलेगा और इससे भारत में परमाणु ऊर्जा के संवर्धन में तेजी लाने के लिए अपेक्षित निवेश, औद्योगिक संबंध तथा प्रौद्योगिक पहुंच को सहज बनाया जा सकेगा।

20. (c) Membership of NSG would place our existing civil nuclear cooperation with foreign partners on a predictable basis and facilitate the enhanced investments, industrial tie-ups & technology access required to accelerate augmentation of nuclear power capacity in India.

(ग) एन एस जी की सदस्यता से विदेशी साझेदारों के साथ हमारा मौजूदा असैन्य परमाणु सहयोग पूर्वानुमेय आधार पर स्थापित होगा और भारत में परमाणु ऊर्जा क्षमता को बढ़ाने के लिए आवश्यक निवेश में वृद्धि होगी, औद्योगिक संपर्क तथा प्रौद्योगिकी पहुंच सुविधाजनक होगी।

21. The challenge for advocates of world order is to accommodate emerging powers within a framework of universal, predictable rules and global structures that ensure everyone a fair deal, appropriate for their size, capabilities, and contributions to the international system.

विश्व व्यवस्था की हिमायत करने वालों के लिए चुनौती यह है कि सार्वभौमिक, अनुमान-योग्य नियमों और वैश्विक संरचनाओं के ढाँचे के भीतर उभरती शक्तियों को शामिल किया जाए जो हर किसी के लिए उसके आकार, क्षमताओं, और अंतर्राष्ट्रीय प्रणाली में योगदान के अनुरूप उपयुक्त स्थान सुनिश्चित कर सके।

22. (b) Membership of the Nuclear Suppliers Group (NSG) would place India’s existing civil nuclear cooperation on a predictable basis and facilitate the enhanced investments, industrial tie ups and technology access required to accelerate augmentation of nuclear power capacity in India.

(ख) परमाणु आपूर्तिकर्ता समूह की सदस्यता से भारत के वर्तमान असैनिक परमाणु सहयोग कार्यक्रम को भविष्यसूचक आधार प्राप्त होगा तथा अधिक पूंजी निवेश, औद्योगिक करारों का मार्ग प्रशस्त हो सकेगा जो भारत में परमाणु विद्युत क्षमता में वृद्धि को गति प्रदान करने के लिए अपेक्षित है।

23. In all of India’s bilateral relationships and in all her multilateral engagement, the focus is on the facilitation of trade and investment flows, the modernization of infrastructure, the assuring of predictable and affordable energy supplies and the widest possible access to technologies.

भारत के सभी द्विपक्षीय संबंधों में, और हमारी बहुपक्षीय भागीदारियों में व्यापार एवं निवेश प्रवाह को सुकर बनाने, अवसंरचना के आधुनिकीकरण, अनुमेय एवं किफायती ऊर्जा आपूर्ति के सुनिश्चय तथा प्रौद्योगिकी तक अधिकतम संभव पहुँच पर बल होता है।

24. They also agreed to the importance of providing clear and predictable signals for long–term investment and innovation in clean technologies and working at the global level to ensure universal access to affordable, reliable and modern energy services consistent with the Sustainable Development Goals.

उनमें स्वच्छ प्रौद्योगिकियों में लंबी अवधि के निवेश और नवीनता के लिए स्पष्ट और अनुमानितसंकेत उपलब्ध कराने और वैश्विक स्तर पर काम करने के लिए सशर्त विकास लक्ष्य के अनुरूप सस्ती, विश्वसनीय और आधुनिक ऊर्जा सेवाओं तक सार्वभौमिक पहुंच सुनिश्चित करने पर भी सहमति हुई है।

25. When an age period is referred to as a stage, the term implies not only this qualitative difference, but also a predictable sequence of developmental events, such that each stage is both preceded and followed by specific other periods associated with characteristic behavioral or physical qualities.

जब किसी आयु अवधि को एक चरण के रूप में सन्दर्भित किया जाता है तो इस शब्द का मतलब केवल गुणात्मक अंतर नहीं होता है बल्कि इसका मतलब विकासात्मक घटनाओं का एक पूर्वानुमेय क्रम भी होता है जैसे कि प्रत्येक चरण से पहले और बाद में विशिष्ट व्यवाहारिक या शारीरिक गुणों के साथ जुड़ी अन्य विशिष्ट अवधियाँ होती हैं।

26. In concluding, I should like to re-emphasise that the focus of our economic diplomacy in coming years will be on promoting trade and investment flows, especially in critical areas such as infrastructure, in assuring predictable energy supplies and in securing the widest possible access to technologies.

अन्त में मैं इस बात पर पुन: जोर देना चाहूंगा कि आगामी वर्षों में हमारे आर्थिक राजनय में मुख्यत: व्यापार और निवेश प्रवाहों, विशेष रूप से अवसंरचना जैसे क्षेत्रों में, पूर्वानुमेय ऊर्जा आपूर्ति सुनिश्चित करने और प्रौद्योगिकी तक अधिकतम पहुंच सुनिश्चित करने जैसे महत्वपूर्ण क्षेत्रों पर जोर दिया जाएगा।

27. If our politics can create an enabling environment, the focus of our economic diplomacy in coming years will be on promoting trade and investment flows especially in critical areas such as infrastructure, in assuring predictable energy supplies and in securing the widest possible access to technologies.

यदि हमारी राजनीति एक सहयोगी वातावरण तैयार कर सके, आगामी वर्षों में हमारी आर्थिक कूटनीति का ध्यान विशेषत: अवसंरचना जैसे महत्वपूर्ण क्षेत्रों में व्यापार और निवेश बढ़ाने, निश्चित ऊर्जा आपूर्ति सुनिश्चित करने तथा प्रौद्योगिकी के लिए अधिकतम पहुंच सुनिश्चित करने पर केंद्रित होगा ।

28. But we are insisting, and we have argued at the negotiating table, we are continuing to argue that it should be additional, predictable and public finance, that governments make commitments, they should also provide for realization – 30 billion USD per year from 2013 to 2017, 100 billion USD per year from 2018 onwards.

परंतु हम इस बात पर बल दे रहे हैं और वार्ता मंच पर हमने तर्क दिया है और अभी भी दे रहे हैं कि यह अतिरिक्त, पूर्वानुमेय और सार्वजनिक धन होना चाहिए। यदि सरकारें प्रतिबद्धता व्यक्त करती हैं तो वर्ष 2013 से 2017 तक प्रति वर्ष 30 बिलियन अमरीकी डालर मुहैया कराना होगा। इसके साथ ही वर्ष 2018 के आगे प्रति वर्ष 100 बिलियन अमरीकी डालर की जरूरत पड़ेगी।
