मई 2016 में मंत्रालय ने राज्यों द्वारा शिकायतें प्राप्त होने पर फर्जी एजेंटों के विरुद्ध अपनाई जाने वाली मानक प्रचालन कार्यविधि भी जारी की थी।

32. (a) whether complaints regarding employers giving Indian workers short shrift and agents duping them are on the rise in foreign countries, especially in the Middle-East;

(क) क्या विदेशों विशेषकर मध्य पूर्व के देशों में नियोक्ताओं द्वारा भारतीय कामगारों के साथ बुरा बर्ताव करने और एजेंटों द्वारा इन्हें धोखा देने संबंधी शिकायतें बढ़ रही हैं;

33. On receipt of such complaints, the same are addressed by Indian Mission immediately by taking them up with the concerned authorities in Qatar for immediate resolution.

इस प्रकार की शिकायतें प्राप्त होने पर तुरंत उन्हें भारतीय मिशन द्वारा संबोधित किया जाता है और कतर के संबंधित प्राधिकारियों के साथ मामले को उठाकर उनका तुरंत समाधान कराया जाता है।

34. Wherever required, such complaints are also referred to Missions/Posts abroad for providing immediate relief/rescue of emigrants in distress, who were recruited by such fake agencies.

जब भी आवश्याक होता है, ऐसी शिकायतों को विदेश स्थिशत मिशनों/ केन्द्रों को भी भेजा जाता है ताकि संकट में फंसे ऐसे उत्प्र वासियों को तत्काोल राहत/ सहायता प्रदान की जा सके जिन्हेंभ ऐसी फर्जी एजेंसियों ने भर्ती किया था।

35. Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

ऐसी शिकायतें प्राप्त होने पर भारतीय मिशनों द्वारा उन्हें तत्काल हल करने के लिए उन्हें स्थानीय सरकार के संबंधित प्राधिकारियों के साथ उठाया जाता है।

36. There were also some complaints recently via twitter in fact, some of the passport centers were actually still asking for cash in lieu of the Tatkal quotas.

यहां वास्तव में ट्विटर के माध्यम से भी हाल ही में कुछ शिकायतें दर्ज की गई थह, कुछ पासपोर्ट केन्द्र तत्काल कोटा के एवज में नकद पूछ रहे थे।

37. (c) Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

38. However, a few complaints were received regarding inadequate facilities at place of stay, loss of way to the place of their stay, problems related to local transportation, etc.

फिर भी कुछ शिकायतें प्राप्त हुई थीं जो ठहरने के स्थान पर अपर्याप्त सुविधाएं होने, अपने-अपने प्रवास के स्थल पर जाने के दौरान रास्ता भूल जाने, स्थानीय परिवहन से जुड़ी समस्याओं इत्यादि से संबंधित थीं।

39. (e) Immediately on receipt of such complaints, the same are addressed by the Indian Missions by taking them up with the concerned local government authorities for immediate resolution.

41. The Indian Missions/Posts in Gulf countries, in addition, receive complaints about the cheating done by the Indian recruiting agents, who send the workers (both female & male) using illegal means.

खाड़ी देशों में स्थित भारतीय मिशनों तथा केंद्रों में को भारतीय भर्ती एजेंटों द्वारा गैर कानूरी रूप से श्रमिकों (महिला और पुरूष) को विदेश में रोजगार के लिए भेजे जाने संबधी शिकायतें प्राप्त होती हैं।

42. (b) Of 3328 complaints received during the last three years (January 2015 to November, 2017) from distressed Indian women deserted by their NRI spouses, this Ministry has addressed 3268 complaints by way of providing them counseling, guidance and information about procedures, mechanisms for serving judicial summons on the Overseas Indian husband; filing a case in India, issuing Look Out Circulars; getting access to lawyers and NGOs empanelled with Indian Missions etc.

(ख) संकटग्रस्त भारतीय महिलाओं से उनके अनिवासी भारतीय पतियों द्वारा त्यागे जाने के आधार पर विगत तीन वर्षों (जनवरी 2015 से नवंबर 2017) के दौरान प्राप्त 3328 शिकायतों में से इस मंत्रालय ने सलाह, मार्गदर्शन और प्रक्रिया के बारे में सूचना, प्रवासी भारतीय पति को न्यायिक समन तामील करने की प्रणाली, भारत में मामला दर्ज कराने, लुक आउट सर्कुलर जारी कराने; भारतीय मिशनों में पैनलबद्ध अधिवक्ताओं और एनजीओ से संपर्क आदि के द्वारा 3268 शिकायतों का समाधान कर दिया है।

43. Our Embassy in Kabul has no information on illegal recruitment of Indians to work in US army bases in Afghanistan and has not received any complaints from Indian workers on remuneration or working hours.

