72. The extent and amplitude of the words " conduct of a member " have not beeni defined exhaustively , and it is within the powers of thej House in each case to determine whether a member has acted in an unbecoming manner or has acted in a manner unworthy of a member of Parliament .

Whether Pakistan wishes to be treated as a responsible and responsive member of the international community or as a failing, delinquent, unstable state (or whatever other term one wants to adduce to signify progressive loss of control) would then depend on its willingness to behave as a state that abides by the internationally accepted norms of inter-state conduct.
