On February 17, 1995, the four Witnesses sought leave to appeal this adverse decision to the Singapore Court of Appeal.

The court found, however, that the “assessments of the effects” of the Witnesses’ activities as found in the documents were of a “trivial nature.”

3. 두 형제는 그러한 판결에 대해 군사 항소 법원에 항소하였지만, 법원측에서는 여러 가지 이유로 항소에 대한 심사를 세 차례나 연기하였습니다.

The two brothers appealed these decisions to the Military Appeal Court, which adjourned the examination of the appeal three times for various reasons.

4. 마침내, 군사 항소 법원은 치를리스 형제와 쿨룸파스 형제에게 무죄 판결을 내리기는 하였지만, 그와 동시에 “이 구금은 신청인의 중대한 과실 때문에 생긴 일”이므로 국가는 그들이 구금당한 일에 대해 배상할 책임이 없다고 판결하였습니다.

Finally, the Military Appeal Court acquitted Brothers Tsirlis and Kouloumpas but at the same time ruled that the State had no obligation to compensate them for their detention because “this detention was due to the applicants’ gross negligence.”
