2. Proposal to open new resident diplomatic Missions, including in countries which have resident diplomatic Missions in India, is currently under active consideration.

जिन देशों के भारत में स्थानीय राजनयिक मिशन हैं, उनके समेत नये स्थानीय राजनयिक मिशन खोले जाने संबंधी प्रस्ताव पर सक्रियता से विचार किया जा रहा है।

3. Heads of Missions were requested to appoint Nodal Officers in the Missions who will co-ordinate with the states in their efforts.

मिशन के प्रमुखों से मिशनों में नोडल अधिकारी नियुक्त करने का अनुरोध किया गया था जो राज्यों के साथ सहयोग करेंगे।

4. Their activities and functions are monitored by Head of Missions.

उनके कार्यकलापों और कार्यों की मानीटरिंग मिशन प्रमुखों द्वारा की जाती है।

5. There are a total of 34 missions to complete in this mode.

10. The Ministry of External Affairs and our Missions/Posts abroad also seek details about best practices followed by other countries and their Missions and examine them for adaptation into our system.

विदेश मंत्रालय और विदेशों स्थित हमारे मिशन/केन्द्र अन्य देशों और उनके मिशनों द्वारा अपनाई गई उत्तम पद्धतियों के बारे में विवरण भी प्राप्त करते हैं और उन्हें अपनी प्रणाली के अनुकूल बनाए जाने पर विचार करते हैं।

11. Currently we have 8,000 troops deployed on ten missions in very challenging environments.

भारतीय वायु सेना अन्य देशों की राहत कार्यक्रमों में भी सहायता प्रदान करता है, जैसा की उसने ऑपरेशन रेनबो (Rainbow) के रूप में श्रीलंका में किया।

14. The Ministry does not allocate any fund to the Missions for teaching Hindi language.

मंत्रालय हिंदी भाषा के शिक्षण के लिए मिशनों को कोई राशि आबंटित नहीं करता।

17. MADAD enables Indian students abroad to register consular grievances which are addressed by Indian Missions abroad.

मदद द्वारा विदेश में भारतीय विद्यार्थी अपनी कॉन्सुलर शिकायतें पंजीकृत करा सकते हैं जोकि विदेश में भारतीय मिशनों द्वारा हल की जाती हैं।

18. Wherever required such complaints are also referred to Missions/Posts abroad for providing relief/rescue/repatriation.

आवश्यकता के अनुसार ऐसी शिकायतों को विदेश स्थित मिशनों /केन्द्रो को भी भेजा जाता है ताकि राहत/ बचाव /प्रत्यार्वतन किया जा सके।

19. However, Missions & Posts employ staff on contract from time to time based on the functional requirements.

यद्यपि मिशन और पोस्ट तात्कालिक आवश्यकताओं के आधार पर कर्मचारियों को ठेके पर नियोजित करते हैं।

26. (a) whether Government have to recover $180.55 million from United Nations (UN) towards reimbursement for peace missions;

27. Ministry from time to time, issues instructions to all Indian Missions/Posts abroad reiterating a more proactive approach by our Heads of Missions/Posts in dealing with the problems faced by Indian nationals living in the country of their accreditation.

समय-समय पर मंत्रालय विदेश स्थित सभी मिशनों को निर्देश जारी करता है, जिसमें उनके प्रत्यायन वाले देशों में रहने वाले भारतीय राष्ट्रिकों द्वारा झेली जा रही कठिनाइयों से निपटने में हमारे मिशन/केंद्र प्रमुखों द्वारा अधिक सक्रिय दृष्टिकोण अपनाए जाने की बात को दोहराया जाता है।

28. (i) Establishment of a dedicated Community Welfare Wing with designated Welfare Officers in all Indian Missions/Posts abroad;

(i) विदेश स्थित सभी मिशनों/केंद्रों में कल्याण अधिकारी नियुक्त करके एक विशिष्ट सामुदायिक कल्याण विंग की स्थापना करना;

29. (a) The list of Indian Missions/Posts functioning abroad at present, country-wise, is enclosed at Annexure I;

(क) वर्तमान में विदेशों में कार्यारत भारतीय मिशनों / केद्रों की देश-वार सूची अनुबंध-I पर है।

30. They undercut and shortchanged our men and women in uniform with inadequate resources, unstable funding, and unclear missions.

