48. Since the beginning of the unrest in Ukraine, the Government took a pro-active approach to ensure the safety of Indian nationals.

53. (b) to (e) The Government has accepted the recommendation of the Expert Committee set up under the chairmanship of Justice Arvind Kumar Goel, ex-Chairperson, NRI Commission Punjab, to look into the issues and difficulties faced by Indian nationals married to overseas nationals of Indian origin, and suggested amendments in existing laws/policies/regulation.

(ख) से (ङ) सरकार ने भारतीय मूल के विदेशी नागरिकों से विवाहिता भारतीय महिलाओं के समक्ष आ रही समस्याओं तथा कठिनाइयों पर विचार करने और मौजूदा कानूनों/नीतियों/विनियमों में संशोधन का सुझाव देने के लिए न्यायमूर्ति अरविन्द कुमार गोयल, पूर्व अध्यक्ष, एनआरआई आयोग, पंजाब की अध्यक्षता में एक विशेषज्ञ समिति गठित की थी।

54. (b) & (c) The Government has accepted the recommendation of the Expert Committee set up under the chairmanship of Justice Arvind Kumar Goel, ex-Chairperson, NRI Commission Punjab, to look into the issues and difficulties faced by Indian nationals married to overseas nationals of Indian origin, and suggested amendments in existing laws/policies/regulation.

(ख) और (ग) सरकार ने भारतीय मूल के प्रवासी नागरिकों से विवाहित भारतीय महिलाओं द्वारा झेली जा रही समस्याओं तथा कठिनाइयों का निराकरण करने और मौजूदा कानूनों/नीतियों/विनियमों में संशोधन करने का सुझाव देने के लिए न्यायाधीश अरविन्द कुमार गोयल, पूर्व अध्यक्ष, एनआरआई आयोग, पंजाब की अध्यक्षता में गठित विशेषज्ञ समिति की सिफारिशों को स्वीकार कर लिया है।

55. On 19 June, the Government suspended emigration clearance to Iraq, until further notification and advised Indian nationals to avoid all travel to Iraq.

19 जून को सरकार ने अगली अधिसूचना जारी होने तक इराक के लिए उत्प्रवासन क्लियरेंस रद्द कर दी है और सलाह दी है कि भारतीय राष्ट्रिक इराक की किसी भी प्रकार की यात्रा न करें।

56. These individuals have also been added to the Treasury Department Office of Foreign Assets Control’s List of Specially Designated Nationals and Blocked Persons (“SDN List”).

इन व्यक्तियों को ट्रेज़री डिपार्टमेंट ऑफिस के विदेशी संपत्ति नियंत्रण की विशेष रूप से मनोनीत निवासियों और अवरुद्ध व्यक्तियों की सूची (“SDN सूची”) में भी जोड़ दिया गया है।

57. Based on that detailed review I can now indicate to you that we have information that the Indian nationals who have been abducted remain safe.

इस विस्तृत समीक्षा के आधार पर अब मैं आपको इस बात का संकेत दे सकता हूँ कि हमारे पास यह सूचना है कि जिन भारतीय राष्ट्रिकों को अगवा किया गया है वे सुरक्षित हैं।

58. We are also aware of the case of some Indian nationals have been arrested in Sri Lankan waters on charges of smuggling narcotics and contraband.

हमें इस मामले की भी जानकारी है कि कुछ भारतीय राष्ट्रिकों को स्वापक एवं निषिद्ध पदार्थों की तस्करी के आरोपों में श्रीलंका की समुद्री सीमा में गिरफ्तार किया गया है।

59. * Efforts continue to secure the release of four Indian nationals who were abducted along with their Sudanese driver on 13 May near Heglig, Sudan.

* सूडान में हेगलिग के समीप 13 मई को अपने सूडानी चालक के साथ अपहृत चार भारतीय नागरिकों की रिहाई के प्रयास जारी हैं ।

60. (b) & (c) From time to time there are reports of deaths of Indian nationals abroad, including due to accidents, violence, suicides and other causes.

(ख) और (ग) समय-समय पर विदेशों में भारतीय नागरिकों की मौत की रिपोर्टें आती रहती हैं जिनमें दुर्घटना, हिंसा, आत्महत्या तथा अन्य कारण शामिल हैं।

61. Answer. The very fact that Pakistan acknowledged that the Mumbai attack was planned and executed from Pakistan by some of its nationals was a signal development.

