63. UNSC resolution 1540 is in line with our own General Assembly resolution "Measures to prevent terrorists from gaining access to WMD”, adopted by consensus every year since it was first introduced in 2002.

संयुक्त राष्ट्र सुरक्षा परिषद का संकल्प 1540 हमारी अपनी महासभा के संकल्प ''व्यापक विनाश के हथियारों तक पहुंच प्राप्त करने से आतंकियों को रोकने के लिए उपाय’’ के अनुरूप है, जिसे 2002 में पहली बार लाए जाने के बाद इस साल सर्वसम्मति से अपनाया गया है।

64. In his letter addressed to the Pakistan High Commission, Kasab has stated that he and the other terrorists killed in the attack were from Pakistan and has sought a meeting with the Pakistan High Commission.

पाकिस्तानी उच्चायोग को लिखे अपने पत्र में कसाब ने लिखा है कि वह और हमले में मारे गए दूसरे आतंकवादी पाकिस्तान के थे तथा उसने पाकिस्तानी उच्चायोग से मिलने का समय मांगा है ।

65. The decision to permit the rule of Sharia law came as the Obama administration was encouraging the Pakistanis to do the opposite — to redouble their military efforts against the Taliban terrorists in these mountainous regions.

ओबामा प्रशासन पाकिस्तान को इसका उलटा करने के लिए प्रोत्साहित कर रहा था। अर्थात, इन पर्वतीय क्षेत्रों में तालिबानी आतंकवादियों के विरुद्ध किए जा रहे सैनिक प्रयासों को दो गुना करना।

68. Non-traditional security threats such as terrorism, piracy, illegal drug and arms trafficking, threat of terrorists gaining access to WMDs pose serious challenges to peace and security not only in Asia and Europe but also globally.

सरकारी प्रवक्ता : अपने प्रेस सम्मेलन में विदेश मंत्री महोदया द्वारा बहुत उपयुक्त ढंग से इस मुद्दे को हैंड किया जहां उन्होंने कहा कि वे इन खाली डोजियर को लहराते हैं; हमारे पार पाकिस्तान से जिंदा आतंकवादी हैं जो अंतर्राष्ट्रीय समुदाय के सामने परेड कर सकते हैं।

71. India, as an affected party, urges the international community to work towards early adoption of the United Nations Comprehensive Convention on International Terrorism which will, inter alia, deny terrorists and their supporters’ access to arms, funds and safe havens.

इन सब चुनौतियों से प्रभावित भारत अन्तर्राष्ट्रीय समुदाय से अन्तर्राष्ट्रीय आतंकवाद पर संयुक्त राष्ट्र के व्यापक सन्धिपत्र के अनुरूप व्यवहार करने का निवेदन करता है जिससे आतंकवादियों तथा उनके समर्थकों को हथियार, धन और सुरक्षित शरणस्थल न प्राप्त हो सके।

72. Reaffirming that international terrorism is a threat to global peace and security, the sides condemned those who support terrorism and underscored that those aiding, abetting and sheltering terrorists were as guilty of acts of terrorism as their actual perpetrators.

इस बात की फिर से पुष्टि करते हुए कि अंतर्राष्ट्रीय आतंकवाद वैश्विक शांति एवं सुरक्षा के लिए खतरा है, दोनों पक्षों ने उनकी निंदा की जो आतंकवाद का समर्थन करते हैं तथा रेखांकित किया कि आतंकवादियों की सहायता करने वाले, उकसाने वाले और उन्हें आश्रय देने वाले भी आतंकवाद के कृत्यों के लिए उतने ही दोषी हैं जितने दोषी इसे वास्तविक रूप से अंजाम देने वाले हैं।

73. India is alarmed by the proliferation of Improvised Explosive Devices – a devastating tool in the hands of terrorists and non state actors and fully partakes in the productive work taking place in this arena under the aegis of the CCW Amended Protocol II.

भारत उन्नत विस्फोटक उपकरणों के प्रचुरोद्भवन के विषय में भी सतर्क है जो आतंकवादियों और असामाजिक तत्वों के हाथों में एक विभीषिका लाने वाला उपकरण है तथा वह सीसीडब्ल्यू संशोधित नयाचार-II के तत्वावधान में इस क्षेत्र में किए जाने वाले उत्पादक कार्य में पूर्णत: भागीदारी करता है।

74. (a) whether it is a fact that the concrete proof of Pakistan’s assistance to the terrorists, which were placed before the American representatives were not placed before the Pakistani representatives in the administrative level talks held recently with Pakistan to restore confidence; and

(क) क्या यह सच है कि आतंकवादियों को पाकिस्तानी सहायता के ठोस प्रमाण जिन्हें अमरीकी प्रतिनिधियों के समक्ष रखा गया था, उन्हें विश्वास बहाली हेतु पाकिस्तान के साथ हाल ही में हुई प्रशासनिक स्तर की वार्ता में पाकिस्तानी प्रतिनिधियों के समक्ष नहीं रखा गया था; और

75. In this regard, the Government has regularly approached the above mentioned United Nations Security Council Sanctions Committee with requests of listing known terrorists so that sanctions measures like arms embargo, travel ban and assets freeze shall be imposed upon them by all member states.

