1. In order to streamline, liberalize and ease the process of issue of passport, the Ministry of External Affairs has taken a number of steps in the realm of passport policy which is expected to benefit the citizens of India applying for a passport.

विदेश मंत्रालय ने पासपोर्ट जारी करने की प्रक्रिया को सरल, उदार तथा आसान बनाने के लिए पासपोर्ट नीति के अंतर्गत कई उपाय किए हैं जिससे उम्मीद है कि पासपोर्ट हेतु आवेदन करने वाले भारतीय नागरिकों को लाभ मिलेगा।

2. The Passport issuing authorities have access to each Police Verification Report uploaded into the system and issue orders accordingly.

पासपोर्ट जारी करने वाले प्राधिकारियों के लिए सिस्टम में अपलोड की गई पुलिस सत्यापन रिपोर्ट सुलभ होती हैं और वह तदनुसार आदेश जारी करते हैं।

3. (ii) Persons who have produced prima facie evidence of Indian Citizenship but the evidence is considered insufficient to justify the issue of a passport without further verification.

15. With the implementation of Passport Seva Project (PSP), the Ministry has established 89 Passport Seva Kendras (PSKs) in various States/Union Territories as the extended arms of the existing 38 Passport Offices to provide easy access points for passport services.

28. In 2006, an Indian Court convicted Bedi for procuring a passport on a fictitious name.

2006 में, एक भारतीय अदालत ने बेदी को एक फर्जी नाम पर पासपोर्ट खरीदने के लिए दोषी ठहराया।

29. The Passport Seva Kendras (PSKs) have helped in bringing in good governance, accountability, transparency and streamlining of services delivered by Passport Offices.

इस प्रकार, इस प्रक्रिया के अन्तर्गत इन आवेदनों पर कार्रवाई 2-3 सप्ताहों का कार्य है) स्पष्ट पुलिस सत्यापन रिपोर्ट प्राप्त होने के बाद पासपोर्ट जारी करने की प्रक्रिया में पुलिस रिपोर्ट की अपलोडिंग, पासपोर्ट पुस्तिका का आवंटन, पासपोर्ट का मुद्रण, गुणवत्ता जांच, लेमीनेशन, नामित अधिकारी द्वारा हस्ताक्षर तथा 'स्पीडपोस्ट' द्वारा आवेदक को पासपोर्ट का प्रेषण शामिल है।(

31. (iii) Launching of Passport Seva Projects (PSP) which will ensure passport-related services to the citizens in a friendly, timely, transparent, more accessible manner and in comfortable environment through streamlined processes.

(iii) पासपोर्ट सेवा परियोजना (पीएसपी) शुरू करना, जो सुचारु प्रक्रियाओं के माध्यम से मैत्रीपूर्ण, समयबद्ध, पारदर्शी और आसान तरीके से तथा आरामदायक परिवेश में नागरिकों को पासपोर्ट संबंधी सेवाएं सुनिश्चित करेगा।

32. * In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

* पासपार्ट जारी करने के लिए पुलिस सत्यापन प्रक्रिया में और सुधार करने एवं उदार बनाने के उद्देश्य से सरकार ने निर्णय लिया है कि आधार, चुनावी फोटो पहचान पत्र (ई पी आई सी), स्थाई खाता संख्या (पैन) कार्ड तथा अनुबंध 1 के फार्मेट में हलफनामा प्रस्तुत करने वाले पहली बार आवेदन करने वाले सभी आवेदकों के पासपोर्ट के लिए सामान्य आवेदनों की अब से पुलिस सत्यापन पश्चात आधार पर आधार नंबर की सफल आनलाइन पुष्टि के अधीन अतिरिक्त शुल्क के भुगतान के बगैर प्रोसेस किया जाएगा।

33. A more user-friendly version of Passport Portal was released in June, 2015.

उपयोग कर्ताओं के लिए और अधिक मित्रतापूर्वक पासपोर्ट पोर्टल का वर्जन जून 2015 में जारी किया गया था।

34. The Government has decided that normal passport applications of all first time applicants furnishing Aadhaar Card, Electoral Photo Identity Card (EPIC), PAN Card and a self- affidavit of non-criminality in the prescribed format will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

