73. 20. There are three new proposals from India on (i) Agro-Meterological Advisory Service System for Enhancing Agriculture Output, (ii) Potential Fishing Zone Advisories and (iii) Forecast Demonstration Project for Improving the Track, Intensity, Landfall Prediction and Impact Assessment of Tropical Cyclones affecting the North Indian Ocean Rim Countries, under the Academic Group.

* निम्नलिखित विषयों पर भारत द्वारा तीन नए प्रस्ताव किए गए हैं: (i) कृषि उत्पाद संवर्धन हेतु कृषि – मौसम विज्ञान परामर्शी सेवा प्रणाली (ii) संभावित मात्स्यिकी क्षेत्र परामर्शी तथा (iii) शैक्षिक समूह के अंतर्गत उत्तरी हिन्द महासागर परिधि के देशों को प्रभावित करने वाले उष्णकटिबंधीय चक्रवातों के कारण भू-स्खलन पूर्वानुमान तथा प्रभाव आकलन कार्य में सुधार हेतु पूर्वानुमान प्रदर्शन परियोजना।

74. The US failure to destroy the al-Qaeda and Afghan Taliban leadership in the 2001 war that liberated Afghanistan allowed both groups to take up safe residence in the tribal badlands of the Federal Administered Tribal Areas that form a buffer zone between Afghanistan and Pakistan, where some 4.5 million Pashtun tribesmen live.

वर्ष 2001 के युद्ध जिसके फलस्वरूप अफगानिस्तान आजाद हुआ, में अलकायदा और अफगानिस्तान के तालिबान नेतृत्व को नष्ट करने में अमरीका के असफल होने के कारण इन दोनों गुटों ने संघ शासित कबीलाई क्षेत्र के आंतरिक भूभागों में अपना सुरक्षित आश्रय बना लिया। यह भूभाग अफगानिस्तान और पाकिस्तान के बीच एक तटस्थ क्षेत्र का काम करता है जिसमें 4.5 मिलियन पश्तून कबीलाई रहते हैं।

75. * We welcome the entry into force in July 2009, of the Africa Nuclear Weapon-Free Zone Treaty (the Pelindaba Treaty) of 1995 and the efforts towards the operationalisation of the African Commission on Nuclear Energy (ACNE) in November 2010, which, among others, will promote the peaceful application of nuclear energy and technology within Member States.

* हम वर्ष 1995 की अफ्रीका परमाणु शस्त्र मुक्त क्षेत्र संधि (पेलिनडावा संधि) को जुलाई, 2009 में लागू किए जाने और नवंबर, 2010 में परमाणु ऊर्जा से संबद्ध अफ्रीकी आयोग द्वारा कार्य आंरभ किए जाने का स्वागत करते हैं जिसके फलस्वरूप सदस्य देशों के बीच परमाणु ऊर्जा और प्रौद्योगिकी के शांतिपूर्ण अनुप्रयोग को बढ़ावा मिल सकेगा।
