भारत के विदेश मंत्री ने विशेष रूप से आर्थिक गतिविधियों (एससीओ व्यावसायिक मंच, एससीओ ऊर्जा क्लब और अंतर-बैंकिंग संगठन), आतंकवाद का मुकाबला (क्षेत्रीय आतंकवाद रोधी ढांचा) और अफगानिस्तान से संबद्ध एससीओ कंटैक्ट समूह जैसी एससीओ की विभिन्न गतिविधियों में भाग लेने में भारत की रुचि को दोहराया।

68. Some other steps to be implemented include improvement of trade infrastructure, introduction of six-month multiple entry permits for travel, introduction of travel for tourism and pilgrimage in addition to visiting relations and introduction of banking facilities for Cross LoC trade.

कार्यान्वित किए जाने वाले कुछ अन्य उपायों में शामिल हैं - व्यापार की आधारभूत सुविधाओं में सुधार, यात्रा के लिए 6 माह के अनेक प्रवेश वाले परमिटों की शुरूआत, रिश्तेदारों से मुलाकात करने के अलावा पर्यटन एवं धार्मिक यात्रा के लिए यात्रा की शुरूआत और नियंत्रण रेखा के पार व्यापार के लिए बैंकिंग सुविधाओं की शुरूआत।

69. As the thrust of the Government is on cashless transactions through mobile phones, the course content would also have emphasis on Digital Wallets, Mobile Banking, Unified Payments Interface (UPI), Unstructured Supplementary Service Data (USSD) and Aadhaar Enabled Payment System (AEPS), etc.

मोबाइल फोन के जरिये नकदी रहित लेनदेन पर सरकार के जोर को देखते हुए पाठ्यक्रम सामग्री में भी डिजिटल वॉलेट, मोबाइल बैंकिंग, यूनिफाइड पेमेंट्स इंटरफेस (यूपीआई), अनस्ट्रक्चर्ड सप्लिमेंट्री सर्विस डेटा (यूएसएसडी) और आधार समर्थ भुगतान प्रणाली (एईपीएस) आदि पर जोर दिया जाएगा।

71. We were not buffeted by the East Asian crisis in 1997 primarily because our capital account was not as open as in many other countries in East Asia and our banking system had very little exposure to short term debt, which was the main source of volatility in 1997.

1997 के पूर्व एशियाई संकट का कोई विशेष प्रतिकूल प्रभाव हमारे ऊपर नहीं पड़ा क्योंकि हमारे पूंजीगत खाते उतने मुक्त नहीं थे जितने कि पूर्व एशिया के कई देशों के थे। हमारी बैंकिंग प्रणाली में लघु आवधिक ऋण पर विशेष बल नहीं दिया जाता था, जो 1997 की संवेदनशीलता के मुख्य स्रोत थे।

72. ITEC programme offered to the Professionals of beneficiary counries are short and medium term training courses designed on a wide and diverse range of skills and disciplines including English language, Information Technology, Finance & Accounts, Audit, Banking, Education Planning & Administration, Parliamentary Studies, Crime Records, Management, Environment, Telecommunication, Environment and Renewable Energy, SME and Rural Development etc.

लाभार्थी देशों के व्यसवसायिकों के लिए संचालित आईटीईसी कार्यक्रम लघु तथा मध्यंम अवधि के प्रशिक्षण पाठ्यक्रम होते हैं जिन्हें व्यािपक तौर पर विभिन्ना कौशलों एवं विधाओं के आधार पर तैयार किया जाता है जिनमें अंग्रेजी भाषा, सूचना प्रौद्योगिकी, वित्तओ तथा लेखे, लेखा परीक्षा, बैंकिंग, शैक्षिक आयोजना एवं प्रशासन, संसदीय अध्य्यन, अपराध रिकॉर्ड, प्रबंधन, पर्यावरण, दूरसंचार, पर्यावरण एवं नवीकरणीय ऊर्जा, लघु एवं मंझोले उद्यम तथा ग्रामीण विकास आदि जैसे विषय शामिल हैं।

73. (ii). In case the entity is also engaged in any other 18 Non-Banking Finance Companies (NBFC) activities, then the foreign investment in the company setting up WLA, shall also have to comply with minimum capitalization norms for foreign investments in NBFC activities, as provided in Para 6.2.18.8.2 of the Consolidated FDI Policy Circular 2015.

(2). अगर कोई निकाय किसी अन्य 18 गैर-बैंकिंग वित्त कंपनियों (एनबीएफसी) से जुड़ी गतिविधियों में भी संलग्न हो, तो डब्ल्यूएलए स्थापित करने वाली कंपनी में हुए विदेशी निवेश को भी एनबीएफसी से जुड़ी गतिविधियों में विदेशी निवेश के लिए तय न्यूनतम पूंजीकरण मानकों के अनुरूप रखना होगा, जिसका उल्लेख समेकित एफडीआई नीति सर्कुलर 2015 के पैरा 6.2.18.8.2 में किया गया है।
