1. With a View to address global concerns on the proliferation of WMD to terrorists, India will be tabling once again the consensus resolution on ‘Measures to Prevent Terrorists from Acquiring WMD’.

आतंकवादियों तक डब्ल्यूएमडी की पहुँच पर वैश्विक चिन्ताओं की दृष्टि से भारत एक बार पुन: 'आतंकवादियों तक डब्ल्यूएमडी की उपलब्धता निरोधन के उपाय' विषय पर सर्वसम्मति से प्रस्ताव का आयोजन करेगा।

2. Terrorists and non-state actors gaining access to WMD could have catastrophic consequences.

चीन के उदय के स्वरूप पर नजर रखी जाएगी।

3. We have signalled our willingness to be a part of the international consensus by adopting a comprehensive WMD Export Control legislation.

सामूहिक विनाश के हथियारों के निर्यात पर नियंत्रण लगाने संबंधी व्यापक विधान को अंगीकार करके हमने अंतर्राष्ट्रीय सर्वसम्मति का एक भाग बनने की इच्छा जतायी है।

4. India’s resolution on measures against WMD terrorism has been adopted by the UN General Assembly by consensus since 2002.

सामूहिक नरसंहार हथियार आतंकवाद के खिलाफ उपायों पर भारत का संकल्प २००२से संयुक्त राष्ट्र महासभा द्वारा आम सहमति सेअपनाया गया है।

5. These, as I have already mentioned, will include the fight against terrorism and organized crime, elimination of acts of piracy at sea, reversal of the proliferation of WMD and delivery system.

6. Our WMD Act of 2005 incorporated into national legislation key international standards in export controls, covering technology transfers, end-user or "catch-all” controls, brokering, transshipment and transit controls.

वर्ष 2005 के हमारे सामूहिक विनाश के हथियार अधिनियम के जरिए राष्ट्रीय विधान में निर्यात नियंत्रण, प्रौद्योगिकी अंतरण, अंतिम उपभोक्ता अथवा 'कैच ऑल नियंत्रण,' ब्रोकरिंग, अंतर्राष्ट्रीय पोत परिवहन एवं पारगमन नियंत्रण से जुड़े महत्वपूर्ण अंतर्राष्ट्रीय मानकों को शामिल किया गया है।

7. India has enacted a number of effective laws and regulations and has put in place institutionalized administrative mechanisms to prohibit WMD access to terrorists and non state actors.

भारत ने अनेक प्रभावी कानूनों एवं विनियमों को अधिनियमित किया है तथा व्यापक विनाश के हथियारों तक आतंकियों एवं गैर राज्य कर्ताओं की पहुंच पर निषेध लगाने के लिए संस्थानीकृत प्रशासनिक मशीनरी स्थापित की है।

8. UNSC resolution 1540 is in line with our own General Assembly resolution "Measures to prevent terrorists from gaining access to WMD”, adopted by consensus every year since it was first introduced in 2002.

संयुक्त राष्ट्र सुरक्षा परिषद का संकल्प 1540 हमारी अपनी महासभा के संकल्प ''व्यापक विनाश के हथियारों तक पहुंच प्राप्त करने से आतंकियों को रोकने के लिए उपाय’’ के अनुरूप है, जिसे 2002 में पहली बार लाए जाने के बाद इस साल सर्वसम्मति से अपनाया गया है।

9. Prime Minister Abe commended India’s efforts in the field of non-proliferation including the affirmation that goods and technologies transferred from Japan would not be used for delivery systems for WMD.

प्रधान मंत्री अबे ने परमाणु अप्रसार में भारत के प्रयासों की सराहना की और साथ ही यह प्रतिज्ञान किया कि जापान से अंतरित सामान और प्रौद्योगिकियों का उपयोग डब्ल्यूएमडी के डिलीवरी सिस्टमों के लिए नहीं किया जाएगा।

10. They regard proliferation of WMD and their delivery systems, particularly the risk of their falling into the hands of terrorists and other non-State actors, as a significant contemporary challenge.

वे व्यापक विनाश के हथियारों और उनके सुपुर्दगी तंत्रों के प्रसार, खासकर आतंकवादियों औरगैर जिम्मेदार तत्वों के हाथों में उनके पड़ जाने के जोखिम को महत्वपूर्ण समकालीन चुनौती के रूप में मानते हैं।

11. While we redouble our efforts to address challenges of WMD priferation, we must also be aware of other emerging security challenges, which may erode security of the ‘Global Commons’ that cover outer-space, cyber space and global transport and communication networks.

भारत वैश्विक एवं निष्पक्ष परमाणु निरस्त्रीकरण का अटल समर्थक रहा है क्योंकि हमारा मानना है कि हमारी राष्ट्रीय सुरक्षा और वैश्विक सुरक्षा तभी और संवर्धित होगी जब परमाणु हथियारों का पूर्णरूपेण उन्मूलन कर दिया जाए।