काबुल स्थित हमारे दूतावास को अफगानिस्तान में अमरीकी सैनिक अड्डे में कार्य करने के लिए भारतीयों की अवैध भर्ती किए जाने की कोई जानकारी नहीं है और इसे पारिश्रमिक अथवा कार्य घंटों पर भारतीय कामगारों से कोई शिकायत प्राप्त नहीं हुई है।

44. Indian Mission receives complaints from Indian emigrants, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

भारतीय मिशन को समय-समय पर भारतीय प्रवासियों से संविदा संबंधी शर्तों का उल्लंघन किए जाने, प्रतिकूल कार्य परिस्थितियों, मजूरी संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा तथा बीमा संबंधी समस्याओं और क्षतिपूर्ति/मृत्यु दावों के बारे में शिकायतें प्राप्त होती रहती हैं।

45. However, complaints are received from Indian emigrants in ECR countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical & insurance related problems and compensation/death claims.

हालांकि, ईसीआर देशों में भारतीय उत्प्रवासियों से समय-समय पर संविदात्मक शर्तों के उल्लंघन, प्रतिकूल कार्य परिस्थितियों, वेतन संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा एवं बीमा संबंधी समस्याओं तथा मुआवजा/मृत्यु दावों से संबंधित शिकायतें प्राप्त होती रहती हैं।

46. In addition to this, in situations where complaints are received against a particular Mission or Post regarding delivery of these public services, an inspection team is sent from this Ministry to verify and address such grievances.

इसके अलावा ऐसी लोक सेवा प्रदान करने के संबंध में किसी विशेष मिशन अथवा केंद्र के विरुद्ध प्राप्त शिकायतों की स्थिति में इस मंत्रालय से ऐसे शिकायतों की जांच एवं निवारण के लिए निरीक्षण दल भेजा जाता है।

47. Complaints are received from Indian emigrant workers in ECR countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

समय-समय पर ईसीआर देशों में भारतीय उत्प्रवासी कामगारों से शिकायतें प्राप्त होती हैं जो संविदा शर्तों का उल्लंघन किए जाने, प्रतिकूल कार्य परिस्थितियों, वेतन से संबंधित मुद्दे, नियोक्ता संबंधी समस्याओं, चिकित्सा तथा बीमा संबंधी समस्याओं, क्षतिपूर्ति/मृत्यु संबंधी दावों से जुड़ी होती हैं।

49. The Tribunal has the power to hear complaints against the railway administration relating to discriminatory or unreasonable rates levied by it , or levying any other charge which is unreasonable or in giving undue preference to a particular person .

अधिकरण को रेल प्रशासन के विरुद्ध विभेदकारी या अयुक्तियुक्त रेट लगाने , या कोई अन्य अयुक्तियुक्त प्रभार लगाने या किसी व्यक्ति विशेष को अयुक्तियुक्त अधिमान देने से संबंधित परिवादों की सुनवाई करने की शक्ति प्राप्त है .

50. (b) Yes, Madam, complaints are received from Indian emigrants in ECR countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical & insurance related problems and compensation/death claims.

(ख) जी हां। ईसीआर देशों में रह रहे भारतीय उत्प्रवासियों से समय-समय पर संविदात्मक शर्तों के उल्लंघन, काम करने की प्रतिकूल परिस्थितियों, वेतन से जुड़े मुद्दे, नियोक्ता से जुड़ी समस्याओं, चिकित्सा तथा बीमा से जुड़ी समस्याओं तथा मुआवजा/मृत्यु से संबंधित दावों के संदर्भ शिकायतें प्राप्त होती रहती हैं।

51. “The IFC’s board should send the action plan back to the staff and require it to consult with workers and the groups that filed the complaints to make sure that all the violations are addressed and appropriate responses are developed.”

आइएफसी बोर्ड को कर्मचारियों के पास कार्ययोजना वापस भेजनी चाहिए और उन श्रमिकों एवं समूहों के साथ परामर्श करना चाहिए जिन्होंने शिकायत दर्ज की थी, जिससे कि यह सुनिश्चित किया जा सके कि सभी उल्लंघनों को दुरुस्त कर लिया गया और उपयुक्त कार्रवाई की गई."

52. (c) & (d) In view of the complaints of exploitation and harassment by unscrupulous agents and employers in the Gulf countries, the Government has taken additional measures to safeguard the interests of female workers migrating to Emigration Check Required (ECR) countries.

