2. National Mission for Enhanced Energy Efficiency covers 478 industrial units in six sectors mandated to achieve specific benchmarks in terms of energy efficiency.

संवर्धित ऊर्जा प्रभाविता से संबद्ध राष्ट्रीय मिशन में छ: क्षेत्रों की 478 औद्योगिक इकाइयों को शामिल किया गया है, जिन्हें ऊर्जा प्रभाविता के संदर्भ में विशिष्ट मानदण्ड प्राप्त करने का अधिदेश दिया गया है।

3. * Set individual goals and formulate action plans voluntarily for improving energy efficiency;

* विशेष लक्ष्य निर्धारित करना और ऊर्जा कार्यकुशलता में सुधार के लिए स्वैच्छा से कार्य योजना तैयार करना;

4. Nationally we have taken several steps to improve energy efficiency and ensure sustainable growth.

राष्ट्रीय स्तर पर हमने ऊर्जा प्रभाविता में सुधार लाने तथा सतत प्रगति सुनिश्चित करने के लिए भी अनेक उपाय किए हैं।

5. Increasing energy efficiency can lead to reducing energy requirement for the same level of economic output.

ऊर्जा प्रभाविता में वृद्धि करने से आर्थिक ऊपादन के समान स्तर के लिए कम ऊर्जा की आवश्यकता होगी।

6. Another possible area of cooperation where India will gain from Korean experience is the field of energy efficiency.

इस प्रयोजनार्थ हमने परमाणु आपूर्तिकर्ता समूह के सदस्य देशों के अनुमोदन से अंतर्राष्ट्रीय सहयोग प्राप्त करने का प्रयास किया।

7. * Both sides confirmed the importance of conducting vigorous activities under the International Partnership for Energy Efficiency Cooperation (IPEEC) framework.

* दोनों पक्षों ने ऊर्जा दक्षता सहयोग के लिए अंतर्राष्ट्रीय साझेदारी (आई पी ई ई सी) की रूपरेखा के अंतर्गत जोरदार गतिविधियां संचालित करने के महत्व की पुष्टि की।

8. Our universities, labs and firms are working together for next generation advanced bio fuels, solar energy and energy efficiency.

हमारे विश्वविद्यालय, प्रयोगशालाएं तथा कंपनियां अगली पीढ़ी के उन्नत जैव ईंधनों, सौर ऊर्जा तथा ऊर्जा दक्षता के लिए साथ मिलकर काम कर रही हैं।

9. These courses included areas such as diplomacy, renewable energy and energy efficiency, public administration, computer sciences, English proficiency, auditing etc.

इन पाठ्यक्रमों में राजनय, नवीकरणीय ऊर्जा एवं ऊर्जा दक्षता, लोक प्रशासन, कंप्यूटर विज्ञान, अंग्रेजी में प्रवीणता, लेखा परीक्षा आदि जैसे क्षेत्र शामिल थे।

10. An Energy Efficiency Code for Buildings has been released for new commercial buildings and energy audit is being actively promoted.

नए वाणिज्यिक भवनों के लिए ऊर्जा दक्षता भवन संहिता जारी की गई है और ऊर्जा आडिट को सक्रियता से बढ़ावा दिया जा रहा है।

11. As a result, we have raised energy efficiency in all the major energy intensive sectors – steel, aluminium, fertilizer, paper and cement.

इसके फलस्वरूप हमने प्रमुख ऊर्जा प्रधान क्षेत्रों – इस्पात, अल्यूमीनियम, उर्वरक, पेपर और सीमेंट – में ऊर्जा कुशलता बढ़ाई है ।

12. We have started pricing carbon, incentivizing afforestation and greatly expanding the use of low carbon and renewable technologies and improving energy efficiency.

हमने कार्बन पर मूल्य आरोपित करना, वानिकीकरण को प्रोत्साहित करना शुरू कर दिया है तथा कम कार्बन और नवीकरणीय प्रौद्योगिकियों के प्रयोग में काफी विस्तार कर रहे हैं तथा अपनी ऊर्जा दक्षता में सुधार कर रहे हैं।

13. Targeted interventions have raised energy efficiency in all the major energy intensive sectors – steel, aluminum, fertilizer, paper and cement – to world levels.

इन कार्यक्रमों से इस्पात, एल्युमीनियम, कागज और सीमेंट जैसे सभी प्रमुख ऊर्जा गहन क्षेत्रों में ऊर्जा दक्षता विश्व स्पर पर पहुंच गई है।

14. Both goals of expanding new investment and achieving energy efficiency require a more rational pricing policy, aligning India’s energy prices with global prices.

