मंत्रियों ने परमाणु हथियार समाप्त करने के लिए निश्चित समय सीमा, उनके विकास, उत्पादन, खरीद, परीक्षण, भंडारण, हस्तांतरण, प्रयोग अथवा प्रयोग की धमकी पर प्रतिबंध लगाने और उन्हें नष्ट करने की व्यवस्था करने के लिए परमाणु हथियारों को पूर्णत: समाप्त करने के चरणबद्ध कार्यक्रम पर वार्ता शुरू करने की आवश्यकता पर जोर दिया ।

16. (c)&(d) An Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons was signed on February 21, 2007 in New Delhi.

(ग)और(घ) नाभिकीय शस्त्रों से संबंधित दुर्घटनाओं से जोखिम कम करने संबंधी करार पर 21 फरवरी, 2007 को नई दिल्ली में हस्ताक्षर हुए।

17. Last year, at the 63rd UNGA, consistent with India's longstanding commitment as articulated in the Rajiv Gandhi Action Plan in 1988, India reiterated its proposal for a Nuclear Weapons Convention for banning the production, development, stockpiling and use of nuclear weapons and to provide for their complete elimination within a specified time-frame.

पिछले वर्ष संयुक्त राष्ट्र महासभा के 63वें सत्र में वर्ष 1988 की राजीव गांधी कार्य योजना में किए गए उल्लेख के अनुसार भारत की चिरकालिक वचनबद्धता के अनुरूप भारत ने नाभिकीय शस्त्रों के उत्पादन, विकास, भण्डारण और प्रयोग पर प्रतिबंध लगाने तथा निर्धारित समय-सीमा के भीतर उनका पूर्ण उन्मूलन किए जाने के लिए नाभिकीय शस्त्र अभिसमय से संबंधित अपने प्रस्ताव को दोहराया।

18. An Agreement on "Reducing the Risk from Accidents relating to Nuclear Weapons” will also be signed between the two countries on 21 February 2007.

दोनों देशों के बीच ‘दुर्घटनावश परमाणु हथियारों के खतरे को कम करने' के संबंध में 21 फरवरी, 2007 को एक समझौते पर भी हस्ताक्षर किए जाएंगे ।

19. (i) ‘Convention on Prohibition of Use of Nuclear Weapons’ (with 39 co-sponsors): It was adopted by 121 votes in favour, 49 against and 8 abstentions.

(i) ‘परमाणु हथियार के प्रयोग के निषेध पर अभिसमय’ (39 सह-प्रायोजकों के साथ): इसके पक्ष में 121 मत के साथ अंगीकार किया गया जबकि 49 मत इसके विरूद्ध पड़े और 8 ने मतदान में भाग नहीं लिया।

20. Our perception of arms control is that by addressing the issue piecemeal it merely tends to perpetuate nuclear weapons in the hands of a few chosen nations.

शस्त्र नियंत्रण के संबंध में हमारा विचार यह है कि इस मुद्दे का अलग-अलग समाधान करने का प्रयास करने से कुछ चुनिंदा राष्ट्रों के हाथों में नाभिकीय शस्त्रों के शाश्वत रूप से विद्यमान रहने की प्रवृत्ति विकसित होगी।

24. During EAM's visit to Pakistan on January 13-14, 2007 both sides agreed on early signing of the Agreement on Reducing the Risk from Accidents relating to Nuclear Weapons.

13-14 जनवरी, 2007 को विदेश मंत्री की पाकिस्तान यात्रा के दौरान दोनों पक्ष इस बात पर सहमत हुए थे कि नाभिकीय हथियारों से संबंधित दुर्घटनाओं से होने वाले जोखिम को कम करने के संबंध में करार को शीघ्र संपन्न किया जाएगा ।

25. From the time of the Mahatma Gandhi, Jawaharlal Nehru, Indira Gandhi and down to Rajiv Gandhi's Plan for Universal Nuclear Disarmament, our instinctive abhorrence for nuclear weapons has been clear.

महात्मा गांधी, जवाहर लाल नेहरू, इंदिरा गांधी से लेकर राजीव गांधी की सार्वभौमिक नाभिकीय नि:शस्त्रीकरण की योजना तक नाभिकीय हथियारों के प्रति हमारा विरोध जग जाहिर रहा है।

26. An agreement on "Reducing the Risk from Accidents relating to Nuclear Weapons” was signed between the two countries on February 21, 2007 in the presence of EAM and FM of Pakistan.

विदेश मंत्री और पाकिस्तान के विदेश मंत्री की उपस्थिति में दोनों के बीच 21 फरवरी, 2007 को "नाभिकीय हथियारों से सम्बद्ध जोखिम और दुर्घटनाओं को कम करने " से सम्बद्ध एक करार सम्पन्न किया गया ।

27. An agreement on "Reducing the Risk from Accidents relating to Nuclear Weapons” was signed between the two countries on 21 February 2007 in the presence of EAM and FM of Pakistan.

विदेश मंत्री और पाकिस्तान के विदेश मंत्री की उपस्थिति में दोनों के बीच 21 फरवरी, 2007 को ूनाभिकीय हथियारों से सम्बद्ध जोखिम और दुर्घटनाओं को कम करने ू से सम्बद्ध एक करार सम्पन्न किया गया ।

28. (a) & (b) The Agreement between the Republic of India and the Islamic Republic of Pakistan on Reducing the Risk of Accidents relating to Nuclear Weapons was signed on 21 February 2007.

