इस बात का स्वागत करते हुए कि 12वीं आसियान स्वास्थ्य मंत्री बैठक के परिणाम के तौर पर ''स्वस्थ, देखरेख करने वाला तथा संपोषणीय आसियान समुदाय’’ के विजन के लिए प्रतिबद्धता करने पर सहमति हुई है तथा (क) स्वस्थ जीवन शैली को बढ़ावा देना; (ख) सभी संकटों एवं उभरते खतरों पर कार्रवाई करना; (ग) स्वास्थ्य प्रणाली एवं देखरेख तक पहुंच में वृद्धि करना; और (घ) खाद्य सुरक्षा सुनिश्चित करना आदि पर चार क्लस्टर मिशन वक्तव्य पर सहमति हुई है।

59. We will also continue further strengthening existing alliances and fostering new partnerships in the region, for these form a fundamental cornerstone of our strategic vision, a shared vision respectful of all nations sovereignty, and allowing us to reinforce a resilient security architecture capable of confronting shared threats, be they terrorism or an inhibition of free trade or humanitarian disasters that can befall any nation.

हम इस क्षेत्र में मौजूदा गठबंधन को और मजबूत बनाने और इस क्षेत्र में नई साझेदारी को बढ़ावा देना भी जारी रखेंगे, क्योंकि इनके लिए ये हमारी रणनीतिक दृष्टि की मूलभूत आधारशिला निर्मित करते हैं, सभी देशों की संप्रभुता का आदर करने वाला साझा दृष्टिकोण है, और हमें साझा खतरों का सामना करने में सक्षम एक लचीले सुरक्षा तंत्र को मज़बूत करने देता है, चाहे वे आतंकवाद हों या मुक्त व्यापार का अवरोध हो या किसी भी देश पर पड़ जाने वाली मानवीय आपदाएं हों।

60. 15. Cooperate for conservation and sustainable use of marine resources in the Indian and Pacific Oceans in accordance with international law, notably the United Nations Convention on the Law of the Sea (UNCLOS) and address threats to these resources including illegal, unreported and unregulated fishing, loss of coastal ecosystems and the adverse impacts of pollution, ocean acidification, marine debris, and invasive species on the marine environment.

* अंतर्राष्ट्रीय कानून, विशेषकर संयुक्त राष्ट्र संघ के कानून (यूएनसीएलओएस) पर संयुक्त राष्ट्र कन्वेंशन के अनुसार भारतीय और प्रशांत महासागर में समुद्री संसाधनों के संरक्षण और स्थायी उपयोग और इन संसाधनों को, अवैध, अनियोजित और अनियमित मछली पकड़ने सहित तटीय पारिस्थितिक तंत्र को क्षति और प्रदूषण के प्रतिकूल प्रभाव, समुद्री अम्लीकरण, समुद्री मलबे और आक्रामक प्रजातियों से समुद्री वातावरण को नुकसान से बचाने के लिए सहयोग जारी रखेंगे।

61. It has also facilitated sharing of our concerns about the emergence of Af-Pak region as an epicentre of terrorism, countering the false propaganda being disseminated by Pakistan on violations of human rights in J&K, alerting Indian agencies about the assessment of foreign counterparts regarding various threats posed to India’s security, expediting Mutual Legal Assistance and extradition requests, controlling drug trafficking and Fake Indian Currency Notes (FICN) and for emphasizing the importance of early adoption of a Comprehensive Convention on International Terrorism (CCIT) under the auspices of the UN.

इससे अफगानिस्तान-पाकिस्तान क्षेत्र के आतंकवाद की धुरी के रूप में उभरने के बारे में हमारी चिंताओं का आदान-प्रदान करना, जम्मू-कश्मीर में मानवाधिकारों के उल्लंघनों के संबंध में पाकिस्तान द्वारा किए जा रहे झूठे प्रचार का मुकाबला करना, भारत की सुरक्षा के लिए खड़े किए गए विभिन्न खतरों के बारे में विदेशी समकक्षों के आकलन के बारे में भारतीय एजेंसियों को सतर्क करना, परस्पर विधिक सहायता और प्रत्यर्पण अनुरोधों पर शीघ्र कार्रवाई करना, मादक पदार्थों की तस्करी और नकली भारतीय मुद्राओं (एफआईसीएन) को नियंत्रित करना तथा यूएन के तत्वाधान में व्यापक अंतरराष्ट्रीय आतंकवाद अभिसमय (सीसीआईटी) को शीघ्र स्वीकार करने के महत्व पर बल देना शामिल है।
