इसके अतिरिक्त तथ्य यह है कि विजली की उपलब्धता से दुकानदार देर तक दुकान खोले रह सकते हैं, किसान अधिक भूमि की सिंचाई कर सकता है और प्रकाश, बच्चों के अध्ययन समय को बढाता है तथा चोरी कम होती है और लोग सर्प दंश से बचते हैं, कम्पनी अपनी अधिकाँश मजदूरी और सेवाओं के लिए किये गये भुगतान का भी उन्हीं गाँवों के संसाधनों में सीधे वापस लगता है जिन्हें यह अपनी सेवायें प्रदान कर रहे हैं।

49. (d) As per reports received from the Indian Missions, there was discontentment among the workers in Saudi Arabia, Kuwait, Oman and Bahrain, due to delayed payment of wages and lack of some basic amenities in the workers’ camps. Indian workers protested in a form that is against the law in these countries.

(घ) भारतीय मिशनों से प्राप्त जानकारी के अनुसार, वेतन का भुगतान विलंब से किए जाने तथा श्रमिक शिविरों में कुछ बुनियादी सुविधाएं न होने के कारण सऊदी अरब, कुवैत, ओमान तथा बहरीन में कार्यरत श्रमिकों में रोष था, भारतीय श्रमिकों ने इसका जिस प्रकार विरोध किया वह इन देशों के कानून के विरूद्ध था।

50. From my interaction with the Indian community, it emerged that there are many inter-connected issues concerning students problems which need further investigation, like the role of some Indian origin entrepreneurs/businessmen acting as educational/immigration agents as also of Indian businessmen under-paying them in part time jobs, in violation of the Australian prescribed minimum wages.

भारतीय समुदाय के साथ मेरी बातचीत से यह बात उभरकर सामने आई कि छात्रों की अनेक अंतर्संबंधित समस्याएं हैं जिनकी जांच किए जाने की आवश्यकता है जैसे कि शैक्षिक/उत्प्रवासन एजेंटों के रूप में कार्य करने वाले भारतीय मूल के कुछ उद्यमियों/ व्यवसाइयों और आस्ट्रेलिया में कम से कम मजदूरी देने संबंधी मानदण्डों का उल्लंघन करते हुए अंशकालिक नौकरियां देने में कुछ भारतीय व्यवसाइयों की भूमिका।

51. While the current Bill is not expected to impact adversely against foreign students, including from India, Indian IT industry has raised concerns over some measures in the Bill that relate to skilled non-immigrant visas, which, if brought into force, after the completion of US Congressional processes in both Houses, is likely to place more onerous requirements on H1-B/L-1 visa dependent firms including higher wages; enhanced audit by U.S. agencies; non-displacement guarantee/additional recruitment notice requirements; and higher visa fees.