उन्होंने अपर्याप्त संसाधनों, अस्थिर निधि और अस्पष्ट मिशनों के साथ हमारे कामकाजी पुरुषों और महिलाओं के पारिश्रमिक में कमी कर दी।

31. In addition, our Missions are constantly engaged with Indian private firms active in the countries of their accreditation.

इसके अतिरिक्त हमारे मिशन लगातार अपने प्रत्यायित देशों में सक्रिय भारतीय निजी फर्मों के साथ सतत संपर्क में है।

32. The personnel at Headquarters must actively and continuously engage field missions and positively respond to resolving their problems.

मुख्यालय के कार्मिकों को चाहिए कि वे सक्रियता से और निरंतर क्षेत्र मिशनों के संपर्क में बने रहें तथा उनकी समस्याओं का समाधान करने में सकारात्मक रूख अपनाएं।

33. At both these places, committees have been formed of community leaders who are actively participating with the Missions.

इन दोनों स्थानों पर समुदाय के नेताओं की समितियों का गठन कर दिया गया है जो सक्रिय रूप से मिशन का साथ दे रहे हैं।

34. (c) to (e) Indian Cultural Centres and Chairs are functioning under the Administrative and Financial control of Indian Missions.

(ग) से (ड.) भारतीय सांस्कृतिक केंद्र और अध्ययन पीठ भारतीय मिशनों के प्रशासनिक एवं वित्तीय नियंत्रणाधीन कार्य कर रहे हैं।

35. A bi-monthly magazine ‘India Perspectives’ is published in 14 languages and is circulated worldwide through Indian Missions abroad.

एक द्विमासिक पत्रिका 'भारत संदर्श' 14 भाषाओं में प्रकाशित किया जाता है और इसे विदेश स्थित भारतीय मिशनों के माध्यम से विश्व भर में परिचालित किया जाता है।

36. Missions/Posts also keep in close touch with Indian Community Associations and Groups in the countries of their accreditation.

मिशन/केंद्र भारतीय सामुदायिक संघों तथा दलों से उनके प्रत्यायन वाले देशों में भी निकट संपर्क बनाए रखता है।

37. Several Missions are conducting Open House on working days, to provide direct access to workers to convey their grievances.

कई मिशन, श्रमिकों को सीधे अपनी शिकायत दर्ज कराने के लिए कार्य दिवसों पर ओपन हाउस का संचालन करते हैं।

38. (c) & (d) On the basis of inputs received, the requisite steps are taken to secure the Indian Missions abroad.

(ग) एवं (घ) प्राप्त जानकारियों के आधार पर, विदेश स्थित भारतीय मिशनों को सुरक्षित बनाने के लिए अपेक्षित कदम उठाए जाते हैं।

39. In addition, there are important differences in the onboard and ground equipment needed to support the two types of missions.

इसके अतिरिक्त, दो प्रकार के मिशनों को समर्थन देने के लिए अपेक्षित ऊपरी और भूमि पर अवस्थित उपकरणों में महत्त्वपूर्ण असमानताएं है।

40. (a) whether funds are allocated to the Indian missions for teaching Hindi language to the natives of the foreign countries;

(क) क्या विदेशों में वहां के नागरिकों को हिंदी भाषा के शिक्षण के लिए भारतीय मिशनों को धनराशि आवंटित की गयी है;

41. We are using technology in an un-paralleled way from agriculture to aeronautics and from space missions to service delivery.

हम कृषि से लेकर ऐरोनोटिक्स तक और अंतरिक्ष मिशन से लेकर सेवा देने तक बेजोड़ तरीके से टेक्नोलॉजी का इस्तेमाल कर रहे है।

42. The Su-27 was designed for air superiority missions, and subsequent variants are able to perform almost all aerial warfare operations.

