My Government considers that the Security Council would gain credibility by ensuring strict respect on the part of the aggressor countries, Rwanda and Uganda, of all the relevant resolutions of the Council on the situation in the Democratic Republic of the Congo and, if need be, by instituting against them the coercive measures provided for under Chapter VII of the Charter of the United Nations.

An audit of the procurement of an airfield services contract for the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) found that the decision of the Department of Peacekeeping Operations to outsource the provision of those services was not supported by a cost-benefit analysis and that, though the contract was awarded in March # the contractor had not started providing the services as of November # because of protracted post-award negotiations

The CENCO delegation presented to the Head of State a progress report on the good offices mission mentioned above, namely to reach out to the other actors of the opposition that did not participate in the dialogue, in order to ensure a broader consensus on the Political Agreement for the organization of peaceful, credible and transparent elections in the Democratic Republic of the Congo, signed on 18 October 2016 at the Cité de l’Union Africaine.

La délégation de la CENCO a présenté au Chef de l’État un rapport d’étape sur la mission de bons offices susvisée consistant à approcher les autres acteurs de l’opposition n’ayant pas participé au dialogue, en vue d’obtenir un plus large consensus sur l’Accord politique pour l’organisation d’élections apaisées, crédibles et transparentes en République démocratique du Congo, signé le 18 octobre 2016 à la Cité de l’Union africaine.

18. My Government wishes to remind the Security Council that the first victims of these clashes are primarily innocent members of the Congolese civilian population, among whom this senseless and murderous madness of the Ugandan and Rwandan aggressors has already taken a heavy toll, inter alia through the deaths since 2 August 1998 of 3 million Congolese and thousands of internally displaced persons and refugees to neighbouring countries, without forgetting the major damage caused to the flora, fauna and economic infrastructures of the Democratic Republic of the Congo.

Mon gouvernement tient à rappeler au Conseil de sécurité que les victimes premières de ces affrontements sont principalement les innocentes populations civiles congolaises qui ont déjà payé un lourd tribut à cette folie meurtrière insensée des agresseurs ougandais et rwandais, notamment par le décès depuis le 2 août 1998 de 3 millions de Congolais, des milliers de déplacés internes et de réfugiés dans les pays voisins, sans oublier les importants dégâts causés sur la flore, la faune et les infrastructures économiques de la République démocratique du Congo.

19. The plenary welcomed the initiative taken by the Central African Republic and its neighbouring Kimberley Process participants (Cameroon, the Congo and the Democratic Republic of the Congo) to ensure cooperation on Kimberley Process Certification Scheme compliance issues with a regional dimension; and encouraged the Central African Republic and the Process monitoring team to continue working closely together with relevant United Nations actors, notably the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic and the Panel of Experts on the Central African Republic, as well as the international community.

La plénière s’est réjouie que la République centrafricaine et ses voisins participant au Processus (Cameroun, République démocratique du Congo et République démocratique du Congo) aient pris l’initiative de veiller à coopérer sur les questions relatives au respect des dispositions du Système de certification qui ont une dimension régionale, et a encouragé la République centrafricaine et l’équipe de surveillance du Processus à continuer de travailler en étroite collaboration avec les acteurs compétents des Nations Unies, notamment la Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation en République centrafricaine et le Groupe d’experts sur la République centrafricaine, ainsi qu’avec la communauté internationale.
