25. The first step in this direction has been taken with the signing of the South Asian Free Trade Agreement (SAFTA) in 2004 which is in varying stages of implementation by SAARC Member States.

28. The Agreement, which will remain valid for ten years, provides for continued free trade arrangements between India and Bhutan with simplified procedures, and additional facilities and routes for Bhutan's transit trade with third countries.

यह समझौता 3 वर्ष के लिए विधिमान्य रहेगा । इसमें उदार प्रक्रिया के साथ भारत और भूटान के बीच नियमित मुक्त व्यापार व्यवस्था तथा तीसरे देशों के साथ भूटान के पारगमन व्यापार के लिए अतिरिक्त सुविधाओं और रूटों का प्रावधान है ।

29. The bilateral agreement on trade, commerce and transit provides for continued free-trade arrangements between India and Bhutan with simplified procedures and additional facilities and sixteen entry/exit points in India for Bhutan's trade with third countries.

व्यापार, वाणिज्य और पारगमन संबंधी द्विपक्षीय समझौता, भारत और भूटान के बीच नियमित मुक्त व्यापार व्यवस्था का प्रावधान करता है जिसकी उदार प्रक्रिया है, अतिरिक्त सुविधाएं हैं तथा अन्य देशों के साथ भूटान के व्यापार के लिए भारत में 16 प्रवेश और निकास स्थल हैं ।

30. Under the South Asian Free Trade Area Agreement, Government of India has reduced the items in the Sensitive List for the Least Developed Countries, namely, Afghanistan, Bangladesh, Bhutan, Nepal and Maldives, from 480 to 25 tariff lines.

दक्षिण एशिया मुक्त व्यापार क्षेत्र करार के तहत, भारत सरकार ने अल्प विकसित देशों नामतः अफगानिस्तान, बंगलादेश, भूटान, नेपाल और मालदीव के लिए संवेदनशील सूची में मदों को 480 से घटाकर 25 प्रशुल्क कर दिया है।

31. To support regional economic integration, we will promote accelerated infrastructure connectivity and economic development in a manner that links South, Southeast and Central Asia, including by enhancing energy transmission and encouraging free trade and greater people-to-people linkages.

क्षेत्रीय आर्थिक एकीकरण में सहायता प्रदान करने के लिए हम ऐसे ढंग से त्वरित अवसंरचना संयोजकता एवं आर्थिक विकास को बढ़ावा देंगे जिससे दक्षिण, दक्षिण-पूर्व एवं मध्य एशिया आपस में जुड़ेंगे, जिसमें ऊजा पारेषण में वृद्धि करना तथा मुक्त व्यापार एवं अधिक जन दर जन संपर्क को प्रोत्साहित करना शामिल है।

32. It is a truism, but worth reiterating, that increased intra-SAARC trade would lead to accelerating regional economic growth.The Agreement on the South Asian Free Trade Area (SAFTA) has given some momentum to intra-SAARC trade but it still remains far below potential.

यह बात सबने सुनी है, परंतु फिर दोहराई जाने योग्य है, कि संवर्धित अंत:-सार्क व्यापार इस क्षेत्र की आर्थिक प्रगति को बढ़ावा देगा। दक्षिण एशियाई मुक्त व्यापार क्षेत्र करार (साफ्टा) ने अंत:-सार्क व्यापार को कुछ गति तो प्रदान की है परंतु यह अभी भी अपनी क्षमता से बहुत निचले स्तर पर है।

33. (a) & (b) Regional Comprehensive Economic Partnership (RCEP) is a proposed Free Trade Agreement (FTA) between sixteen countries namely the 10 countries of ASEAN (Brunei, Cambodia, Indonesia, Lao, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam) and their 6 FTA partners (also known as AFP’s or ASEAN FTA Partners) namely India, Australia, China, Japan, Korea and New Zealand.

(क) और (ख) क्षेत्रीय व्यापक आर्थिक भागीदारी (आरसीईपी) 16 देशों के बीच एक प्रस्तावित मुक्त व्यापार करार (एफटीए) है जिसमें आसियान के 10 देश (ब्रुनेई, कंबोडिया, इंडोनेशिया, लाओ, मलेशिया, म्यामांर, फिलीपींस, सिंगापुर, थाईलैंड तथा वियतनाम) और उनके भारत, ऑस्ट्रेलिया, चीन, जापान, कोरिया तथा न्यूजीलैंड जैसे छह एफटीए सहभागी देश (जो एएफपी अथवा आसियान एफटीए भागीदार के नाम से जाने जाते हैं) शामिल हैं।

34. We will also continue further strengthening existing alliances and fostering new partnerships in the region, for these form a fundamental cornerstone of our strategic vision, a shared vision respectful of all nations sovereignty, and allowing us to reinforce a resilient security architecture capable of confronting shared threats, be they terrorism or an inhibition of free trade or humanitarian disasters that can befall any nation.

हम इस क्षेत्र में मौजूदा गठबंधन को और मजबूत बनाने और इस क्षेत्र में नई साझेदारी को बढ़ावा देना भी जारी रखेंगे, क्योंकि इनके लिए ये हमारी रणनीतिक दृष्टि की मूलभूत आधारशिला निर्मित करते हैं, सभी देशों की संप्रभुता का आदर करने वाला साझा दृष्टिकोण है, और हमें साझा खतरों का सामना करने में सक्षम एक लचीले सुरक्षा तंत्र को मज़बूत करने देता है, चाहे वे आतंकवाद हों या मुक्त व्यापार का अवरोध हो या किसी भी देश पर पड़ जाने वाली मानवीय आपदाएं हों।
