From my interaction with the Indian community, it emerged that there are many inter-connected issues concerning students problems which need further investigation, like the role of some Indian origin entrepreneurs/businessmen acting as educational/immigration agents as also of Indian businessmen under-paying them in part time jobs, in violation of the Australian prescribed minimum wages.

भारतीय समुदाय के साथ मेरी बातचीत से यह बात उभरकर सामने आई कि छात्रों की अनेक अंतर्संबंधित समस्याएं हैं जिनकी जांच किए जाने की आवश्यकता है जैसे कि शैक्षिक/उत्प्रवासन एजेंटों के रूप में कार्य करने वाले भारतीय मूल के कुछ उद्यमियों/ व्यवसाइयों और आस्ट्रेलिया में कम से कम मजदूरी देने संबंधी मानदण्डों का उल्लंघन करते हुए अंशकालिक नौकरियां देने में कुछ भारतीय व्यवसाइयों की भूमिका।

42. This provides for an inter-agency group to develop recommendations to (a) streamline and improve the legal immigration system with a focus on reforms that reduce government costs, improve services for applicants and reduce burden on employers; (b) ensure that all of the immigrant visas provided by the Congress are used; and (c) modernize the IT infrastructure for the visa processing system.

इसमें निम्नलिखित के प्रयोजनार्थ सिफारिशें करने के लिए एक अंतर एजेंसी समूह की व्यवस्था है- (क) कानूनी आप्रवासन प्रणाली को सरल बनाना तथा उसके सुधार पर ध्यान देना ताकि सरकारी खर्चों में कमी आए, आवेदकों के लिए सेवाओं में सुधार हो और नियोक्ताओं पर काम का बोझ कम हो; (ख) यह सुनिश्चित करना कि कांग्रेस द्वारा प्रदत्त सभी आप्रवासन वीजा का उपयोग किया जाए और (ग) वीजा कार्रवाई प्रणाली के लिए सूचना प्रौद्योगिकी अवसंरचना का आधुनिकीकरण करना।

43. These include, inter alia, placing the burden on the petitioner to demonstrate that the beneficiary is employed in a third-party worksite for a specific assignment in a specialty occupation; applying the same level of scrutiny to both original petitions and extension requests; issue of memos by U.S. Citizenship and Immigration Services (USCIS) on multiple H-1B filings; and full discretion to USCIS adjudicators to deny an application or petition without prior filing of a Request for Evidence (RFE) or Notice of Intent to Deny (NOID) in certain cases on the basis of initial evidence.

इनमें अन्य बातों के साथ-साथ याचिकाकर्ता पर यह साबित करने की जिम्मेदारी डालना है कि लाभार्थी किसी विशेष रोजगार में किसी विशिष्ट कार्य के लिए किसी तीसरे पक्ष के कार्यस्थल में नियोजित है; मूल याचिकाओं तथा समयावधि बढ़ाने संबंधी अनुरोधों दोनों की एक समान स्तर पर जाँच करना; बहु एच-1बी फाइलिंग के संबंध में यूएस सिटीजनशिप एंड इमिग्रेशन सर्विसेज (यूएससीआईएस) द्वारा ज्ञापन जारी किया जाना; यूएससीआईएस के विवेचना अधिकारियों को इस संबंध में पूर्ण विशेष अधिकार देना कि वह किसी आवेदन को अस्वीकृत कर सके या साक्ष्य हेतु अनुरोध (आरएफई) दायर किये बिना जमा करायी गई याचिकाओं अथवा इनकार करने का नोटिस (एनओआईडी) पहले दायर किये बिना किये गये आवेदनों को अस्वीकार कर सके।
