दक्षिण भारतीय राज्य तमिलनाडु तथा श्रीलंका के उत्तरी क्षेत्रों के संदर्भ में यह बात विशेष रूप से लागू होती है।

44. The waters and Exclusive Economic Zones (EEZs) of Pacific Island Countries have seen a surge of illegal activities such as smuggling, illegal fishing, human trafficking, drug trafficking etc which impact on the economy and political security of the Pacific Island Countries.

प्रशांत द्वीप देशों के पानी और विशेष आर्थिक क्षेत्रों (EEZs) ने अवैध गतिविधियों का एक रेला देखा है जैसे तस्करी, अवैध मछली पकड़ने, मानव तस्करी, मादक पदार्थों की तस्करी आदि जिसने प्रशांत द्वीप देशों की अर्थव्यवस्था और राजनीतिक सुरक्षा पर प्रभाव डाला है।

45. I also took this opportunity to emphasise on the need to adhere to the October 2008 understanding on fishing arrangements arrived at between the two countries, which has had a salutary effect on the incidence of fishermen’s arrests and on their safety.

इस अवसर पर मैंने दोनों देशों के बीच मछली पकड़ने से संबंधित व्यवस्थाओं के संबंध में अक्तूबर, 2008 में हुई सहमति का अनुपालन किए जाने की आवश्यकता पर बल दिया जिसका मछुआरों की गिरफ्तारी की घटनाओं और उनकी सुरक्षा पर अच्छा प्रभाव पड़ा है।

46. (c)&(d) On 27 September 2007 Prime Minister announced that Ministry of Finance shall liaise with the Marine Products Export Development Authority (MPEDA) which has been designated as the implementing agency to develop a suitable soft loan package for the replacement of fishing boats.

(ग)और(घ) 27 सितंबर, 2007 को प्रधान मंत्री ने यह घोषणा की कि वित्त मंत्रालय समुद्री उत्पाद निर्यात विकास प्राधिकरण (एमपीईडीए) के साथ तालमेल करेगा जिसे मत्स्य नौकाओं के प्रतिस्थापन हेतु आसान शर्तों पर समुचित ऋण पैकेज उपलब्ध कराने के लिए क्रियान्वयन एजेंसी के तौर पर नामित किया गया है।

47. (c) whether the problem of fishermen have not been dealt with on the same analogy to revise certain clauses concerning the right of fishing in and around Katcha Theevu, which originally belongs to India, when several clauses of Indo-Sri Lankan Agreement annulled or modified by mutual discussions;

(ग) क्या मूल रूप से भारत के कच्चा तीवू में और उसके आस-पास मछली पकड़ने के अधिकार से संबंधित कतिपय खंडों को संशोधित करने के लिए उसी अनुरूपता से मछुआरों की समस्या पर विचार नहीं किया जा रहा है, जबकि पारस्परिक विचार-विमर्श से भारत-श्रीलंका समझौता के कई खंडों को रद्द कर दिया गया अथवा संशोधन किया गया;

कृषि मंत्रालय (पशुपालन, डेयरी तथा मत्स्यपालन विभाग) पाकिस्तानी जेलों में पड़े मछुआरों को मुआवजे के भुगतान के लिए नोडल एजेंसी है और समुद्री उत्पाद निर्यात विकास प्राधिकरण (एमपीईडीए) द्वारा "पाकिस्तान में मछली पकड़ने की जब्त नावों के प्रतिस्थापन के लिए आसान ऋण पैकेज" योजना कार्यान्वित की जा रही है।

49. Government has underscored the need for all naval vessels plying in the Gulf region to enhance their situational awareness regarding civilian and fishing vessels in the crowded Gulf region and exercise maximum caution and restraint in their operations so that innocent civilian ships and their occupants are not adversely affected.

सरकार ने इस बात पर जोर दिया है कि खाड़ी क्षेत्र में आवाजाही करने वाले सभी नौसेना पोतों को भीड़भाड़ वाले खाड़ी क्षेत्र में नागरिक तथा मछली पकड़ने वाले जहाजों के संबंध में स्थितिमूलक जागरूकता बढ़ाने और अपने प्रचालनों में अत्यधिक सावधानी एवं संयम बरतने की आवश्यकता है, ताकि निर्दोष नागरिक जहाजों तथा इसमें सवार लोगों पर प्रतिकूल प्रभाव न पड़े।

53. 20. There are three new proposals from India on (i) Agro-Meterological Advisory Service System for Enhancing Agriculture Output, (ii) Potential Fishing Zone Advisories and (iii) Forecast Demonstration Project for Improving the Track, Intensity, Landfall Prediction and Impact Assessment of Tropical Cyclones affecting the North Indian Ocean Rim Countries, under the Academic Group.

(ग) कृषि मंत्रालय (पशुपालन, दुग्ध उत्पादन एवं मात्सियकी विभाग) पाकिस्तानी जेलों में कैद मछुआरों के मुआवजे के भुगतान एवं "पाकिस्तान के कब्जे वाली मछली पकड़ने वाले जहाजों की अदला-बदली संबंधी रियायती ऋण पैकेज" स्कीम जिसे मैरीन प्रोडक्ट्स एक्सपोर्ट डेवलपमेंट अथार्टी (एमपीईडीए) द्वारा क्रियान्वित किया जा रहा है, के लिए नोडल एजेंसी है।

56. (d) & (e) The Ministry of Agriculture, (Department of Animal Husbandry, Dairying & Fisheries) is the nodal agency for payment of compensation to the fishermen lodged in Pakistani jails and the scheme – " Soft Loan Package for Replacement of Fishing vessels held in captivity in Pakistan” which is being implemented by Marine Products Export Development Authority (MPEDA).

(घ) एवं (ड.) कृषि मंत्रालय (पशुपालन, दुग्ध उत्पादन एवं मत्स्य पालन विभाग) पाकिस्तानी जेलों में नामजद मछुआरों को मुआवजा के भुगतान तथा "पाकिस्तान में पकड़े गए मछली पकड़ने वाले जहाजों की रिप्लेसमेंट हेतु साफ्ट लोन पैकेज" नामक स्कीम, जिसे मैरीन प्रोडक्ट्स एक्सपोर्ट डेवलपमेंट अथार्टी (एमपीईडीए) द्वारा कार्यान्वित किया जा रहा है, के लिए नोडल एजेंसी है।

57. 15. Cooperate for conservation and sustainable use of marine resources in the Indian and Pacific Oceans in accordance with international law, notably the United Nations Convention on the Law of the Sea (UNCLOS) and address threats to these resources including illegal, unreported and unregulated fishing, loss of coastal ecosystems and the adverse impacts of pollution, ocean acidification, marine debris, and invasive species on the marine environment.

* अंतर्राष्ट्रीय कानून, विशेषकर संयुक्त राष्ट्र संघ के कानून (यूएनसीएलओएस) पर संयुक्त राष्ट्र कन्वेंशन के अनुसार भारतीय और प्रशांत महासागर में समुद्री संसाधनों के संरक्षण और स्थायी उपयोग और इन संसाधनों को, अवैध, अनियोजित और अनियमित मछली पकड़ने सहित तटीय पारिस्थितिक तंत्र को क्षति और प्रदूषण के प्रतिकूल प्रभाव, समुद्री अम्लीकरण, समुद्री मलबे और आक्रामक प्रजातियों से समुद्री वातावरण को नुकसान से बचाने के लिए सहयोग जारी रखेंगे।
