1. Tokelau well understands the need for the law reform programme to take into account international human rights standards.

2. New Zealand would continue to work closely with the people of Tokelau on their path to self-determination

3. Tokelau can only be reached by boat from Samoa and a permit from the Samoan Immigration Authorities is required to leave and re-enter Samoa.

4. That decision emanated from the Modern House of Tokelau approach (see para. 4, above), whereby the traditional Council of Elders on each atoll should serve as the foundation for any future governance structure.
