1. (a) & (b) India’s approach towards its neighbourhood is encapsulated in the Government’s ‘Neighbourhood First’ policy.

(क) और (ख) अपने पड़ोसी देशों के प्रति भारत के दृष्टिकोण की मुख्य विशेषताओं का उल्लेख संक्षिप्त रूप में सरकार की 'पड़ोसी पहले' की नीति में किया गया है।

2. A word about neighbourhood policy particularly with maritime neighbours.

अब मैं समुद्रीय पड़ोसी देशों के संदर्भ में पड़ोसी देशों से संबद्ध नीति के बारे में दो शब्द कहना चाहूंगा।

4. What is happening today in India’s neighbourhood is a visible pointer.

5. We are talking about the proliferation networks emanating from the neighbourhood.

हम पड़ोस से उत्पन्न होने वाले प्रसार नेटवर्कों की बात कर रहे हैं।

6. He also encouraged the teachers to digitally transform their schools and its neighbourhood.

उन्होंने शिक्षकों को अपने स्कूलों एवं उसके आसपास के माहौल में डिजिटल बदलाव लाने के लिए भी प्रोत्साहित किया।

11. Clandestine priferation in our neighbourhood has had a corrosive effect on the global non-priferation regime.

विश्व की दूसरी सबसे बड़ी अर्थव्यवस्था के रूप में चीन बाह्य संसाधनों के साथ-साथ विदेशी बाजारों पर भी निर्भर है।

12. (a) India's Act East Policy (AEP) focuses on the extended neighbourhood in the Asia-Pacific region.

(क) भारत की पूर्वोन्मुखी नीति (एईपी) एशिया-प्रशांत क्षेत्र में विस्तारित पड़ोस पर बल देती है।

13. How do we deal with the threats of transnational terrorism especially that which emanates in our close neighbourhood?

हम अंतर्राष्ट्रीय आतंकवाद के ख़तरों विशेषत: हमारे निकट पड़ोस से उत्पन्न ख़तरों से कैसे निपटेंगे ?

14. The establishment of peaceful and cooperative relationships in our neighbourhood is an intrinsic element of our foreign policy.

अपने पड़ोस में शांतिपूर्ण एवं सहयोगात्मक संबंधों की स्थापना हमारी विदेश नीति का अभिन्न अंग है।

15. To achieve this, a peaceful extended neighbourhood and a supportive international environment remains our fundamental foreign policy objective.

16. We have today imparted a new energy and momentum to our ties with our immediate and extended neighbourhood.

17. We mean enhancing the strategic communication at all levels from the leadership levels, including in the shared neighbourhood.

हमारा आशय है साझा पड़ोस के साथ-साथ नेतृत्व के स्तर से लेकर सभी स्तरों पर सामरिक संचार बढ़ाना।

18. In the crafting of foreign policy, priority and special attention has to be given to a country’s neighbourhood.

भारत यह स्वीकार करता है कि इसके असाधारण अवसरों को इसके साझे पड़ोस के अंदर सक्रिय भागीदारी के माध्यम से तेज गति से तथा अधिक पूर्ण ढंग से पूरा किया जा सकता है।

22. We hope that resolution of this issue will take into account and address our concerns about proliferation linkages that extend to India’s immediate neighbourhood.

हमें उम्मीद है कि इस मुद्दे का निर्णय भारत के तत्काल पड़ोस तक फैले प्रसार संबंधों के बारे में हमारी चिंताओं को ध्यान में रखेगा और उन्हें संबोधित करेगा।

23. (b) Recent revelations about onward proliferation activities indicate that much of the proliferation activity has either originated or tended to collect in our neighbourhood.

(ख) चल रहे प्रसार कार्यकलापों के बारे में हाल के खुलासे से पता चला है कि अधिकांश प्रसार कार्यकलापों का उद्गमस्थान या तो हमारे पड़ोसी देश रहा है या पड़ोसी देश में उसका अनुप्रापण हो रहा है ।

24. We also hope that the resolution of the Korean Peninsula issue will take into account and address our concerns about proliferation linkages extending to India’s neighbourhood.

