2. The front-end has two major tasks.

3. The basic design involves outsourcing of non-sensitive front-end activities to a service provider and retaining sovereign and sensitive functions with the Government.

4. (vii) Only front-end activities, such as token issuance, initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos and biometrics are performed by the Service Provider’s staff.

(vii) सिर्फ फ्रांट एण्ड कार्य, अर्थात टोकन जारी करने, पासपोर्ट आवेदन पत्रों की प्रारंभिक जॉच करने, शुल्क स्वीकार करने, प्रलेखों की जाँच करने, तस्वीर खींचने तथा बायोमैट्रिक्स तैयार करने आदि जैसे कार्य सेवा प्रदाता के कर्मचारी द्वारा किए जाते हैं।

5. Front-end activities, such as token issuance, initial scrutiny of the application forms and acceptance of fee where applicable, scanning of documents, taking biometrics and photos, are performed by the Service Provider’s staff.

टोकन जारी करना, आवेदन प्रपत्र की आरंभिक पड़ताल तथा जहां लागू है वहां शुल्क स्वीकार करना, दस्तावेजों की स्कैनिंग, बायोमेट्रिक तथा फोटो लेना, जैसे शुरू से अंत तक के कार्य सेवा प्रदाता के कर्मचारियों द्वारा पूरे किए जाते हैं।

6. Under the Project, the Government has decided to outsource the front end and non-sensitive activities such as submission of passport applications, taking of digitalized photograph of applicants, collection of bio-metric features and maintenance of national call centre etc.

परियोजना के अंतर्गत सरकार ने फ्रंट एंड और गैर-संवेदनशील कार्यकलापों, जैसे पासपोर्ट आवेदन जमा करना, आवेदकों के डिजिटलाइज्ड फोटोग्राफ लेना, बायोमैट्रिक विशेषताओं का संग्रह करना और राष्ट्रीय कॉल सेंटर आदि के रखरखाव के लिए बाहरी स्रोतों का उपयोग करने का निर्णय लिया है।

इस परियोजना के अंतर्गत, सरकार ने पासपोर्ट आवेदन जमा करने, आवेदकों के डिजीटल फोटो लेने, बायो-मीट्रिक विशेषताओं का संग्रहण करने और राष्ट्रीय कॉल सेंटर का रख-रखाव करने इत्यादि जैसे कुछ शुरूआती एवं गैर-संवेदनशील कार्यकलापों को आउटसोर्स करने का निर्णय लिया है।

8. As for security, in the Project, which has been elaborated in consultation with all concerned Government departments and agencies, only front-end and non-sensitive activities such as applications collection, data entry, acceptance of fee and capturing of photo etc., will be performed by the Service Provider selected through an open bidding process.

जहां तक सुरक्षा का प्रश्न है, परियोजना में, जिसे कि सभी संबंधित सरकारी विभागों और एजेंसियों के परामर्श से विस्तृत रूप दिया गया है, आवेदन संग्रह, डाटा एंट्री, शुल्क स्वीकार करने और फोटो खींचने इत्यादि जैसी सभी अग्रणी और असंवेदनशील कार्य खुली बोली की प्रक्रिया द्वारा चयनित सेवा प्रदाता द्वारा किए जाएंगे।

9. (a) & (b) In the Passport Seva Project, which has been elaborated in consultation with all concerned Government departments and agencies, only front-end and non-sensitive activities such as applications collection, data entry, acceptance of fee and capturing of photo etc., will be performed by the Service Provider selected through an open bidding process.

(क) एवं (ख) पासपोर्ट सेवा परियोजना में, जिसे सभी संबंधित विभागों और एजेंसियों के परामर्श से सुपरिष्कृत किया गया है, खुली निविदा प्रक्रिया के माध्यम से चुने गए सेवा प्रदाता द्वारा केवल बाहरी और गैर संवेदनशील गतिविधियां ही निष्पादित की जाएंगी जैसे आवेदन संग्रहण, आंकड़ा प्रविष्टि, शुल्क स्वीकार करना और फोटो खींचना इत्यादि।
