45. (c) & (d) The ownership of the gifts are decided as per the criteria as laid down in Foreign Contribution (Acceptance or Retention of Gifts or Presentations) Rules, 2012.

(ग) एवं (घ) उपहारों के स्वामित्व का निर्णय विदेश अंशदान (उपहार या भेंट को स्वीकार करना या रखना) नियमावली, 2012 में दिए गए मानदंडों के अनुसार किया जाता है।

(क) से (ख) कार्मिक एवं प्रशिक्षण विभाग द्वारा दिनांक 01.09.2016 को भारतीय राजदूतावास, वाशिंगटन में कौंसुल (शिक्षा) के पद का विज्ञापन दिया गया था तथा स्थापित प्रक्रियाओं के अनुसार इसे भरा जाएगा।

49. (b) As per prescribed norms, requests for such meetings are to be transmitted to the Ministry of External Affairs ten working days in advance of the proposed date of visit.

(ख) विहित मानदण्डों के अनुसार ऐसी बैठकों से संबंधित अनुरोध बैठक की प्रस्तावित तारीख से 10 कार्यदिवस पहले विदेश मंत्रालय को भेजा जाना होता है।

50. However, action is taken by the Governments at destination countries against those who do not emigrate as per the Government rules and seek employment in violation of the local laws/rules.

तथापि, गन्त व्य देशों की सरकारों द्वारा ऐसे व्यहक्तिियों के विरूद्ध कार्रवाई की जाती है जो सरकारी नियमों के अनुसार उत्प्रववास नहीं करते हैं और स्थानीय कानूनों/ नियमों का उल्लं घन करके रोजगार प्राप्तई करते हैं मंत्रालय में किसी प्रकार का श्रम एकक स्थािपित करने का कोई प्रस्तासव नहीं है।

51. Kendriya Vidyalaya at AFS Kanpur is functioning since August 1985 from a temporary barrack-type accommodation which does not fully meet the requirements of a school as per laid down specifications.

एएफएस कानपुर में केन्द्रीय विद्यालय का संचालन 1985 से ही एक अस्थायी छावनी जैसी जगह पर किया जा रहा है जो स्कूल के लिए निर्धारित विनिर्देशों के अनुरूप आवश्यकताओं को पूरा नहीं करती है।

52. 7. On the specific issue of testing of azo-dyes in textile products imported from Pakistan, India will consider for acceptance, certification by a laboratory duly accredited, as per international norms.

छ) पाकिस्तान से आयातित टेक्सटाइल उत्पादों में एज़ो-रंजकों के परीक्षण के विशिष्ट मसले पर भारत, अंतर्राष्ट्रीय मानकों के अनुसार विधिवत प्रत्यायित प्रयोगशाला द्वारा स्वीकृति, प्रमाणन पर विचार करेगा ।

तथापि, सरकारी नियमों के अनुसार उत्प्रवासन न करके स्थानीय कानूनों/नियमों का उल्लंघन करते हुए रोजगार प्राप्त करने वालों के खिलाफ गंतव्य देश की सरकारों द्वारा कार्रवाई की जाती है।

55. (a) As per information received from the Directorate of Enforcement, New Delhi, the prosecution complaint has been filed against 53 persons, who are absconding, under the Prevention of Money Laundering Act, 2002.

(क) प्रवर्तन निदेशालय, नई दिल्लीत से प्राप्त् सूचना के अनुसार ऐसे 53 लोग हैं जिनके खिलाफ धन-शोधन निवारण अधिनियम, 2002 के तहत मुकदमा चलाया गया है और जो फरार हैं।

56. Subsequently, HCOI allocates its quota among various States/Union Territories in proportion to Muslim population of that State as per 2001 Census on a random basis through computerised Qurrah (draw of lots).

