1. The actual use of force in most, if not all, cases demonstrates the failure of diplomacy.

यदि सभी मामलों में नहीं तो अधिकांश मामलों में बल का वास्तविक प्रयोग राजनय की असफलता को ही प्रदर्शित करता है।

2. The need for resolving disputes peacefully, without threat or actual use of force, cannot, therefore, be underestimated.

अत: बल प्रयोग की धमकी या वास्तविक रूप में बल प्रयोग के बगैर शांतिपूर्ण ढंग से विवादों के समाधान की आवश्यकता का महत्व कम नहीं हो सकता है।

सी आय ए (केन्द्रीय गुप्तचर विभाग) के निर्देशक विलियम केसी ने कहा “आतंकवादी कार्यों को रोकने या पहले से अधिकृत करने के लिए जहाँ परिस्थिति शक्ति का उपयोग आवश्यक समझती है तब हम बलकृत कार्यों से न पीछे हट सकेंगे या हटेंगे।

4. India opposes the use or threat of use of force and supports freedom of navigation and access to resources in accordance with principles of international law, including the 1982 UN Convention on the Law of the Sea.

भारत बल के प्रयोग या बल प्रयोग करने की धमकी देने का विरोध करता है तथा नौवहन एवं अंतर्राष्ट्रीय कानून के सिद्धांतों के अनुसरण में संसाधनों तक पहुंच की आजादी का समर्थन करता है जिसमें समुद्र के कानून पर 1982 का यूएन अभिसमय शामिल है।

5. And he says it seems absolutely absurd that a regular armed force currently on the offensive and which is in control of the situation in many areas should be using such weapons and attracting use of force.

वह कहते हैं कि यह नितांत हास्यास्पद प्रतीत होता है कि नियमित सशस्त्र बल जो फिलहाल आक्रामक है और अनेक क्षेत्रों में स्थिति उसके नियंत्रण में है, ऐसे हथियारों का प्रयोग करेगा और बल के प्रयोग को आमंत्रित करेगा।

6. India calls upon all parties to abjure use of or the threat of use of force and to resolve their differences through peaceful means and dialogue in which the UN and regional organisations should play their roles.

भारत सभी पक्षों से बल प्रयोग अथवा बल प्रयोग की धमकी से बचने और शांतिपूर्ण साधनों एवं वार्ता के माध्यम से अपने मतभेदों को सुलझाने का आह्वान करता है तथा संयुक्त राष्ट्र संघ एवं क्षेत्रीय संगठनों को भी इसमें अपनी भूमिका निभानी चाहिए ।

They agreed that freedom of navigation in the East Sea/South China Sea should not be impeded and called the parties concerned to exercise restraint, avoid threat or use of force and resolve disputes through peaceful means in accordance with universally recognized principles of international law, including the UNCLOS.

वे इस बात पर सहमत थे कि पूर्वी सागर / दक्षिण चीन सागर में नौवहन की आजादी में कोई बाधा नहीं आनी चाहिए तथा उन्होंने संबंधित पक्षों से संयम बरतने, बल प्रयोग की धमकी देने या बल प्रयोग करने से परहेज करने तथा यू एन सी एल ओ एस समेत अंतर्राष्ट्रीय कानून के सार्वभौमिक रूप से स्वीकृत सिद्धांतों के अनुसरण में शांतिपूर्ण ढंग से विवादों का समाधान करने का आह्वान किया।
