Dabei ist hervorzuheben, dass die Bekanntmachung von 1997 die Schwellenwerte als Prozentzahlen festsetzt, womit in ihr gegenüber den vorangegangenen Bekanntmachungen mit Schwellenwerten in absoluten Zahlen eine Entwicklung in der Politik und/oder Beurteilung der Kommission zum Ausdruck kommt und keine bloße Berücksichtigung der Inflation.