उत्तर: पाकिस्तान ने स्वीकार किया कि मुम्बई हमलों की साजिश पाकिस्तान में रची गई थी और पाकिस्तान के कुछ राष्ट्रिकों द्वारा ही इस हमले को अंजाम दिया गया, जो एक महत्वपूर्ण घटनाक्रम है।

62. The Indian Mission in Singapore has rendered full assistance to Indian nationals by expediting early repatriation of mortal remains of the deceased Indian national, providing consular access, facilitating legal counsel to other Indian Nationals charged by Singapore Authorities and stepping up its outreach programme to the Indian Community to assure them about their welfare and well being.

सिंगापुर स्थित भारतीय दूतावास ने भारतीय नागरिकों को पूर्ण सहायता उपलब्ध कराई है जिनमें मारे गए भारतीय नागरिकों के मृत शरीर को शीघ्र स्वदेश भेजना, कोंसुली सेवा उपलब्ध कराना, सिंगापुर प्राधिकारियों द्वारा आरोपित अन्य भारतीय नागरिकों को कानूनी परामर्श उपलब्ध कराना तथा भारतीय समुदाय के कल्याण तथा भलाई सुनिश्चित करने के लिए अपने आउटरीच कार्यक्रम में तेजी लाना शामिल है।

63. In addition, senior citizens – nationals of age more than 65 years - from Pakistan are allowed visa on arrival at Attari-Wagha border for 45 days.

इसके अलावा, पाकिस्तान से वरिष्ठ नागरिकों अर्थात् 65 वर्ष से अधिक आयु के राष्ट्रिकों को 45 दिन के लिए अटारी-वाघा सीमा पर ‘आगमन पर वीजा’ की सुविधा दी जाती है।

64. The air-bridge between Tripoli and Delhi, already picking up over a thousand Indian nationals daily out of Libya, is being supplemented tomorrow by another Boeing 747.

त्रिपोली और दिल्ली के बीच विमान सेतु के माध्यम से लीबिया से 1000 से अधिक भारतीय राष्ट्रिकों को प्रतिदिन निकाला जा रहा है तथा एक और बोइंग 747 विमान कल इसमें शामिल किया जाएगा ।

65. The Leaders welcomed the successful up-gradation of the India Turkmenistan Industrial Training Centre in Ashgabat with Indian assistance to provide continued advanced training to Turkmen nationals.

दोनों नेताओं ने तुर्कमेनिस्तान के नागरिकों को लगातार उन्नत प्रशिक्षण प्रदान करने के लिए भारत की सहायता से अशगाबाट में भारत - तुर्कमेनिस्तान औद्योगिक प्रशिक्षण केंद्र के सफल उन्नयन का स्वागत किया।

66. Twenty Indian nationals, who had been staying permanently in a residential block inside the hotel complex, were present at their accommodation at the time of the incident.

इस होटल परिसर के भीतर आवासीय ब्लॉक में स्थायी तौर पर निवास करने वाले 20 भारतीय नागरिक हमले के समय अपने आवास में उपस्थित थे।

67. Our Mission in Baghdad and the Ministry of External Affairs established 24 hour helplines to assist our nationals in Iraq and their concerned family members in India.

बगदाद स्थित हमारे मिशन तथा विदेश मंत्रालय ने इराक में हमारे राष्ट्रिकों तथा भारत में उनके परिवार के चिंतित सदस्यों की सहायता करने के लिए 24 घंटे की हेल्पलाइन स्थापित की है।

68. (vi) Providing the payment of penalties in respect of Indian nationals for illegal stay in the host country where prima facie the worker is not at fault;

(vi) मेजबान देश में गैर-कानूनी रूप से रहने के लिए भारतीय राष्ट्रिकों से संबंधित जुर्माने के भुगतान कराना जहां प्रथमदृष्टया कामगार का कोई गलती नहीं है;

69. The attacks on the Embassy of India in July 2008 and October 2009 had claimed the lives of Indian diplomats and officials and several Afghan nationals.

जुलाई, 2008 तथा अक्तूबर, 2009 में भारतीय दूतावास पर किए गए हमलों में अनेक राजनयिकों एवं अधिकारियों तथा बड़ी संख्या में अफगान राष्ट्रिकों की मौत हो गई थी।

70. * Prime Minister Sheikh Hasina expressed deep appreciation of the Government of Bangladesh for facilitating 24-hour unfettered access to Bangladesh nationals through the Tin Bigha Corridor.