(क) और (ख) भारत गणराज्य और पाकिस्तान इस्लामिक गणराज्य के बीच 21 फरवरी, 2007 को परमाणु आयुधों से संबंधित दुर्घटनाओं के जोखिमों को घटाने संबंधी करार पर हस्ताक्षर किए गए थे।

29. While it has its own history, we should not ignore the fact that proliferation threats are encouraged in large measure by arguments that favour the actual use of WMDs, especially nuclear weapons.

हालांकि इसका अपना इतिहास है, पर हमें इस तथ्य को नजरअंदाज नहीं करना चाहिए कि प्रसार के खतरे को, डब्ल्यूएमडी, विशेष रूप से परमाणु हथियारों के वास्तविक उपयोग के पक्ष में दिए तर्कों से बड़े पैमाने पर प्रोत्साहित किया जाता है।

30. * The two leaders reaffirmed their shared commitment to the total elimination of nuclear weapons and remained resolute in the task of strengthening international cooperation to address the challenges of nuclear proliferation and nuclear terrorism.

32. They agreed to expedite the liberalisation of the visa regime and the agreements on reducing the risk of accidents relating to nuclear weapons, speedy return of inadvertent line crossers and prevention of incidents at sea.

वीजा व्यवस्था को उदार बनाने तथा नाभिकीय हथियारों से सबंधित दुर्घटनाओं का जोखिम कम करने पर करार के संबंध में शीघ्रता किए जाने, अनजाने में नियंत्रण रेखा पार करने वालों की जल्दी वापसी और समुद्र संबंधी घटनाओं की रोकथाम पर भी सहमति हुई ।

33. In that context the Trump Administration is pressing countries around the world to cut diplomatic and trade ties with North Korea to strangle the hard currency flows that fund North Korea’s nuclear weapons and ballistic missile programs.

इस संदर्भ में, ट्रंप प्रशासन समूचे विश्व में देशों पर दबाव डाल रहा है कि वे उत्तर कोरिया के परमाणु हथियारों और बैलिस्टक मिसाइल कार्यक्रमों का वित्त-पोषण करने वाले धन-प्रवाह को रोकने के लिए उत्तर कोरिया के साथ राजनयिक और व्यापार संबंधों को समाप्त कर दें।

34. Both sides agreed on the need for all states possessing nuclear weapons to accelerate concrete progress on the steps leading to global nuclear disarmament in a way that promotes international stability, peace and undiminished and increased security for all.

दोनों पक्ष इस बात पर सहमत हुए कि जिन देशों के पास परमाणु हथियार हैं उनके लिए यह आवश्यक है कि वे ऐसे कदमों पर ठोस प्रगति की दिशा में कार्य तेज करें जिनसे विश्व स्तर पर परमाणु निरस्त्रीकरण का मार्ग इस रूप में प्रशस्त हो कि अंतर्राष्ट्रीय स्थिरता, शांति तथा सबके लिए गैर कमतर एवं अधिक सुरक्षा को बढ़ावा मिले। 25.

35. * The two Prime Ministers condemned in the strongest terms North Korea’s continued development of its nuclear weapons and ballistic missile programs, including the latest nuclear test conducted by North Korea on 3 September as well as its uranium enrichment activities.

+ दोनों प्रधानमंत्रियों ने उत्तर कोरिया द्वारा उसके परमाणु हथियारों और बैलिस्टिक मिसाइल कार्यक्रमों के निरंतर विकास की कड़े शब्दों में निंदा की जिसमें उत्तर कोरिया द्वारा 3 सितम्बर को संचालित नवीनतम परमाणु परीक्षण तथा इसके यूरेनियम संवृद्धि क्रियाकलाप भी शामिल हैं।

36. This fits in very well with India’s own concern over clandestine proliferation, especially in our own neighbourhood, and the likelihood of such clandestine activities facilitating the acquisition of nuclear weapons or fissile material, by a terrorist or a jihadi group.

यह विशेष रूप से हमारे अपने पड़ोस में होने वाले गुप्त नाभिकीय प्रसार तथा किसी आतंकवादी अथवा जेहादी गुट द्वारा नाभिकीय हथियारों अथवा विखंडनीय सामग्रियों की प्राप्ति को सुविधाजनक बनाने से संबंधित ऐसी ही अन्य गोपनीय कार्रवाइयों के संबंध में भारत की स्वयं की चिन्ता के अनुरूप है।

37. The two leaders affirmed that their countries’ common ideals, complementary strengths and a shared commitment to a world without nuclear weapons give them a responsibility to forge a strong partnership to lead global efforts for non-proliferation and universal and non-discriminatory global nuclear disarmament in the 21st century.

दोनों नेताओं ने इस बात की पुन: पुष्टि की कि उनके देशों के साझे आदर्श, सम्पूरक क्षमताएं तथा परमाणु शस्त्र मुक्त विश्व देखने की उनकी साझी वचनबद्धता के आधार पर उनकी जिम्मेदारी बनती है कि वे 21वीं सदी में अप्रसार तथा सार्वभौमिक एवं निष्पक्ष वैश्विक परमाणु निरस्त्रीकरण की दिशा में विश्व स्तर पर किए जा रहे प्रयासों की अगुवाई करने के लिए एक ठोस भागीदारी का निर्माण करें।

38. (a) whether Government continues to endorse the Action Plan for a Nuclear Weapons Free and Non-Violent World Order presented by former Prime Minister Rajiv Gandhi to the UN on 09 June 1988 and the Working Paper on Global Nuclear Disarmament circulated by India at UNGA in 2006;