उसके बाद, भारतीय हज कमेटी कंप्यूटरीकृत कुर्रा (ड्रा आफ लाट्स) के माध्यम से यादृच्छिक आधार पर 2001 की जनगणना के अनुसार विभिन्न राज्यों/संघ राज्य क्षेत्रों के बीच उस राज्य की मुस्लिम आबादी के अनुपात में अपने कोटे का आबंटन करती है।

57. The Committee noted with satisfaction that as per the Agreement on Consular Access signed on 21st May 2008 between the two countries, the list of prisoners was exchanged on 1st January 2013.

समिति ने संतोष के साथ नोट किया कि दोनों देशों के बीच 21 मई, 2008 को कांसुलर पहुंच हस्ताक्षरित पर करार के अनुसार 1 जनवरी, 2013 को कैदियों की सूची का आदान - प्रदान किया गया।

58. But what all the agreements, which have been executed so far as per this template, do is write certain clauses and make reference to 66 and are applicable only to a particular facility.

परन्तु इस सांचे के अनुरूप हमने अब तक जितने करार किए हैं उनमें लिखे गए कतिपय खण्ड और 66 का संदर्भ खास सुविधा पर ही लागू हैं।

59. The Union Cabinet has further empowered respective Ministries/Departments/Organizations to take an appropriate decision in respect of the age of doctors for holding the charge of administrative position as per the functional requirement.

iv. केंद्रीय मंत्रिमंडल ने यह भी मंजूरी दी है कि 62 वर्ष की उम्र तक पहुंचने की तिथि तक डॉक्टर प्रशासनिक पदों पर बरकरार रहेंगे और उसके बाद उनकी सेवाओं को गैर-प्रशासनिक पदों के लिए रखा जाएगा।

60. (b) & (c) In the UK, as per the new rules for student visas, stay for only a maximum of 04 additional months is granted at the end of courses of duration of one year or more.

(ख) और (ग) यूके में विद्यार्थी वीजा के लिए बने नए नियमों के अनुसार एक वर्ष अथवा अधिक की अवधि वाले पाठ्यक्रम के अंत में रहने के लिए अधिकतम 04 अतिरिक्त महीने ही दिये जाते हैं।

61. The outsourcing agencies are selected through an open tender process as per comprehensive guidelines of the Ministry of External Affairs which are in turn based on Central Vigilance Commission (CVC) guidelines and General Financial Rules (GFR).

63. (i). Any non-bank entity intending to set up WLAs should have a minimum net worth of Rs. 100 crore as per the latest financial year’s audited balance sheet, which is to be maintained at all times.

(1). डब्ल्यूएलए स्थापित करने के इच्छुक किसी भी गैर-बैंक निकाय की न्यूनतम नेटवर्थ नवीनतम वित्त वर्ष की अंकेक्षित बैलेंस शीट के मुताबिक 100 करोड़ रुपए होनी चाहिए, जिसे हमेशा बरकरार रखना होगा।

64. (a) & (b) As per the current regulations, people of the Indian Diaspora holding a valid OCI (Overseas Citizen of India) card do not require to get a visa affixed on their passport every time they travel to India.

(क) एवं (ख) वर्तमान विनियमों के अनुसार वैध ओसीआई (प्रवासी भारतीय नागरिक) कार्डधारक भारतीय मूल के लोगों को भारत यात्रा हेतु उनके पासपोर्ट पर हर बार वीजा लगवाने की आवश्यकता नहीं है।

65. (c) to (e) The Ministry of External Affairs and its missions abroad are closely associated with matters relating to raw materials access, as per the policy statement on acquisition of Raw Materials Assets abroad by Central Public Enterprises.

(ग), (घ) एवं (ड.) विदेश मंत्रालय तथा विदेश स्थित इसके मिशन केन्द्रीय सरकारी उधमों द्वारा विदेशों में कच्ची सामग्री परिसंपति की अधिप्राप्ति से संबंधित नीतिगत वक्तव्य के अनुसार कच्ची सामग्री की सुलभता से संबंधित मुद्दों से घनिष्ठ रूप से जुड़े हुए हैं।

66. There are provisions in the policy for waivers to all such procurements, where specific grades of steel are not manufactured in the country, or the quantities as per the demand of the project cannot be met through domestic sources.