सुखोई एसयू-27 को हवाई श्रेष्ठता मिशनों के लिए डिज़ाइन किया गया था और बाद के वेरिएंट लगभग सभी हवाई युद्ध अभियानों को संचालित करने में सक्षम हैं।

43. Our Missions and Posts have been pro-active in liaising with the host countries in resolving difficulties faced by Indian workers.

भारतीय कामगारों द्वारा सामना की जाने वाली समस्याओं को हल करने में मेजबान देशों के साथ संपर्क करने में हमारे मिशन और केंद्र सक्रिय हैं।

44. In all key Indian Missions/Posts abroad, a 24x7 Helpline has been established to deal with issues of an urgent nature.

विदेश स्थित सभी भारतीय मिशनों/केंद्रों में एक 24X7 हेल्पलाइन केंद्रों की स्थापना की गयी है, जिससे तात्कालिक स्वरूप के मामलों का समाधान किया जा सके।

45. a) No cases of forging of Indian passports, mainly substituting digitally embossed photographs have been reported by our Missions in Gulf.

(क) खाड़ी के देशों में हमारे मिशनों ने विशेषकर अंकीय प्रकार से उभरे फोटोग्राफों को प्रस्थापित करके भारतीय पासपोर्टों की जालसाजी के किसी मामले की सूचना नहीं दी है ।

46. (ii) Certification of accidental death or permanent disability by Indian Missions and Posts abroad shall be accepted by the insurance companies.

(ii) भारतीय मिशन/पोस्टो द्वारा दुर्घटना में मृत्युअ या स्था यी विकलांगता के संबंध में जारी प्रमाण पत्र को बीमा कंपनियों द्वारा स्वीटकारा जाएगा।

47. Reimbursements are made on receipt of debit notes from the Missions and expenditure made against the sanction issued by the competent authority.

मिशनों से प्राप्त डेबिट नोट्स प्राप्त होने पर तथा सक्षम प्राधिकारी द्वारा जारी मंजूरी के एवज में किए गए व्यय की प्रतिपूर्ति की जाती है।

48. The aeroplane was used for missions to Third World countries, delivering aid to disaster areas and to countries with people in need.

पॉल ने इस विमान का इस्तेमाल तीसरी दुनिया के देशों के मिशन के लिए किया, जिसमे आपदा में घिरे क्षेत्रों और उन देशों के जरूरतमंद लोगों के लिए सहायता प्रदान की।

49. (a) the method adopted in selecting and recruiting the contract labour in Indian Embassies and other diplomatic missions all across the globe;

(क) दुनिया भर में स्थित भारतीय दूतावासों तथा अन्य राजनयिक मिशनों में ठेका मजदूरों के चयन तथा उनकी भर्ती हेतु क्या तरीका अपनाया जाता है;

50. (a) & (b) Government of India’s Missions abroad debit expenditure incurred on visits of Prime Minister to relevant agencies involved with the visits.

(क) और (ख) विदेश स्थित भारत सरकार के मिशन प्रधानमंत्री की यात्राओं में शामिल व्यय संगत एजेंसियों के नामे डालते हैं।

51. Indian Missions are also authorized to pay through ICWF for small fines/penalties for release of Indian nationals in jails/detention centres.

भारतीय मिशनों को जेलों/बंदी गृहों में बंद भारतीय नागरिकों को छुड़ाने के लिए मामूली जुर्मानों/दंड के भुगतान हेतु आईसीडब्ल्यूएफ के माध्यम से भुगतान करने के लिए भी प्राधिकृत किया जाता है।

52. They are expected to provide Indian Missions and Posts abroad greater flexibility in swiftly addressing to requests for assistance by Overseas Indian nationals.

उम्मीद की जाती है कि इन दिशा निर्देशों से विदेशों में बसे भारतीयों के लिए जरुरत पड़ने पर जल्दी मदद पहुंचाने के लिए भारतीय दूतावासों की सेवाओं को ज्यादा लचीला और प्रभावी बनाया जा सकेगा|।

53. The MoU enables India to continue to operate, maintain and augment its ground station meant for supporting India’s launch vehicle and satellite missions.