* प्रधानमंत्री श्रीमती शेख हसीना ने तीन बीघा गलियारे के जरिए बंगलादेशी राष्ट्रिकों के लिए चौबीसों घंटे अबाध प्रवेश को सुविधाजनक बनाने हेतु बंगलादेश सरकार की सराहना संप्रेषित की।

71. The Government has stressed that Indian Nationals allegedly involved in the riots should be treated fairly with full access to justice and due process of law.

सरकार ने जोर दिया है कि दंगों में तथाकथित रूप से शामिल भारतीय नागरिकों को पूरी तरह से न्याय तथा न्यायोचित प्रक्रिया उपलब्ध कराते हुए उनसे निष्पक्ष रूप से व्यवहार किया जाए।

(ग) 1953 में हस्ताक्षरित द्विपक्षीय प्रत्यर्पण संधि का उपयोग वैसे भारतीय राष्ट्रिकों का प्रत्यर्पण करने के लिए किया जा सकता है जो भारत में अपराध करने के पश्चात नेपाल भाग गये हों ।

73. (b) Indian nationals between the age of 18 and 70 years, who are medically fit for high altitude endurance are eligible to register online for this Yatra.

(ख) 18 से 70 वर्ष की आयु के भारतीय राष्ट्रिक जो ऊंचाई पर विषम परिस्थितियों को झेलने के लिए चिकित्सीय तौर पर स्वस्थ हैं, वे इस यात्रा हेतु पंजीकरण कराने के लिए योग्य हैं।

74. In addition, the Ministry has taken several steps and initiatives to safeguard the interests of the Indian Nationals, particularly workers in ECR countries which, inter-alia, are as under:-

इसके अतिरिक्त, मंत्रालय ने भारतीय नागरिकों विशेषकर ईसीआर देशों में कामगारों के हितों की सुरक्षा हेतु कई कदम एवं पहल की है जो अन्यों के साथ-साथ निम्नानुसार हैं:-

75. (vi) roviding for the payment of penalties in respect of Indian nationals for illegal stay in the host country, where, prima facie the worker is not at fault;

(vi). उन मामलों में मेजबान देशों में अवैध प्रवास हेतु भारतीय नागरिकों पर लगाए गए आर्थिक दंड का भुगतान करना, जिनमें प्रथमदृष्टया कामगारों की गलती नहीं है। (vii).

76. It has come to notice that some unscrupulous elements are asking for payments/handling charges/facilitation fee etc., for arranging evacuation of Indian nationals, through the Embassy of India in Libya.

यह देखने में आया है कि कुछ अनैतिक तत्व भारतीय दूतावास के माध्यम से लीबिया से भारतीय राष्ट्रिकों की निकासी की व्यवस्था करने के लिए भु्गतान / हैंडलिंग प्रभार / सुविधा शुल्क आदि की मांग कर रहे हैं ।

77. The High Commission remains in regular touch with the leaders and elected representatives of the Indian community and also the concerned security agencies of the British authorities regarding safety of Indian nationals.

उच्चायोग ने भारतीय समुदाय के नेताओं और निर्वाचित प्रतिनिधियों के साथ और साथ ही ब्रिटिश प्राधिकारियों के संबंधित संरक्षा अभिकरणों के साथ भी भारतीय राष्ट्रिकों की सुरक्षा के संबंध में नियमित सम्पर्क बनाए रखा है।

2004 के बंधक संकट के दौरान, भारत के 24 x 7 टेलीविजन न्यूज चैनलों ने योजनाबद्ध तरीके से एक जोरदार अभियान चलाया जिसने ड्राइवरों के परिवार के सदस्यों की दुर्दशा तथा अपने नागरिकों की रक्षा करने में सरकार की विफलता को उजागर किया।

79. This MoU provides for cooperation between India and Jordan with a view to promote best practices in the administration of the cycle of contract employment of the Indian nationals in Jordan.

इस सहमति ज्ञापन में जॉर्डन में भारतीय नागरिको के ठेका रोजगार चक्र के प्रशासन में श्रेष्ठ व्यवहारों को प्रोत्साहित करने के लिए भारत और जॉर्डन के बीच सहयोग का प्रावधान है।
