32 Aus dem Zusammenfassenden Bericht 1995 geht hervor, dass die AGV in Griechenland obligatorisch in die Verwaltung und Zahlung der Ausgleichsbeihilfen für landwirtschaftliche Kulturpflanzen einbezogen sind, da sie mit der EDV-Erfassung der Anträge sowie mit der Ausführung der Zahlungen für sämtliche Empfänger ungeachtet dessen beauftragt sind, ob es sich dabei um Mitglieder der AGV handelt oder nicht.

In view of the risks identified for the environment, it is appropriate to require, unless it can be demonstrated in the application for product authorisation that risks to the aquatic and terrestrial ecosystems can be reduced to an acceptable level, that products are not authorised in water systems, and that products authorised for use on manure are only used on dry manure, which has to undergo complete aerobic composting prior to application of the manure on arable land.

Angesichts der festgestellten Risiken für die Umwelt sollten Produkte nur dann in Gewässersystemen zugelassen werden, wenn im Antrag auf Produktzulassung nachgewiesen wird, dass die Risiken für aquatische und terrestrische Ökosysteme auf ein vertretbares Maß gesenkt werden können, und sollten Produkte, die zur Anwendung auf Dung zugelassen sind, nur auf Trockendung angewendet werden, der vor dem Aufbringen auf Ackerflächen einer vollständigen aeroben Kompostierung unterzogen werden muss.
