भूमि के स्वामित्व और खेती संबंधी निर्णय लेने में महिलाओं के नियंत्रण में वृद्धि करने, और साथ ही घरेलू बागबानी तथा पशु और कुक्कुटपालन के ज़रिए घरेलू खाद्य उत्पादन को प्रोत्साहित करने की दृष्टि से दिए जानेवाले कृषि ऋणों और सहायताओं तक पहुँच उपलब्ध करना इस दिशा में एक बड़ा कदम होगा।
