2. of the # onstitution, “The Philippines adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice, freedom, cooperation and amity with all nations.” Since the Convention was ratified by the Philippine Government and is, therefore, binding upon it, its provisions can be invoked before, and directly enforced by, Philippine courts, tribunals and authorities under the aforecited provision of the Constitution
