जिहाद की व्याख्या निश्चित रुप से आक्रामक और विस्तारवादी रही " . जब विजय का सिलसिला थम गया साथ ही गैर मुसलमानों को धमकाना कम हो गया तब सैन्य शब्द के समानांतर जिहाद की सूफी अवधारणा विकसित हुई जिसका मतलब था . .

7. (d) the details of negotiations held/treaties signed on all the aforesaid matters along with the benefits likely to accrue to India as a result thereof ?

(घ) सभी उक्त मामलों पर हुई वार्ताओं/हस्ताक्षरित संधियों का ब्यौरा क्या है और इसके परिणामस्वरूप भारत को क्या लाभ मिलने की संभावना है?

8. (f) Bilateral negotiations between two countries to conclude such treaties are time consuming, particularly in view of the need to accommodate the viewpoints of the negotiating parties.

(च) दो देशों के बीच इस प्रकार की संधियां संपन्न करने के लिए द्विपक्षीय बातचीत में, विशेषरूप से वार्ताकार पक्षों के दृष्टिकोणों को समायोजित करना जरूरी होने से समय लगता है ।

9. In both these treaties, we faced, and sometimes faced alone, the brunt of critical international opinion and pressure simply because we refused to engage on terms which were fundamentally unequal.

इन दोनों संधियों के मामले में हमने अंतर्राष्ट्रीय समुदाय की आलोचना और दबाव को झेला, और कभी-कभी तो अकेले झेला क्योंकि हमने उन शर्तों को मानने से इंकार कर दिया जो बुनियादी तौर पर असमान थे।

(ख) उक्त अवधि् के दौरान भारत दौरे पर आए विदेशी गणमान्य व्यक्तियों का देश-वार ब्यौरा क्या है एवं हुई वार्ता का ब्यौरा क्या है तथा आगे के सहयोग के लिए तय किए गए क्षेत्रों का ब्यौरा क्या है एवं हस्ताक्षरित संधियों का ब्यौरा क्या है;

(ख) उक्त अवधि के दौरान भारत का दौरा करने वाले विदेशी प्रतिनिधियों का देश-वार ब्यौरा क्या है और आपसी सहयोग के लिए किन मुद्दों पर चर्चा की गई और कौन से क्षेत्र निर्धारित किए गए तथा किन संविधियों पर हस्ताक्षर किए गए; और

13. * Sustainable development, as illustrated by the Rio Declaration on Environment and Development, Agenda 21, the Johannesburg Plan of Implementation and multilateral environmental treaties, should be an important vehicle to advance economic growth.

* पर्यावरण तथा विकास से संबद्ध रियो घोषणा, कार्यसूची-11, जोहांसबर्ग कार्यान्वयन योजना तथा बहुपक्षीय पर्यावरणीय संधियों में उल्लिखित सतत विकास आर्थिक प्रगति को आगे बढ़ाने का एक महत्वपूर्ण वाहन होना चाहिए।

14. International efforts in this regard should build the necessary confidence among states so that international treaties and agreements are multilaterally negotiated and freely accepted which remains the true test of their legitimacy and credibility.

इस संबंध में अंतर्राष्ट्रीय प्रयास इस दिशा में होने चाहिए कि राज्यों के बीच आवश्यक विश्वास उत्पन्न किया जाए जिससे कि अंतर्राष्ट्रीय संधियों और करारों पर बहुपक्षीय बातचीत हो और उन्हें मुक्त रूप से स्वीकार किया जाए जो उनकी वैधता और विश्वसनीयता की सही परीक्षा होगी।

15. It is the policy of Government to sign extradition treaties, agreements and arrangements with as many countries as possible, to bring back from abroad fugitive criminals wanted in India for various criminal offences including those relating to terrorism.

भारत की यह नीति है कि अधिक से अधिक देशों के साथ प्रत्यर्पण संधियों, करारों और समझौतों पर हस्ताक्षर किए जाएं ताकि आतंकवाद सहित विभिन्न आपराधिक गतिविधियों के लिए जिम्मेदार वांछित भगोड़े अपराधियों को विदेश से भारत में वापस लाया जा सके।