(ग) और (घ) बेईमान ऐजेंटों और खाड़ी देशों में नियोक्ताओं द्वारा शोषण और उत्पीड़न की शिकायतों को देखते हुए सरकार ने उत्प्रवासन जाँच अपेक्षित (ईसीआर) देशों को पलायन करने वाली महिला कामगारों के हितों की हिफाजत करने के लिए अतिरिक्त उपाय किए हैं।

53. In addition, the government has taken further measures to safeguard the interests of Indian female workers migrating to ECR countries in view of complaints of exploitation and harassment of domestic sector workers by unscrupulous agents and employers in the Gulf countries.

इसके अतिरिक्त, सरकार ने खाड़ी क्षेत्र में बेईमान एजेंटों और नियोक्ताओं द्वारा घरेलू क्षेत्र के कामगारों के शोषण और उत्पीड़न की शिकायतों के मद्देनजर उत्प्रवासन जाँच अपेक्षित देशों को पलायन करने वाली भारतीय महिला कामगारों के हितों को संरक्षित करने के लिए और उपाय किए हैं।

54. Movieland, also known as Moviepass.tv and Popcorn.net, is a movie download service that has been the subject of thousands of complaints to the Federal Trade Commission (FTC), the Washington State Attorney General's Office, the Better Business Bureau, and other agencies.

Moviepass.tv और Popcorn.net के नाम से भी ख्यात Movieland फिल्म डाउनलोड करनेवाली एक सेवा है, जिसके खिलाफ फेडरल ट्रेड कमीशन (FTC), वाशिंगटन राज्य महान्यायवादी के कार्यालय, बेटर बिजनेस ब्यूरो और अन्य एजेंसियों में हजारों शिकायतें दर्ज की गयीं हैं।

55. (a) No. (b) In view of complaints of exploitation and harassment of the housemaids by unscrupulous agents and employers in the Gulf countries, the Government has taken additional measures to safeguard the interests of Indian female workers migrating to ECR countries.

(ख) खाड़ी देशों में बेईमान एजेंटों और नियोक्ताओं द्वारा घरेलू नौकरानियों के शोषण और उत्पीड़न की शिकायतों के दृष्टिगत, सरकार ने उत्प्रवास जांच अपेक्षित देशों को जाने वाली भारतीय महिला कामगारों के हितों की रक्षा के लिए अतिरिक्त उपाय किए हैं।

56. In addition, the government has also taken further measures to safeguard the interests of Indian female workers migrating to ECR countries in view of complaints of exploitation and harassment of domestic sector workers by unscrupulous agents and employers in the Gulf countries.

इसके अलावा सरकार ने खाड़ी देशों में फर्जी एजेंटों तथा नियोक्ताओं द्वारा घरेलू नौकरानियों पर अत्याचार करने तथा उन्हें परेशान किए जाने संबंधी शिकायतों को ध्यान में रखते हुए ईसीआर देशों में जाने वाली भारतीय महिला कामगारों की हितों की रक्षा करने के लिए कुछ और उपाय भी किए हैं।

57. Instead of taking prompt legal action against the vigilantes, many linked to extremist Hindu groups affiliated with the ruling Bharatiya Janata Party (BJP), the police, too often, have filed complaints against the assault victims, their relatives, and associates under laws banning cow slaughter.

पुलिस ने निगरानी समूह के सदस्यों, जिनमें कई भारतीय जनता पार्टी (बीजेपी) से सम्बद्ध अतिवादी हिंदू समूहों से जुड़े हैं, के खिलाफ तुरंत कानूनी कार्रवाई करने के बजाय अक्सर गौ हत्या निषेध कानूनों के तहत हमले के शिकार लोगों, उनके रिश्तेदारों और सहकर्मियों के खिलाफ शिकायत दर्ज की है.

(ख) समय-समय पर 18 अधिसूचित ईसीआर देशों में भारतीय उत्प्रवासी कामगारों से संविदागत शर्तों के उल्लंघन, कार्य की प्रतिकूल स्थितियों, मजदूरी संबंधी मुद्दों, नियोक्ता संबंधी शिकायतों, चिकित्सा एवं बीमा संबंधी समस्याओं और मुआवजा/मृत्यु दावों के बारे में दुर्व्यवहार की शिकायतें प्राप्त होती रहती हैं।

59. (c) & (d) Complaints are received from Indian emigrants in notified Emigration Check Required (ECR) countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ग) और (घ) समय-समय पर अधिसूचित उत्प्रवासन जांच अपेक्षित (ईसीआर) देशों में भारतीय प्रवासियों से, संविदात्मक शर्तों के उल्लंघन, प्रतिकूल कार्य स्थितियों, वेतन संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा और बीमा संबंधित समस्याओं और प्रतिपूर्ति/मृतक दावों के बारे में शिकायतें प्राप्त होती हैं।

60. The government has also taken additional measures to safeguard the interests of Indian female workers migrating to Emigration Check Required (ECR) countries in view of complaints of exploitation and harassment of the housemaids by unscrupulous agents and employers in the Gulf countries.