इस एमओयू से भारत को अपने अंतरिक्ष मिशन एवं प्रक्षेपण यान के लिए ग्राउंड स्टेशन का परिचालन जारी रखने, रखरखाव और उसे बेहतर बनाने के लिए काम जारी रखने में मदद मिलेगी।

54. List of Nodal Officers in States / Union Territories and Missions abroad were prepared and exchanged vice versa to co-ordinate with each other.

राज्यों/केन्द्र शासित प्रदेशों तथा विदेश स्थित मिशनों में नोडल अधिकारियों की सूची तैयार की गई थी तथा एक-दूसरे के साथ संयोजन करने के लिए इसका आदान-प्रदान किया गया था।

55. Organizationally UN peacekeeping missions today have become a "multi-disciplinary effort”, involving simultaneous and coordinated action in the political, military and human rights fields.

संगठनात्मक रूप से संयुक्त राष्ट्र शांति मिशन आज एक "बहु-विषयक प्रयास" बन गए हैं, जिसमें राजनीतिक, सैन्य और मानव अधिकारों के क्षेत्र में एक साथ और समन्वित कार्रवाई शामिल है।

56. As reported by the Indian Missions/Posts in Gulf Countries, the death of Indian workers is mostly due to natural causes and traffic accidents.

खाड़ी देशों में स्थित भारतीय मिशनों/केंद्रों द्वारा दी गई सूचनानुसार भारतीय कामगारों की मृत्यु अधिकांशतः स्वाभाविक कारणों से तथा यातायात दुर्घटनाओं के कारण होती है।

57. The functioning and achievements of the Hindi teachers in our ICCs and Missions abroad are judged by the Head of the Mission/ Director, Cultural Centre.

विदेश स्थित भारतीय सांस्कृतिक केन्द्रों तथा मिशनों में हिन्दी अध्यापकों के कार्य निष्पादन तथा उपलब्धियों की जांच-पड़ताल मिशन प्रमुखों/निदेशक, सांस्कृतिक केन्द्रों द्वारा की जाती है।

58. (b) Missions/Consulates on receipt of such complaints from students, take up the matter with University administration and local authorities for redressal of these grievances.

(ख) मिशन/कौंसुलावास छात्रों से ऐसी शिकायतें प्राप्त होने पर इन शिकायतों के निपटान हेतु इस मामले को विश्वविद्यालय प्रशासन तथा स्थानीय प्राधिकरणों के साथ उठाते हैं।

59. Government has formulated two five-year action-plans for the period 2014-2019 to construct own buildings/acquire assets for Indian Embassies Missions/Posts abroad.

सरकार ने भारतीय राजदूतावास, विदेश स्थित मिशन/केंद्रों के लिए खुद की संपत्ति का निर्माण/संपत्ति अधिग्रहण हेतु 2014-2019 की अवधि के लिए दो पंचवर्षीय कार्य योजना बनाई है।

60. (a) whether cases of human rights violation have been reported in various Indian Diplomatic Missions, from the migrant Indian labourers working in the Middle East;

(क) क्या विभिन्न भारतीय राजनयिक मिशनों में मध्य पूर्व में कार्य कर रहे प्रवासी भारतीय श्रमिकों से मानवाधिकारों के उल्लंघन के मामलों की सूचना प्राप्त हुई है;

61. All the postings and transfers are done in public interest taking into consideration functional requirement of MEA headquarters in New Delhi and the Missions/Posts abroad.

(ग) आज की तारीख के अनुसार विदेश मंत्रालय तथा विदेश स्थित मिशनों/केंद्रों में कार्य कर रहे अनुसूचित जाति, अनूसूचित जनजाति और अन्य पिछड़ा वर्ग के आई एफएस अधिकारियों का श्रेणी-वार ब्योरा निम्नानुसार है:

62. (a) whether any complaints against human rights violations have been reported in various Indian diplomatic missions, from labour migrants from India working in the Middle East;

(क) क्या मध्य-पूर्व देशों में काम कर रहे भारतीय प्रवासी श्रमिकों की ओर विभिन्न भारतीय राजनयिक मिशनों में मानवाधिकार हनन संबंधी शिकायत दर्ज की गई है;

63. Cooperation with Brunei Darussalam through this MoU would lead to operation, maintenance and augmentation of Indian Ground Station to support India’s launch vehicle and satellite missions.