हम आशा करते हैं कि कोरियाई प्रायद्वीप के मुद्दे का समाधान करते समय भारत के पड़ोस में विस्तारित प्रसार संबंधों के बारे में हमारी चिंताओं को ध्यान में रखा जाएगा और उन्हें संबोधित किया जाएगा।

25. My vision of an ideal neighbourhood is one in which trade, investments, technology, ideas and people flow easily across borders; when partnerships in the region are formed with the ease of routine.

एक आदर्श पड़ोस का मेरा दृष्टिकोण ऐसा है जिसमें व्यापार, निवेश, प्रौद्योगिकी अवधारणा और व्यक्ति आसानी से सीमा के आर-पार पहुंचते हैं। जब क्षेत्र में साझेदारी नियमित तौर पर आसानी को ध्यान में रखते हुए तैयार की जाती है।

26. There is enhanced concern in the international community at the terrorism emanating from our neighbourhood, including the continuing activities of internationally designated terrorist entities and individuals such as Jamaat-ud Dawa (JuD), Lashkar-e-Taiba (LeT), Jaish-e-Mohammed, Hizbul Mujahideen.

हमारे पड़ोसी देश से होने वाले आतंकवाद और साथ ही जमात-उद-दवा(जेयूडी), लश्कार-ए-तैयबा(एलईटी), जैश-ए-मुहम्म द, हिजबुल मुजाहीद्दीन जैसी अंतरराष्ट्रीय तौर पर नामजद आतंकी तंजीमों और आतंकवादियों की सतत कारगुजारियों पर अंतरराष्ट्री य समुदाय की चिंता बढ़ी है।

27. This fits in very well with India’s own concern over clandestine proliferation, especially in our own neighbourhood, and the likelihood of such clandestine activities facilitating the acquisition of nuclear weapons or fissile material, by a terrorist or a jihadi group.

यह विशेष रूप से हमारे अपने पड़ोस में होने वाले गुप्त नाभिकीय प्रसार तथा किसी आतंकवादी अथवा जेहादी गुट द्वारा नाभिकीय हथियारों अथवा विखंडनीय सामग्रियों की प्राप्ति को सुविधाजनक बनाने से संबंधित ऐसी ही अन्य गोपनीय कार्रवाइयों के संबंध में भारत की स्वयं की चिन्ता के अनुरूप है।

28. However, with a view to ensuring that genuine tourists are not affected, nationals of Japan with tourist visas, after initial entry into India, may visit another country largely on account of neighbourhood tourism and need to re-enter India within 60 days, before finally exiting.

तथापि यह सुनिश्चित करने के लिए कि वास्तविक पर्यटक प्रभावित न हों, भारत में प्रारंभिक प्रवेश के पश्चात पर्यटक वीजा वाले जापानी राष्ट्रिक पड़ोसी पर्यटन के कारण मोटे तौर पर किसी अन्य देश की यात्रा कर सकते हैं और अंतिम निकास से पहले 60 दिनों के अंदर भारत में पुनः प्रवेश आवश्यक होगा ।

29. Taking cue from the Prime Minister's inaugural address calling for engaging with our neighbourhood with renewed vigor and a fresh outlook, developments in our neighbouring countries were taken stock of and some intense brainstorming on their potential implications on our current relations and outlook for future engagement was carried out.

नई ऊर्जा और नए दृष्टिकोण के साथ अपने पड़ोसियों के साथ सहयोग के आह्वान के साथ प्रधानमंत्री के उद्धाटन भाषण का उल्लेख करते हुए अपने पड़ोसी देशों के साथ घटनाओं का जायजा लिया गया तथा हमारे वर्तमान संबंधों पर उनके संभावित प्रभाव के बारे में गहन विचार-विमर्श किया गया तथा भावी सहयोग की रूपरेखा प्रस्तुत की गई।

30. Being a practitioner and diplomat, I have outlined a broad conceptual framework to elucidate how we in the ministry of external affairs see opportunities and challenges in our extended neighbourhood, a vast swathe of region that looks set to see an accretion of economic power and geo-strategic clout in the years ahead.
