11. The creation of mechanisms along with provision of financial resources and access to technology which will enable us to upscale our national efforts is an important expectation that we have from Copenhagen.

कोपेनहेगन से हम ऐसे तंत्रों के सृजन और वित्तीय संसाधनों एवं प्रौद्योगिकी तक पहुंच के प्रावधानों को प्राप्त करना चाहते हैं जिससे हमारे राष्ट्रीय प्रयासों को बढ़ावा मिल सके।

12. So, unless there is recognition of this challenge of adaptation - which is almost equal to, if not more, with regard to mitigation - we will not be able to get a very successful outcome at Copenhagen.

अपूरित भार और बढ़ता जा रहा है इसलिए जब तक अनुकूलन की चुनौती जो प्रशमन के संबंध में यदि बड़ी नहीं तो बराबर की तो है ही, को स्वीकार नहीं किया जाता तो कोपेनहेगन में हम कोई सफल परिणाम प्राप्त नहीं कर सकेंगे ।

13. We have been repeatedly stressing that, as far as the negotiations are concerned, these negotiations are actually taking place under the UNFCC, that is the process which has now become known as the Copenhagen process.

हम बार-बार जोर देते रहे हैं कि जहां तक वार्ता का संबंध है, यह वार्ता यूएनएफसीसी के अधीन हो रही है जिस प्रक्रिया को अब कोपेनहेगन प्रक्रिया के नाम से जाना जाता है ।

14. It is our conviction that as long as delegations adhere to the principles and provisions of the UNFCCC and follow faithfully, the mandate spelt out in the Bali Action Plan, a comprehensive, balanced and equitable outcome in Copenhagen will be achieved.

हमारा विश्वास है कि प्रतिनधिमंडलों यूएनएफसीसी के सिद्धांतों द्वारा और प्रावधानों का अनुपालन करते रहने और बाली कार्य योजना के उल्लिखित अधिदेश का गंभीरता से पालन करने से ही कोपेनहेगेन बैठक में व्यापक, संतुलित और न्यायसंगत परिणाम प्राप्त किए जा सकते हैं।

15. Objectives and target setting : Copenhagen has targets to reduce public transport journey times by 10 to 15 per cent ; ensure walking distances to bus stops are no more than 400 metres ; and ensure journeys outside the city centre are no more than 15 minutes longer than by car .

उद्देश और लक्ष निर्धारित करना - कोपनहेगन में पब्लिक ट्रांस्पोर्ट से यात्रा करने का समय 10 से 15 प्रतिशत कम करने के लक्ष निर्धारित किए गए है , यह बात यकीनी बनाई जाएगी कि बस स्टॅाप तक 400 मीटर से अधिक पैदल न चलना पडे , यह भी कि सिटी सेंटरों से बाहर यात्रा करने में लगने वाला समय कार में लगने वाले समय से 15 मिनट से अधिक न हो .

16. The two leaders also affirmed that the Copenhagen outcome must be comprehensive and cover mitigation, adaptation, finance and technology, and in accordance with the principle of common but differentiated responsibilities and respective capabilities, it should reflect emission reduction targets of developed countries and nationally appropriate mitigation actions of developing countries.

दोनों नेताओं ने इस बात की भी पुष्टि की कि कोपेनहेगन का परिणाम निश्चित रूप से व्यापक होना चाहिए और साझे परन्तु भिन्न दायित्वों एवं अलग-अलग क्षमताओं के सिद्धांत के अनुसार इसमें प्रशमन, अनुकूलन, वित्त एवं प्रौद्योगिकी को भी शामिल किया जाना चाहिए। इसमें विकसित देशों के उत्सर्जन, न्यूनीकरण लक्ष्यों एवं विकासशील देशों के लिए राष्ट्रीय स्तर पर उपयुक्त प्रशमन कार्रवाइयों को भी स्थान दिया जाना चाहिए।

17. At the recent Copenhagen summit, we put forth our view that since the industrialized countries are primarily responsible for the accumulation of green house gases over the last two hundred years, they should bear the bulk of the cost of mitigation and enable the transfer of necessary technology for this purpose.

हाल के कोपेनहेगन शिखर सम्मेलन में हमने अपने इस दृष्टिकोण को प्रस्तुत किया कि चूंकि औद्योगिक देश ही पिछले 200 वर्षों के दौरान मुख्य तौर पर ग्रीन हाउस गैसों के संग्रहण के लिए जिम्मेदार हैं, इसलिए प्रशमन पर आने वाली लागत का वहन उन्हें करना चाहिए और इस प्रयोजनार्थ उन्हें आवश्यक प्रौद्योगिकी भी मुहैया करानी चाहिए।

18. We will continue to exert all our efforts towards what the Bali Action Plan has mandated us to do i.e. aim for a comprehensive, balanced and above all, an equitable outcome at Copenhagen, which has a level of ambition in consonance with the urgent and compelling nature of the gloal challenge of climate change.

हम बाली कार्य योजना के अधिदेशों की दिशा में सभी प्रकार के प्रयास करना जारी रखेंगे अर्थात, कोपेनहेगन में व्यापक, संतुलित और सबसे महत्वपूर्ण न्यायसंगत परिणाम की प्राप्ति जिसमें जलवायु परिवर्तन की वैश्विक समस्या के तात्कालिक और बाध्यकारी स्वरूप के अनुसरण में महत्वाकांक्षा के स्तर को भी जगह दी जाए।

19. We need to redouble efforts in these multilateral negotiations, especially after last year’s Copenhagen Conference, to ensure full, effective and sustained implementation of the UN Framework Convention and its Kyoto Protocol, and to conclude these negotiations with a balanced, comprehensive and above all, an equitable outcome, with equal emphasis on all four pillars – mitigation, adaptation, finance and technology transfer.

जिससे कि संयुक्त राष्ट्र रूपरेखा अभिसमय और इसके क्योतो प्रोतोकोल का पूर्ण, प्रभावी और सतत कार्यान्वयन सुनिश्चित किया जा सके और प्रोत्साहन, अनुकूलन, वित्तपोषण एवं प्रौद्योगिकी अंतरण जैसी चारों आधारशिलाओं पर समान बल देते हुए संतुलित, व्यापक और न्यासंगत परिणाम के साथ इन वार्ताओं को संपन्न किया जा सके।