इस एमओयू के तहत ब्रुनेई दारुस्सलाम के साथ सहयोग से भारत के अंतरिक्ष मिशन एवं प्रक्षेपण यान की मदद के लिए भारतीय ग्राउंड स्टेशन के परिचालन, रखरखाव एवं उन्नयन में मदद मिलेगी।

64. (a) Yes, the Ministry has purchased and continues to pursue purchase of Offices and residential accommodations for India-based Officers and Staff functioning in Missions/Posts abroad.

(क) जी, हां। मंत्रालय ने विदेश स्थित मिशनों/केन्द्रों में कार्यरत भारत-स्थानिक अधिकारियों और कर्मचारियों के लिए कार्यालयों और आवासीय स्थलों की खरीद की है और आगे भी खरीद कर रहा है।

65. (a) Indian Missions abroad are allocated funds to promote cultural relations with other countries on the basis of activities proposed by them in Annual Plan of Action.

(क) विदेश स्थित भारतीय मिशनों को अन्य देशों के साथ सांस्कृतिक संबंधों को आगे बढ़ाने के लिए वार्षिक कार्य योजना में उनके द्वारा प्रस्तावित कार्यकलापों के आधार पर निधियां आबंटित की जाती है।

66. Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

ऐसी शिकायतें प्राप्त होने पर भारतीय मिशनों द्वारा उन्हें तत्काल हल करने के लिए उन्हें स्थानीय सरकार के संबंधित प्राधिकारियों के साथ उठाया जाता है।

67. Wherever required, such complaints are also referred to Missions/Posts abroad for providing immediate relief/rescue of emigrants in distress, who were recruited by such fake agencies.

जब भी आवश्याक होता है, ऐसी शिकायतों को विदेश स्थिशत मिशनों/ केन्द्रों को भी भेजा जाता है ताकि संकट में फंसे ऐसे उत्प्र वासियों को तत्काोल राहत/ सहायता प्रदान की जा सके जिन्हेंभ ऐसी फर्जी एजेंसियों ने भर्ती किया था।

68. As soon as such a report is received, Indian Missions / Posts abroad take up the matter with local authorities for investigation / inquiry in cases of unnatural deaths.

जैसे ही इस प्रकार की रिपोर्टें विदेश स्थित भारतीय मिशनों/केन्द्रों को प्राप्त होती हैं, वे अप्राकृतिक मृत्यु के मामले में जाँच-पड़ताल/पूछताछ करने के लिए स्थानीय प्राधिकरणों के साथ इस मामले को उठाते हैं।

69. The Centres function as an integral part of Indian Missions abroad and their activities are also continuously monitored by the Head of Mission in the country concerned.

ये केन्द्र विदेशों में भारतीय मिशनों के अभिन्न अंग के रूप में कार्य करते हैं और उनकी गतिविधियों पर भी संबंधित देश में मिशन प्रमुख निरंतर निगरानी रखते हैं ।

70. Yes, we have seen and studied the media reports of our Embassy in Washington being amongst a list of diplomatic missions which were intrusively monitored by US agencies.

हां, हमने वाशिंगटन में अपने दूतावास की मीडिया रिपोर्टें देखी है और उनका अध्ययन किया है क्योंकि हम राजनयिक मिशन की सूची में शामिल थे, जिनकी यूएस एजेंसियों द्वारा गहन निगरानी की जा रही थी।

71. (e) Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

(ङ) इस प्रकार की शिकायतें प्राप्त होते ही भारतीय मिशनों द्वारा तत्काल कार्रवाई की जाती है और संबंधित स्थानीय सरकारी प्राधिकारियों से संपर्क करके इसका समाधान किया जाता है।

72. (c) Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

(ग) इस प्रकार की शिकायतें प्राप्त होते ही भारतीय मिशनों द्वारा तत्काल कार्रवाई की जाती है और संबंधित स्थानीय सरकारी प्राधिकारियों से संपर्क करके इसका समाधान किया जाता है।

73. Indian Embassies and Missions act as the interface and nodal point in facilitating bilateral trade relations at the Government to Government, Government to Business, Business and Business levels.

