1. My Government considers that the Security Council would gain credibility by ensuring strict respect on the part of the aggressor countries, Rwanda and Uganda, of all the relevant resolutions of the Council on the situation in the Democratic Republic of the Congo and, if need be, by instituting against them the coercive measures provided for under Chapter VII of the Charter of the United Nations.

Mon gouvernement estime que le Conseil de sécurité gagnerait en crédibilité en veillant au strict respect par les pays agresseurs, le Rwanda et l’Ouganda, de toutes les résolutions pertinentes du Conseil sur la situation en République démocratique du Congo, et au besoin en recourant à leur encontre aux mesures coercitives prévues au Chapitre VII de la Charte des Nations Unies.
