Um Veränderungen der Migrationsströme Rechnung zu tragen und die Bedürfnisse in Bezug auf die Asyl- und Aufnahmesysteme und die Integration von Drittstaatsangehörigen mit legalem Aufenthalt anzugehen und die irreguläre Migration mit einer wirksamen und nachhaltigen Rückkehrpolitik zu bekämpfen, sollte den Mitgliedstaaten zur Halbzeit unter Berücksichtigung der Ausschöpfungsquoten ein Zusatzbetrag zugewiesen werden.

To take account of changes in migration flows and to address needs in the management of asylum and reception systems and integration of legally staying third-country nationals, and counter irregular migration through efficient and sustainable return policy, an additional amount should be allocated to the Member States at mid-term taking into account the absorption rates.