यदि देश में किसी खास श्रेणी के इस्पात का विनिर्माण न हो रहा हो अथवा परियोजना की मांग के अनुरूप गुणवत्ता वाले उत्पादों की आपूर्ति घरेलू स्रोतों से न की जा सकती हो तो ऐसी सभी खरीद के लिए इस नीति में छूट के प्रावधान भी दिए गए हैं।

67. (a) As per the current regulations, the people of Indian origin holding a valid Overseas Citizen of India (OCI) Card along with a valid foreign passport do not require to get a visa affixed on their passports every time they travel to India.

(क) वर्तमान विनियमों के अनुसार, वैध प्रवासी भारतीय नागरिक (ओसीआई) कार्ड तथा वैध विदेशी पासपोर्ट धारक भारतीय मूल के लोगों को प्रत्येक बार भारत की यात्रा करते समय अपने पासपोर्टों पर वीजा लगाने की जरूरत नहीं होती।

68. Accordingly, as per the order of the Information Commissioner the Ministry would share with the applicant 03 pages of the notings pertaining to the preparations for the visit, the press release issued on the visit and the suggested tentative program drawn up prior to the visit.

तदनुसार, सूचना आयोग के आदेश के अनुसार मंत्रालय, इस यात्रा की तैयारी से संबंधित नोटिंग के 03 पृष्ठ, यात्रा के बारे में जारी की गई प्रेस विज्ञप्ति तथा इस यात्रा से पहले तैयार किए गए संभावित अनंतिम कार्यक्रम आवेदक को उपलब्ध कराएगा।

69. • However, as per Government of India’s Emblems and Names (Prevention of Improper Use) Act, 1950, the Prevention of Insults to National Honour Act 1971 (under section 2) as well as the Indian Flag Code of 2002, legal proceedings can be initiated against such e-commerce portals with commercial activities in India.

• तथापि, भारत सरकार के संप्रतीक और नाम (अनुचित प्रयोग निवारण) अधिनियम, 1950 और राष्ट्रगौरव अपमान निवारण अधिनियम, 1971 (अनुच्छेद 2) तथा भारत झंडा संहिता 2002, के अनुसार भारत में अपनी वाणिज्यिक गतिविधियां चलाने वाले ऐसे ई-कॉमर्स पोर्टलों के विरूद्ध भारतीय दंड संहिता, 2002 के अनुसार कानूनी कार्रवाई शुरू की जा सकती है।

70. (d) As per reports received from the Indian Missions, there was discontentment among the workers in Saudi Arabia, Kuwait, Oman and Bahrain, due to delayed payment of wages and lack of some basic amenities in the workers’ camps. Indian workers protested in a form that is against the law in these countries.

(घ) भारतीय मिशनों से प्राप्त जानकारी के अनुसार, वेतन का भुगतान विलंब से किए जाने तथा श्रमिक शिविरों में कुछ बुनियादी सुविधाएं न होने के कारण सऊदी अरब, कुवैत, ओमान तथा बहरीन में कार्यरत श्रमिकों में रोष था, भारतीय श्रमिकों ने इसका जिस प्रकार विरोध किया वह इन देशों के कानून के विरूद्ध था।

71. As per the India and United States Joint Statement on the Trade Policy Forum issued on November 25, 2014, "India and the United States decided to continue their engagement on visa issues, and the United States took note of India's interest in ensuring easier access for Indian professionals in the United States.”

25 नवंबर, 2014 को व्यापार नीति मंच के संबंध में जारी किए गए भारत और अमरीका संयुक्त वकतव्य के अनुसार "भारत और अमरीका ने वीजा मामलों पर अपनी कार्रवाई जारी रखने का निश्चय किया और अमरीका ने अपने देश में भारतीय व्यावसायिकों के लिए इस संबंध में सुविधा प्रदान करने हेतु भारत के हित को ध्यान में रखा।"

72. As per the India and United States Joint Statement on the Trade Policy Forum issued on 29 October 2015, "The United States and India also decided to continue their engagement on visa issues, and the United States took note of India’s interest in ensuring easier access for Indian professionals in the United States.”

