Following the surprise resignation of Boyko Borisov‘s government on February 20, which came after an earlier protest turned violent, activists of the protest movement held a meeting in the city of Sliven and agreed on a list of demands: not to adjourn the Parliament; the President should appoint experts to the new government, instead of making it a caretaker one; to draft a Civil Participation Bill providing a 50% civil quota in all institutions; to return 51% of the energy sector shares to the State; to close the Bulgarian Energy Holding, BEH, for draining the energy sector; to summon the Grand National Assembly, establishing a procedure to recall MPs.

Dans la foulée de la démission surprise [en anglais] du gouvernement de Boïko Borisov le 20 février, qui faisait suite à une manifestation précédente tournée à la violence [en anglais], les meneurs du mouvement contestataire ont tenu une réunion dans la ville de Sliven et se sont accordés sur une liste de revendications : non à la dissolution du Parlement ; le Président doit désigner un gouvernement de techniciens et non un cabinet pour expédier les affaires courantes ; rédiger un projet de loi de participation civile assurant un quota de 50% de civils dans toutes les institutions ; redonner 51% des actions du secteur énergétique à l'Etat ; liquider la Holding Bulgare de l'Energie, BEH, qui assèche le secteur énergétique ; convoquer la Grande Assemblée Générale en instaurant une procédure de rappel des députés.