नए निवेश को बढ़ाने तथा ऊर्जा दक्षता हासिल करने के लक्ष्यों को पूरा करने केलिए भारत को ज्यादा युक्तिसंगत मूल्य नीति बनानी होगी और अपनी ऊर्जा कीमतों को वैश्विक दामों के अनुरूप रखना होगा।

15. * The two leaders noted with satisfaction, the support provided by AFD (French Development Agency) to enhance energy efficiency in India, with the ongoing cooperation with the public ESCO EESL (Energy Efficiency Services Limited) for the promotion of LED lighting, and its future support to the construction of green housing, especially for lower income groups.

* दोनों नेताओं ने एल ई डी लाइटिंग को प्रोत्साहित करने के लिए सार्वजनिक ई एस सी ओ ईईएसएल (एनर्जी इफिसिएंसी सर्विसेस लिमिटेड) के साथ चल रहे सहयोग और विशेष रूप से निम्न आय वर्ग के लिए हरित आवास के निर्माण में इसके भावी समर्थन के साथ भारत में ऊर्जा दक्षता बढ़ाने के लिए ए एफ डी (फ्रांसीसी विकास एजेंसी) द्वारा प्रदान किए गए समर्थन को संतोष के साथ नोट किया।

16. We have taken several domestic initiative including pricing carbon, incentivizing afforestation and expanding the use of low carbon and renewable technologies and improving energy efficiency.

हमने कार्बन पर मूल्य लगाना, वानिकीकरण को प्रोत्साहित करने सहित अनेक घरेलू पहलें शुरू की हैं तथा लो-कार्बन एवं नवीकरणीय प्रौद्योगिकियों के प्रयोग का विस्तार कर रहे हैं और अपनी ऊर्जा दक्षता में सुधार ला रहे हैं।

17. (i)Extension of credit facility by Agence Française de Développement for India’s Energy Efficiency Services Limited (EESL) promoting use of LED lighting in select Indian municipalities;

(i) भारत की चुनिंदा नगरपालिकाओं में एल ई डी लाइटिंग के प्रयोग को बढ़ावा देने के लिए भारत के इनर्जी इफिसियंसी सर्विसेज लिमिटेड (ई ई एस एल) के लिए एजेंसी फ्रांस डि डवलपमेंट द्वारा ऋण सुविधा का विस्तार;

18. Targeted demand side management programmes have brought energy efficiency in India in all the major energy intensive sectors – steel, aluminium, fertilizer, paper and cement – to global levels.

लक्षित मांगपक्ष प्रबंधन कार्यक्रमों ने भारत में सभी प्रमुख ऊर्जा गहन क्षेत्रों-इस्पात,

19. We will help build your capacities through sharing of energy efficiency technologies and provide scholarships for students from Maldives in areas such as coastal zone adaptation and management.

हम ऊर्जा दक्ष प्रौद्योगिकियों के हस्तांतरण के माध्यम से आपकी क्षमता निर्मित करने में आपकी सहायता करेंगे तथा तटवर्ती क्षेत्र अनुकूलन एवं प्रबंधन जैसे क्षेत्रों में मालदीव के छात्रों के लिए छात्रवृत्तियां प्रदान करेंगे।

20. The MoU will enable cooperation in the areas of renewable energy and energy efficiency, oil and natural gas, power generation, transmission, distribution and end-use, energy research and development.

इस समझौता ज्ञापन से नवीकरणीय ऊर्जा एवं ऊर्जा प्रभाविता, तेल एवं प्राकृतिक गैस, विद्युत उत्पादन, पारेषण, वितरण एवं अंतिम खपत, ऊर्जा अनुसंधान एवं विकास जैसे क्षेत्रों में सहयोग संभव हो सकेगा।

21. They looked forward to further acceleration of cooperation in areas of energy saving, energy efficiency and energy storage as well as manufacturing of eco-friendly vehicles including hybrid and electric vehicles.

उन्होंने ऊर्जा बचत, ऊर्जा दक्षता और ऊर्जा भंडारण के क्षेत्रों में तथा हाइब्रिड और वैद्युत वाहनों सहित पर्यावरण-हितैषी वाहनों के विनिर्माण में सहयोग को और अधिक बढ़ाने की अपेक्षा भी व्यक्त की।

22. Both sides will accelerate the formulation of energy efficiency and conservation policy respectively and will prepare collaborative working plans to enhance the policy implementation, that will be reviewed from time to time.

