1. The text of the Convention and the accompanying Explanatory Statement was adopted by the Ad hoc Group on 24 November 2016.

2. Above all, section 5 of the explanatory statement, recitals 21 and 25, and paragraph 5 of the recommendation of Annex 2 of this text are completely unacceptable when taken together.