भारत के दूतावास तथा मिशन एक सरकार से दूसरे सरकार के साथ द्विपक्षीय संबंधों को, सरकार तथा व्यापारिक जगत के संबंधों को तथा भिन्न-भिन्न प्रकार के व्यापारों के आपसी संबंध को सरल बनाने की दृष्टि से संपर्क तथा नोडल केंद्र के रूप में कार्य करते हैं।

74. (c) & (d) Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

(ग) और (घ) इस प्रकार की शिकायतें प्राप्त होते ही भारतीय मिशनों द्वारा तत्काल कार्रवाई की जाती है और संबंधित स्थानीय सरकारी प्राधिकारियों से संपर्क करके इसका समाधान किया जाता है।

75. a) whether the Government has constituted any committee for evaluating the impact of publicity activities undertaken by the various missions and other agencies entrusted with the same task abroad;

(क) क्या सरकार ने विदेश में विभिन्न मिशनों तथा अन्य एजेन्सियों द्वारा किए जा रहे प्रचार- प्रसार संबंधी व्रियाकलापों के प्रभाव का मूल्यांकन करने हेतु किसी समिति का गठन किया है;

76. The objective of the system is to ensure that all stake holders like foreign employers, recruiting agents, emigrants, Indian Missions & Posts and MOIA officials are accessing a unified platform.

इस प्रणाली का उद्देश्य यह सुनिश्चित करना है कि सभी स्टेक होल्डर जैसे विदेशी नियोक्ता, भर्ती एजेंट, इमिग्रेंट, भारतीय मिशन तथा केन्द्र और प्रवासी भारतीय कार्य मंत्रालय के अधिकारीगण को एक एकीकृत मंच सुलभ हो सके।

77. The Indian Missions/Posts in Gulf countries, in addition, receive complaints about the cheating done by the Indian recruiting agents, who send the workers (both female & male) using illegal means.

खाड़ी देशों में स्थित भारतीय मिशनों तथा केंद्रों में को भारतीय भर्ती एजेंटों द्वारा गैर कानूरी रूप से श्रमिकों (महिला और पुरूष) को विदेश में रोजगार के लिए भेजे जाने संबधी शिकायतें प्राप्त होती हैं।

78. (b) Details of reimbursement on this account made to Missions for activities undertaken for promotion of Indian culture overseas for the last three years and current year are as under:

(ख) पिछले तीन वर्षों तथा चालू वर्ष के लिए विदेशों में भारतीय संस्कृति के संवर्धन के लिए किए गए कार्यकलापों हेतु मिशनों की कि गई प्रतिपूर्ति का ब्यौरा निम्नानुसार है:-

79. (a) The Government have to recover an amount of US $ 147.516 million from the United Nations towards reimbursement, as on October 31, 2006, for India’s deployment in UN peacekeeping missions.

(क) 31 अक्तूबर, 2006 तक की स्थिति के अनुसार सरकार को संयुक्त राष्ट्र शांति रक्षा अभियानों में तैनात भारतीयों पर हुए खर्च की प्रतिपूर्ति के रूप में संयुक्त राष्ट्र संघ से 147.516 मिलियन अमरीकी डालर की राशि वसूल करनी है।

80. (d) whether the Government recognises the need to designate a nodal agency or Ministry for effective follow up on these vital issues in consultation with MEA and missions abroad; and

(घ) क्या इन महत्वपूर्ण मुद्दों के संबंध में प्रभावी रूप से अनुवर्ती कार्रवाई करने के लिए विदेश मंत्रालय और विदेश स्थित मिशनों के साथ परामर्श करके एक नोडल एजेंसी अथवा मंत्रालय को अभिहित करने की आवश्यकता है; और