दोनों पक्ष क्रमश: ऊर्जा क्षमता और संरक्षण नीति तैयार करने में तेजी लाएंगे और नीति के कार्यान्वयन में वृद्धि के लिए सहयोगी कार्ययोजनाएं तैयार करेंगे और समय समय इनकी समीक्षा की जाएगी ।

23. EAM also reiterated the priority given by India to improve energy efficiency and increase access to renewable energy with its National Action Plan on Climate Change and its active participation in the UNFCCC process.

विदेश मंत्री ने जलवायु संबंधी अपनी राष्ट्रीय कार्ययोजना और यूएनएफसीसीसी प्रक्रिया में अपनी सक्रिय भागीदारी से ऊर्जा दक्षता में सुधार और नवीकरणीय ऊर्जा के लिए पहुंच बढ़ाने को भारत द्वारा दी गई प्राथमिकता का भी उल्लेख किया ।

24. The two governments welcome the action of the French Development Agency (AFD) which contributes through concessional financing for supporting projects in the field of renewable energies and energy efficiency, sustainable forest management and biodiversity conservation.

दोनों सरकारें फ्रांसीसी विकास एजेंसी (एएफडी) की कार्रवाइयों का स्वागत करती हैं जिनसे नवीकरणीय ऊर्जा एवं ऊर्जा प्रभाविता, सतत वन प्रबंधन एवं जैव विविधता संरक्षण जैसे क्षेत्रों में परियोजनाओं के रियायती वित्तपोषण को प्रोत्साहित किया जा सकेगा।

25. These include national missions and other actions in the area of solar energy, extensive deployment of renewables, use of clean coal technologies, boosting energy efficiency, adoption of green building codes, large scale reforestation efforts and promotion of green agriculture, among others.

इनमें सौर ऊर्जा के क्षेत्र में राष्ट्रीय मिशन तथा अन्य कार्रवाइयां अक्षय ऊर्जा का संवर्धित उपयोग, स्वच्छ कोयला प्रौद्योगिकियों का उपयोग, ऊर्जा प्रभाविता का संवर्धन, ग्रीन भवन कोड का अनुपालन, बृहत वानिकीकरण प्रयास तथा स्वच्छ कृषि का संवर्धन इत्यादि शामिल हैं।

26. * Both sides recognized that India is actively pursuing energy efficiency enhancement measures through a range of policy initiatives, including labelling of appliances, launching of an energy conservation building code and establishing a process of audit and reporting of energy use in energy intensive industries and establishments.

* दोनों पक्ष स्वीकार करते हैं कि भारत उपकरणों के वर्गीकरण, ऊर्जा संरक्षण निर्माण कोड की शुरूआत, संपरीक्षा प्रक्रिया की स्थापना और ऊर्जा प्रधान उद्योगों और संस्थापनाओं में ऊर्जा के उपयोग की रिपोर्टों के साथ-साथ व्यापक नीतिगत प्रयासों के माध्यम से ऊर्जा क्षमता संवर्द्धन उपायों पर सक्रिय रूप से कार्य कर रहा है ।

27. The joint consotia members from the U.S-India virtual Joint Clean Energy Research and Development Center (JCERDC) also presented on their progress in solar, advanced bio-fuels, and energy efficiency research projects under PACE-R, a unique program for funding joint research by Indian and US institutes.

अमेरिका - भारत यथार्थ संयुक्त स्वच्छ ऊर्जा अनुसंधान और विकास केंद्र (जे सी ई आर डी सी) से संयुक्त संघ के सदस्यों ने भी सौर, उन्नत जैव ईंधन, और पेस - आर, भारतीय और अमेरिकी संस्थानों द्वारा संयुक्त अनुसंधान के वित्तपोषण के लिए एक अनूठा कार्यक्रम, के तहत ऊर्जा दक्षता अनुसंधान परियोजनाओं में उनके द्वारा की गई प्रगति पर प्रस्तुति दी।

28. We call upon the international community to strengthen overall cooperation on energy development and utilization, with emphasis on renewable energy and energy efficiency and giving adequate consideration to solar, wind and hydro-electrical power, and bio-fuels such as ethanol and bio-diesel without adversely affecting food security.

