3. International efforts in this regard should build the necessary confidence among states so that international treaties and agreements are multilaterally negotiated and freely accepted which remains the true test of their legitimacy and credibility.

इस संबंध में अंतर्राष्ट्रीय प्रयास इस दिशा में होने चाहिए कि राज्यों के बीच आवश्यक विश्वास उत्पन्न किया जाए जिससे कि अंतर्राष्ट्रीय संधियों और करारों पर बहुपक्षीय बातचीत हो और उन्हें मुक्त रूप से स्वीकार किया जाए जो उनकी वैधता और विश्वसनीयता की सही परीक्षा होगी।

4. We believe that only a multilaterally agreed mechanism for verification of compliance can provide the assurance of observance of compliance obligations by States Parties and act as a deterrence against non-compliance.

हमारा यह विश्वास है कि अनुपालन के सत्यापन के लिए केवल एक बहुपक्षीय रूप से सहमत तंत्र राज्य पक्षकारों द्वारा अनुपालन की बाध्यताओं के पूरा होने का आश्वासन दे सकता है तथा गैर अनुपालन के विरूद्ध निवारक के रूप में काम कर सकता है।