सरकार ने खाड़ी देशों में भ्रष्ट एजेंटों और नियोक्ताओं द्वारा घरेलू नौकरानियों को उत्पीड़ित तथा परेशान किए जाने की शिकायतों को देखते हुए उत्प्रवास जांच अपेक्षित (र्इसीआर) देशों को उत्प्रवास करने वाली भारतीय महिला कामगारों के हितों की रक्षा के लिए अतिरिक्त उपाय भी किए हैं।

61. The Indian Missions receive complaints from Indian workers against their sponsors regarding non-payment/less payment of salaries, non-issuance/renewal of residence permits, refusal to grant exit/re-entry permits for visit to India, refusal to allow the worker on final exit visa etc.

भारतीय मिशनों को भारतीय कामगारों से उनके प्रायोजकों के विरुद्ध वेतन का भुगतान नहीं करने/कम वेतन देने, आवासीय परमिट जारी नहीं करने/उसका नवीनीकरण न करने, निकासी अनुमति देने के लिए मना करने/भारत यात्रा के लिए पुनः प्रवेश परमिट न देने, अंतिम निकासी वीज़ा आदि के लिए कामगारों को अनुमति देने से मना करना आदि के बारे में शिकायतें प्राप्त होती हैं।

62. (e) In view of the complaints of exploitation and harassment of the domestic sector workers by unscrupulous agents and employers in the Gulf countries, the Government has taken additional measures during 2016, to safeguard the interests of Indian workers, especially female workers migrating to ECR countries.

(ड़) खाड़ी के देशों में बेईमान एजेंटों और नियोक्ताओं द्वारा घरेलू नौकरानियों की शोषण और उत्पीड़न की शिकायतों के मद्देनजर सरकार ने उत्प्रवासन जाँच अपेक्षित देशों में जाने वाले भारतीय कामगारों, विशेषतः महिला कामगारों के हितों को सुरक्षित करने के लिए 2016 के दौरान अतिरिक्त उपाय किए हैं।

63. (c) Of 3328 complaints received, 3268 were addressed by way of providing them counseling, guidance and information about procedures, mechanisms for serving judicial summons on the overseas Indian husband; filing a case in India, issuing Look Out Circulars; impounding and revocation of Indian passport of the husband; getting access to lawyers and NGOs empanelled with Indian Missions etc. and legal and financial assistance under ICWF.

(ग) प्राप्त 3328 शिकायतों में से 3268 मामलों में पत्नियों को और उनके प्रवासी भारतीय पतियों को न्यायिक समन भेजने की प्रक्रियाओं व प्रणालियों की जानकारी देने; भारत में मुकदमा दर्ज कराने; लुक आउट परिपत्र जारी करने की मांग करने, पतियों के भारतीय पासपोर्ट जब्त करके उन्हें निरस्त करने; भारतीय मिशनों में पेनलबद्ध वकीलों तथा एनजीओ की सहायता प्राप्त करने तथा आईसीडब्ल्यूएफ के अंतर्गत दी जाने वाली कानूनी व वित्तीय सहायता के बारे में परामर्श, मार्गदर्शन और सूचनाएं देकर उनका समाधान किया गया।

64. This Ministry (including the Indian Missions abroad) has addressed these complaints of distressed Indian women deserted by their NRI spouses by way of providing them counseling, guidance and information about procedures, mechanisms for serving judicial summons on the Overseas Indian husband; filing a case in India, issuing Look Out Circulars; impounding and revocation of Indian passport of the husband; getting access to lawyers and NGOs empanelled with Indian Missions etc.

इस मंत्रालय (विदेश स्थिंत भारतीय मिशनों को शामिल करते हुए) ने अनिवासी भारतीय पतियों द्वारा छोड़ी गयी परेशान भारतीय महिलाओं को परामर्श, मार्गदर्शन और प्रक्रियाओं की जानकरी, उनके प्रवासी भारतीय पतियों को न्याीयिक समन जारी कराने का तंत्र उपलब्धश कराने, भारत में मामलों को दायर करने, लुक आउट सर्कुलर जारी करने, पतियों के भारतीय पासपोर्ट को जब्तन करने और रद्द करने और भारतीय मिशनों के पास सूचीबद्ध वकीलों और एनजीओं से संपर्क करने में सहायता करके उनकी समस्याओं के निराकरण में सहायता की है।