29 अक्तूबर, 2015 को व्यापार नीति मंच पर जारी भारत तथा अमरीका संयुक्त वक्तव्य के अनुसार "अमरीका और भारत ने वीज़ा संबंधी मुद्दों पर अपनी वचनबद्धता को जारी रखने का निर्णय भी लिया है तथा अमरीका ने अमरीका में भारतीय व्यावसायिकों की आसानी से पहुंच सुनिश्चित करने के बारे में भारत के हितों पर गौर किया है।”

73. (b) As per directions of the Hon’ble Supreme Court, an affidavit was filed in the Supreme Court on April 12, 2012 wherein it was stated that the number of pilgrimages to a Haj applicant through the Haj Committee of India (HCOI) be restricted to "once in a life time” as against the existing "once in five years” .

(ख) माननीय उच्चतम न्यायालय के निर्देश के अनुसार 12 अप्रैल, 2012 को उच्चतम न्यायालय में एक शपथ पत्र दायर किया गया था जिसमें यह कहा गया था कि भारतीय हज समिति (एच सी ओ आई) के माध्यम से हज आवेदकों की यात्रा की संख्या मौजूदा "पांच वर्षों में एक बार" के स्थान पर "जीवन काल में एक बार" तक सीमित कर दी जाए।

74. As per the Integrated Management Information System (IMIS) of the Ministry of Drinking Water and Sanitation, about 77% of rural habitations in India have achieved a fully covered (FC) status (40 litres per capita per day) and 56% of the rural population have access to tap water through public stand posts within which 16.7% have household connections.

पेयजल एवं स्वच्छता मंत्रालय के एकीकृत प्रबंधन सूचना प्रणाली (आईएमआईएस) के अनुसार भारत में करीब 77 प्रतिशत ग्रामीण जनसंख्या को इसके अंतर्गत लाने का पूर्ण लक्ष्य (एफसी) (प्रति व्यक्ति प्रति दिन 40 लीटर) और सार्वजनिक नलों के माध्यम से 56 प्रतिशत ग्रामीण जनसंख्या तक 16.7 प्रतिशत घरेलू कनेक्शनों के भीतर पानी की पहुँच उपलब्ध है।

75. (i) Sale of surplus and vacant land of about 87.70 acres of HAL (actual area of land to be sold would depend upon the rates received in bids, as per guidelines of BIFR) to meet the net liabilities of Rs. 821.17 crore after waiver and deferment, through an open competitive bid from Central /State Government Departments, Govt.

I. माफी और मोहलत के बाद 821.17 करोड़ रुपये की देनदारियों को पूरा करने के लिए एचएएल की 87.70 एकड़ खाली और अतिरिक्त जमीन (बीआईएफआर के दिशानिर्देशों के अनुसार, जिस जमीन को बेचा जाना है उसका वास्तविक क्षेत्रफल नीलामी की बोलियों पर निर्भर करेगा) की बिक्री होनी है।

76. There is no effect on the business pending before the House on adjournment of House sine die but as per Rule 335 of the Rules of Procedure and Conduct of Business in the Lok Sabha , on the prorogation of the House , all pending notices , other than notices of intention to move for leave to introduce Bills , lapse , and fresh notices have to be given for the next session .

सदन के अनिश्चित काल के लिए स्थगित होने पर उसके समक्ष लंबित किसी कार्य पर कोई प्रभाव नहीं पडता , परंतु लोक सभा के प्रक्रिया तथा कार्य संचालन संबंधी नियमों के नियम 335 के अनुसार , सदन का सत्रावसान हो जाने पर , विधेयक पेश करने की अनुमति के लिए प्रस्ताव की सूचनाओं के सिवाय अन्य सब लंबित सूचनाएं व्ययगत हो जाती हैं और आगामी अधिवेशन के लिए नये सिरे से सूचनाएं देनी पडती हैं .
