विदेश मंत्री श्री एस एम कृष्णा, एक उच्चस्तरीय प्रतिनिधिमंडल के साथ 18 - 19 सितंबर, 2009 को तुर्कमेनिस्तान की सरकारी यात्रा पर गए । इस यात्रा के दौरान विदेश मंत्री और उनके तुर्कमेनिस्तानी समकक्ष द्वारा दोनों विदेश कार्यालयों के बीच एक सहयोग कार्यक्रम पर हस्ताक्षर किए गए ।

11. Turkmenistan, Afghanistan, Pakistan met in Islamabad in 2002 and decided to implement the project, they signed a framework agreement in 2002, preliminary feasibility studies were done by the ADB and the Indian Government then requested ADB for joining the project as an official member in 2006, and we became a formal member of the project during the 10th Steering Committee in 2008.

2002 में तुर्कमेनिस्तान, अफगानिस्तान और पाकिस्तान की इस्लामाबाद में बैठक हुई थी तथा उन्होंने परियोजना को कार्यान्वित करने का निर्णय लिया, उन्होंने 2002 में एक रूपरेखा करार पर हस्ताक्षर किया, एडीबी द्वारा प्रारंभिक संभाव्यता अध्ययन किए गए और इसके बाद भारत सरकार ने ए डी बी से 2006 में एक आधिकारिक सदस्य के रूप में इस परियोजना में शामिल होने के लिए अनुरोध किया तथा हम 2008 में दसवीं संचालन समिति के दौरान परियोजना के औपचारिक सदस्य बन गए।

12. He also discussed TAPI, naturally, and briefed the Vice President on the fact that they were looking forward to moving on this project as quickly as possible, that considerable progress had been made in the planning and the preparatory stage of identifying the Transaction Advisor as ADB and having done some exploratory work already on identifying the construction aspects of the pipeline within Turkmenistan.

उन्होंने स्वाभाविक रूप से तापी परियोजना पर भी चर्चा की और उप राष्ट्रपति जी को बताया कि वे इस परियोजना पर जल्दी से जल्दी आगे बढ़ना चाहते हैं, यह कि एडीबी के रूप में लेन-देन सलाहकार की पहचान करने के आयोजना एवं तैयारी चरण में काफी प्रगति हुई है तथा तुर्कमेनिस्तान के अंदर पाइपलाइन के निर्माण से जुड़े पहलुओं पर पहले ही कुछ अन्वेषण कार्य हो चुके हैं।
