1. इस प्रश्न का निर्णय हर राज्य की विधान सभा पर छोड दिया गया है कि वह चाहे तो संसद से सिफारिश करे कि जहां विधान परिषद है , वहां उसका उत्सादन कर दिया जाए और जहां विधान परिषद नहीं है , वहां उसकी स्थापना कर दी जाए ( अनुच्छेद 169 ) .

It is left to the Legislative Assembly of each State to decide whether to recommend to Parliament abolition of the Council where one exists or to seek establishment of one if none exists ( article 169 ) .