सरकार ने निर्णय लिया है कि आधार कार्ड, वोटर फोटो पहचान पत्र (ईपीआईसी), पैन कार्ड और निर्धारित प्रपत्र में गैर आपराधिकता के स्व-शपथ पत्र प्रस्तुत करने वाले पहली बार के आवेदनकर्ताओं के सामान्य पासपोर्ट आवेदनों पर बाद में पुलिस सत्यापन के आधार पर कार्रवार्ई की जाएगी जिससे आधार नम्बर के सफलतापूर्वक ऑनलाइन वैधीकरण के अध्यधीन बिना किसी अतिरिक्त शुल्क का भुगतान किए पासपोर्ट तेजी से जारी किया जा सकेगा।

35. (पीएएन) तथा अनुबंध-I के प्रपत्र में शपथ-पत्र के साथ पहली बार आवेदन करने वाले सामान्य पासपोर्ट आवेदकों को अतिशीघ्र पासपोर्ट जारी किए जाने के लिए उनके आवेदन पर बिना किसी अतिरिक्त शुल्क के पश्च- पुलिस सत्यापन आधार पर कार्रवाई की जाएगी, बशर्ते उनकी आधार संख्या का सफल ऑनलाइन वैधीकरण हो जाता है।

36. In order to further improve and liberalize Police Verification procedure for passport issuance, the Ministry announced on 25 January, 2016 that normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the prescribed format that no criminal proceedings were pending against the applicant will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees.

पासपोर्ट जारी करने हेतु पुलिस जांच प्रक्रिया में सुधार करने तथा इसे अधिक उदार बनाने के लिए मंत्रालय ने 25 जनवरी, 2016 को घोषणा की है कि पहली बार सामान्य पासपोर्ट हेतु आवेदन करने वाले जिन आवेदकों ने आधार कार्ड, मतदाता फोटो पहचानपत्र, स्थायी लेखा संख्या (पीएएन) कार्ड और निर्धारित प्रपत्र में यह शपथपत्र दिया हो कि उस आवेदक के विरुद्ध कोई भी आपराधिक कार्यवाही लंबित नहीं है, उनके आवेदन पर पुलिस द्वारा बाद में सत्यापन किए जाने के आधार पर कार्रवाई की जाएगी, जिससे पासपोर्ट जारी करने की प्रक्रिया में तेजी आएगी तथा इसके लिए कोई अतिरिक्त शुल्क नहीं लिया जाएगा।

40. (a) Whether the Ministry is working with the Department of Posts to accept passport applications;

41. * It is clarified that in addition to this new facility of on-line registration, the existing system of submitting applications at the Passport Office, District Passport Cells (DPCs) and Speed Post Centers will continue for the convenience of passport applicants in Delhi.

* स्पष्ट किया जाता है कि ऑन लाइन रजिस्ट्रेशन की इस नई सुविधा के अतिरिक्त, दिल्ली में पासपोर्ट आवेदकों की सुविधा के लिए पासपोर्ट कार्यालय, जिला पासपोर्ट प्रकोष्ठों और स्पीड पोस्ट केंद्रों में आवेदन पत्र जमा करने की वर्तमान व्यवस्था भी जारी रहेगी ।

42. These include Government buildings, solar PV systems, Jan Aushadhi Kendras and a Passport Seva Kendra.

इनमें सरकारी इमारतें, सौर पीवी प्रणाली, जन अनुसंधान केंद्र और एक पासपोर्ट सेवा केंद्र शामिल है।

43. To address this aspect, I will be launching a pilot project next week in Bengaluru to link Passport offices directly with the police stations, which is expected to reduce the time taken for issuance of police verification, thus, speedier issue of passports.

44. (a) & (b) The Ministry has exempted infants/ minor children upto the age of 5 years from giving biometrics (10 fingerprints) to the Passport Issuing Authority for processing their applications related to passport services.

(क) और (ख) मंत्रालय ने शिशुओं/5 वर्ष तक की आयु के अवयस्क बच्चों को पासपोर्ट सेवाओं से संबंधित अपने आवेदनों पर कार्रवाई के लिए पासपोर्ट जारीकर्ता प्राधिकरण में बायोमेट्रिक्स (10 अंगुलियों की छाप) देने से छूट प्रदान की है।

55. * The Passport Service network within India today comprises 37 Passport Offices, Headquarters of the Ministry of External Affairs (CPV Division) and the Andaman and Nicobar Islands Administration.
