65. The Agreement provides necessary legal framework for the movement of goods and passengers across the territories of the parties (India, Iran and Afghanistan) using Chabahar port, thus providing Afghanistan an assured and alternate access to regional markets through sea.

यह करार चाबाहार बंदरगाह का प्रयोग करके पक्षकारों (भारत, ईरान तथा अफगानिस्तान) के भू-क्षेत्रों में वस्तुओं तथा यात्रियों के आवगमन हेतु आवश्यक कानूनी अवसंरचना प्रदान करेगा और इस प्रकार अफगानिस्तान को समुद्री मार्ग के माध्यम से क्षेत्रीय बाजारों में सुनिश्चित तथा वैकल्पिक प्रवेश प्रदान करेगा।

67. The allocation of seats in the Upper Legislative House is filled by representatives of States and the Union Territories elected by the elected members of the Assemblies of the respective States in accordance with the system of proportional representation of population.

उच्च विधाई सदन में आवंटित सीटें जनसंख्या के लिए समानुपातिक प्रतिनिधित्व प्रणाली के अनुसरण में संबंधित राज्यों की विधान सभाओं के चुने गए सदस्यों द्वारा राज्यों और संघ राज्य क्षेत्रों के चुन गए प्रतिनिधियों द्वारा भरी जाती हैं।

68. India has sponsored at the UN a draft Comprehensive Convention on Combating Terrorism to provide a legal basis for combating terrorism globally as well as for hding to account those countries which allow their territories to be used for terror attacks on others.

भारत ने संयुक्त राष्ट्र में अंतर्राष्ट्रीय आतंकवाद का मुकाबला करने से संबंधित एक व्यापक अभिसमय का प्रायोजन किया है जिसका उद्देश्य विश्व स्तर पर आतंकवाद की रोकथाम करने के लिए एक विधिक आधार उपलब्ध कराना और उन देशों को जिम्मेदार ठहराना है, जो अन्य देशों पर आतंकी हमलों के लिए अपने भूक्षेत्रों का उपयोग करने की अनुमति देते हैं।

69. The draft Agreement provides necessary legal framework for movement of goods and passengers across the territories of the Parties via Chabahar Port in Iran, thus affording India a reliable sea-land access route into Afghanistan and onwards to other Central Asian Countries.

करार के मसौदे में ईरान स्थित चाबहर पत्तन के जरिए विभिन्न पक्षकारों के भूभागों में सामान एवं यात्रियों की आवाजाही हेतु आवश्यक कानूनी रूपरेखा का प्रावधान किया गया है, जिससे कि भारत को अफगानिस्तान में और इससे आगे मध्य एशिया में पहुंच बनाने हेतु एक विश्वसनीय भू-समुद्री मार्ग उपलब्ध हो सकेगा।

70. * The Prime Ministers expressed deep satisfaction at the conclusion of the Protocol to the 1974 Land Boundary Agreement which paves the way for settlement of the long pending land boundary issues including the undemarcated areas, territories under adverse possession and exchange of enclaves.

* दोनों प्रधानमंत्रियों ने 1974 में संपन्नक भूमि सीमा करार के प्रोतोकॉल पर हस्ताैक्षर किए जाने पर गंभीर संतोष व्य7क्तम किया जिससे असीमांकित क्षेत्रों, प्रतिकूल कब्जेक वाले क्षेत्रों एवं एन्वों के आदान-प्रदान सहित भू-सीमा से जुड़े अन्यस लंबित मुद्दों के समाधान का मार्ग प्रशस्तं होगा।

71. It will also result in the exchange of 111 Indian enclaves (with a total area of 17,160.63 acres) in Bangladesh with 51 Bangladesh enclaves (with an area of 7,110.02 acres) in India and preservation of the status quo on territories in adverse possession.

इसके परिणामस्वरूप बांग्लादेश में 111 भारतीय कॉलोनियों (17,160.63 एकड़ कुल क्षेत्रफल के) साथ में भारत में 51 बांग्लादेशी कॉलोनियों (7,110.02 एकड़ कुल क्षेत्रफल के) तथा प्रतिकूल आधिपत्य वाले अधिकार क्षेत्रों के यथा-स्थिति का संरक्षण भी होगा।

72. The State Governments, in such territories may by notification specify such pecuniary value of commercial disputes to be adjudicated at the district level, which shall ‘not be less than three lakhs rupees and not more than the pecuniary jurisdiction of the district court.

ऐसे क्षेत्रों में राज्य सरकारें अधिसूचना के जरिये जिला स्तर पर निर्णय दिये जाने वाले व्यावसायिक विवादों के आर्थिक मूल्य निर्दिष्ट कर सकती हैं, जो तीन लाख रुपये से कम और जिला अदालत के धन संबंधी मूल्य से अधिक नहीं हो।

76. Member States are to prevent proliferation-sensitive specialised teaching or training of Iranian nationals, and also exercise vigilance regarding the entry into or transit through their territories of individuals engaged in or providing support for Iran's proliferation sensitive nuclear activities or for the development of nuclear weapon delivery systems.

सदस्य राज्यों को ईरानी राष्ट्रिकों को प्रसार-संवेदन विशेषज्ञ शिक्षण अथवा प्रशिक्षण देने से निषेध करता है और साथ ही ईरान के प्रसार संवेदन नाभिकीय कार्यकलापों अथवा नाभिकीय हथियार डिलीवरी प्रणाली के विकास के लिए सहायता देने वाले अथवा लगे व्यक्तियों को अपने भूभाग में प्रवेश करने अथवा होकर पार करने पर भी सतर्कता बरतेगा ।
