1. In fact I am surprised that, whilst we are taking this legislation from a humanitarian point of view, one of the criteria that is absent when it comes to transferring a person from serving a sentence in one particular state to another is, in my view, the humanitarian aspect.

Ich bin eigentlich überrascht, dass - obwohl wir dieses Gesetz vom humanitären Standpunkt aus betrachten - ein Entscheidungsgrund nicht berücksichtigt wird, wenn es um die Überstellung einer Person aus einem bestimmten Land in ein anderes zur Verbüßung der Strafe geht, und das ist nach meiner Auffassung der humanitäre Aspekt.
