1. Secondly, I think the whole question of school-twinning is important, utilising best practices to bring up areas that have fallen behind and guaranteeing that the digital divide does not get any wider, because we now have the new illiterate, who are people of a certain age group – and I do not want to be ageist when I say this – who have a fear of technology and a phobia with regard to the use of it, and who risk being left behind because of a lack of access.

Zweitens ist es meines Erachtens wichtig, sich mit der Frage der Schulpartnerschaften zu beschäftigen, positive Erfahrungen auch dort umzusetzen, wo Gegenden zurückgefallen sind und der Vergrößerung der digitalen Kluft entgegenzuwirken. Denn es gibt nun die neuen „Analphabeten“, wobei es sich um Menschen einer bestimmten Altersgruppe handelt – nichts gegen die Alten, wenn ich das hier sage –, die vor der Technologie und ihrer Anwendung Angst haben und Gefahr laufen, aufgrund des fehlenden Zugangs zurückzubleiben.

It submits that such a difference is, however, justified to the extent that teaching carried out abroad would be on the basis of texts, programmes and content different from that in Italy and would not therefore be ‘specific’ as required by Italian law and giving the right, in accordance with Ministerial Decree No 123 regulating the norms for the application of methods adopted to fill and bring up to date the permanent lists provided for in Articles 1, 2, 6 and 11(9) of Law No 124 of 3 May 1999 (Decreto Ministeriale n°123, relativo al ‘regolamento recante le norme sulle modalità di integrazione e aggiornamento delle graduatorie permanenti previste dagli articoli 1, 2, 6 e 11, comma 9, della legge 3 maggio 1999, n° 124’) of 27 March 2000 (GURI No 113 of 17 May 2000, hereinafter ‘Ministerial Decree No 123/2000’), to the award of additional points in the recruitment procedure.
