1. Noting the detrimental impact on civilians’ access to essential services and their freedom of movement, Ireland recommended that the Government abide by its international obligations, including those under the Fourth Geneva Convention.

Hence, we continue to call on the international community to take action to compel Israel, the occupying Power, to cease immediately its military aggression and to scrupulously abide by international law, particularly the provisions of the Fourth Geneva Convention, in the Occupied Palestinian Territory, including East Jerusalem

3. Where a Member State intends to expel, on a ground provided for in Directive 2003/109/EC, a beneficiary of international protection who has acquired long-term resident status in that Member State, that person should enjoy the protection against refoulement guaranteed under Directive 2004/83/EC and under Article 33 of the Geneva Convention.

Lorsqu’un État membre entend éloigner, pour un motif prévu par la directive 2003/109/CE, un bénéficiaire d’une protection internationale ayant acquis le statut de résident de longue durée dans ledit État membre, cette personne devrait bénéficier de la protection contre le refoulement garantie en vertu de la directive 2004/83/CE et de l’article 33 de la convention de Genève.

In conclusion, the draft resolution in its first operative paragraph decides, pursuant to Article 96 of the Charter of the United nations to call on the International Court of Justice, pursuant to article 65 of the Statute of the Court, to urgently render an advisory opinion on the following question: What are the legal consequences arising from the construction of the wall being built by Israel, the occupying Power, in the occupied Palestinian territories, including in and around East Jerusalem — as described in the report of the Secretary-General — bearing in mind the rules and principles of international law, including the Fourth Geneva Convention of 1949, and relevant Security Council and General Assembly resolutions?

Pour terminer, le projet de résolution, au paragraphe 1, demande à la Cour internationale de Justice, conformément aux dispositions de l’article 65 du Statut de la Cour, de rendre d’urgence un avis consultatif sur la question suivante : quelles sont en droit les conséquences de l’édification du mur qu’Israël, puissance occupante, est en train de construire dans le territoire palestinien occupé, y compris à l’intérieur et sur le pourtour de Jérusalem-Est, selon ce qui est exposé dans le rapport du Secrétaire général, compte tenu des règles et des principes du droit international, notamment la quatrième Convention de Genève de 1949, et les résolutions consacrées à la question par le Conseil de sécurité et l’Assemblée générale?