इसके लिए नवीकरण ऊर्जा और ऊर्जा दक्षता तथा सौर्य ऊर्जा के साथ-साथ वायु और पनबिजली ऊर्जा तथा जैव ईंधनों जैसे एथनोल और जैव डीजल पर विचार करने की जरूरत है क्योंकि इनका खाद्यान्न सुरक्षा पर कोई प्रतिकूल प्रभाव नहीं पड़ता है। * साफ-सुथरी ऊर्जा प्रौद्योगिकी जो आसानी से वहन की जा सके और पर्यावरण हितैषी हो, के विकास के लिए अधिक प्रयास किए जाने चाहिए।

29. i. Expanding Partnership to Advance Clean Energy Research (PACE-R): A renewed commitment to PACE-R, including extending funding for three existing research tracks of solar energy, building energy efficiency, and biofuels for an additional five years and launching a new track on smart grid and grid storage.

o स्वच्छ ऊर्जा अनुसंधान को आगे बढ़ाने के लिए साझेदारी का विस्तार (पी ए सी ई - आर) : पीएसीई-आर के लिए एक नई प्रतिब्द्धता जिसमें सौर ऊर्जा के विद्यमान तीन अनुसंधान ट्रैकों के लिए वित्त पोषण प्रदान करना, ऊर्जा दक्षता का निर्माण करना तथा अतिरिक्त पांच साल के लिए जैव ईंधन और स्मार्ट ग्रिड एवं ग्रिड स्टोरेज पर एक नए ट्रैक को शुरू करना शामिल है।

30. In this regard, the Two Sides decide to enhance high-level bilateral dialogue on domestic climate policies and multilateral negotiations and to further strengthen practical bilateral cooperation, including in areas of clean energy technologies, energy conservation, energy efficiency, renewable energy, sustainable transportation including electric vehicles, low-carbon urbanization and adaptation.

इस संदर्भ में दोनों पक्षों ने घरेलू जलवायु नीतियों और बहुपक्षीय वार्तालाप पर उच्च स्तरीय आपसी संवाद बढ़ाने तथा स्वच्छ ऊर्जा प्रौद्योगिकियों, ऊर्जा दक्षता, नवीकरणीय ऊर्जा, इलैक्ट्रॉनिक वाहनों सहित स्थायी परिवहन, अल्प-कार्बन शहरीकरण और अनुकूलन सहित स्थायी व्यवहारिक आपसी सहयोग को सशक्त बनाने का फैसला किया है।

31. In this regard, the Two Sides decide to enhance high-level bilateral dialogue on domestic climate policies and multilateral negotiations and to further strengthen practical bilateral cooperation, including in areas of clean energy technologies, energy conservation, energy efficiency, renewable energy, sustainable transportation including electronic vehicles, low-carbon urbanization and adaptation.

इस संदर्भ में दोनों पक्षों ने घरेलू जलवायु नीतियों और बहुपक्षीय वार्तालाप पर उच्च स्तरीय आपसी संवाद बढ़ाने तथा स्वच्छ ऊर्जा प्रौद्योगिकियों, ऊर्जा दक्षता, नवीकरणीय ऊर्जा, इलैक्ट्रॉनिक वाहनों सहित स्थायी परिवहन, अल्प-कार्बन शहरीकरण और अनुकूलन सहित स्थायी व्यवहारिक आपसी सहयोग को सशक्त बनाने का फैसला किया है।

32. The two sides looked forward to a series of time-bound actions in bilateral energy cooperation - in keeping with the transformed nature of the strategic partnership between India and the USA and to move forward towards the common objective of clean energy , energy efficiency , energy security while pursuing the goal of sustainable development.

दोनों पक्ष, भारत और संयुक्त राज्य अमेरिका के बीच सामरिक भागीदारी के बदलते स्वरूप के अनुरूप, द्विपक्षीय ऊर्जा सहयोग में अनेक समयबद्ध कार्य करने के इच्छुक हैं तथा सतत् विकास के उद्देश्य पर काम जारी रखते हुए स्वच्छ ऊर्जा, ऊर्जा क्षमता और ऊर्जा सुरक्षा के साझा उद्देश्य की दिशा में आगे बढ़ना चाहते हैं ।

33. Operational efficiency improvements like compulsory smart metering, upgradation of transformers, meters etc., energy efficiency measures like efficient LED bulbs, agricultural pumps, fans & air-conditioners etc. will reduce the average AT&C loss from around 22% to 15% and eliminate the gap between Average Revenue Realized (ARR) & Average Cost of Supply (ACS) by 2018-19.

अनिवार्य स्मार्ट मीटरिंग संचालनगत कुशलता, ट्रांसफार्मरों एवं मीटरों आदि का उन्नयन, कारगर एलईडी बल्ब, कृषि पंपों, पंखों एवं एयरकंडीशनरों आदि जैसे किफायती उर्जा से जुडे कदमों से औसत एटीएंडसी नुकसान लगभग 22 फीसदी से घटकर 15 फीसदी पर आ जाएगा और 2018-19 तक औसत राजस्व प्राप्ति (एआरआर) और आपूर्ति की औसत लागत (एसीएस) के बीच का अंतर समाप्त हो जाएगा।