इस संबंध में, सरकार ने उपर्युक्त संयुक्त राष्ट्र सुरक्षा परिषद प्रतिबंध समिति से लगातार इस अनुरोध के साथ सम्पर्क किया है कि विख्यात आतंकवादियों को सूचीबदृध किया जाए ताकि, सभी सदस्य देशों द्वारा उन पर हथियार प्रतिबंध, यात्रा प्रतिबंध, सम्पति जब्त करना जैसे प्रतिबंध संबंधी उपाय लगाए जा सकें।

76. The Ministers welcomed the launch of a bilateral dialogue on designation of terrorists in 2017, which is strengthening cooperation and action against terrorist groups, including Al-Qa’ida, ISIS, Lashkar-e-Tayyiba, Jaish-e-Mohammad, Hizb-ul Mujahideen, the Haqqani Network, Tehrik-i-Taliban Pakistan, D-Company, and their affiliates.

मंत्रियों ने 2017 में आतंकवादियों को नामित करने पर द्विपक्षीय वार्ता के शुभारंभ का स्वागत किया, जो अल-कायदा, आईएसआईएस, लश्कर-ए-तैयबा, जैश-ए-मोहम्मद, हिज्ब-उल मुजाहिदीन, हक्कानी नेटवर्क, तेहरिक-ए-तालिबान पाकिस्तान, डी-कंपनी और उनके सहयोगियों सहित आतंकवादी समूहों के खिलाफ सहयोग और कार्रवाई को मजबूत कर रही है।

77. Ek aisa mahaoul jahan par lagatar, nirantar hum dekh rahe hain ki aatankwad chal raha hai, hinsa chal rahi hai, LOC par firing chal rahi hai, din-pratidin terrorists ki ghuspaith ho rahi hai, infiltrators aa rahe hain, hamare soldiers ko attack kar rahe hain, toh aise vatavaran mein sarthak baatcheet kaise ho sakti hai.

एक ऐसा माहौल जहां पर लगातार निरंतर हम देख रहे हैं कि आतंकवाद चल रहा है, हिंसा चल रही है, एलओसी पर गालीबारी चल रही है, दिन प्रतिदिन आतंकवादियों की घुसपैठ हो रही है, घुसपैठी आ रहे हैं, हमारे सेनानियों पर हमला कर रहे हैं, तो ऐसे वातावरण में सार्थक बातचीत कैसे हो सकती है।

78. (b) The Government at a high level briefed our interlocutors in the concerned countries, including in the member states of Organization of Islamic Cooperation (OIC), about Pakistan’s role in aiding and abetting terrorism in Jammu & Kashmir and stressed that Pakistan’s policy of glorying anti-India terrorists and supporting cross-border terrorism had negatively affected peace and stability in the entire region.

(ख) सरकार ने उच्च स्तर पर संबंधित देशों में हमारे वार्ताकारों जिसमें इस्लामी सहयोग संगठन (ओआईसी) के सदस्य देश भी शामिल हैं को जम्मू व कश्मीर में आतंकवाद को बढ़ावा देने और उकसाने में पाकिस्तान की भूमिका के बारे में बताया और इस बात पर जोर दिया कि पाकिस्तान की भारत विरोधी आतंकवादियों को गोर्वान्वित करने और सीमा पार से आतंकवाद को समर्थन देने की नीति ने पूरे क्षेत्र में शांति और स्थिरता को बुरी तरह से प्रभावित किया था।

79. * Agreeing on the imperative of having a comprehensive approach to address terrorism, India and France resolved to step up their bilateral cooperation, under the supervision of annual strategic dialogues and joint working group on counterterrorism meetings, to counter violent extremism and radicalization, disrupt recruitment, terrorist movements and flow of Foreign Terrorist Fighters, stop sources of terrorist financing, dismantle terrorist infrastructure and prevent supply of arms to terrorists.

* आतंकवाद से निपटने के लिए एक व्यापक दृष्टिकोण अपनाने की अनिवार्यता पर सहमत होते हुए भारत और फ्रांस ने वार्षिक सामरिक वार्ता तथा आतंकवाद की खिलाफत पर संयुक्त कार्य समूह की बैठकों के पर्यवेक्षण में अपने द्विपक्षीय सहयोग को बढ़ाने, हिंसक अतिवाद एवं कट्टरता का सामना करने, विदेशी लड़ाकों की भर्ती, आतंकियों की आवाजाही एवं प्रवाह में रूकावट पैदा करने, आतंकियों के वित्त पोषण के स्रोतों को बंद करने, आतंकी अवसंरचना को ध्वस्त करने तथा आतंकियों की हथियारों की आपूर्ति को रोकने का संकल्प व्यक्त किया।
