23. They also agreed to enhance our cooperation in exchange of information relating to terrorist activities, money-laundering, narcotics, arms and human-trafficking and to develop joint strategies to combat these threats.

27. There was a security cooperation agreement which was very broad ranging on exchanges of information, on terrorists recruitment, on activities, investigating cases dealing with financing, propaganda, movement to conflict zones, counterfeiting, trafficking, etc.

एक सुरक्षा सहयोग करार है जो सूचना के आदान – प्रदान पर,आतंकवादियों की भर्ती पर, वित्त पोषण से निपटने के लिए मामलों की छानबीन, प्रचार – प्रसार, संघर्ष प्रभावित क्षेत्रों में मूवमेंट, जालसाजी, अवैध व्यापार आदि से संबंधित गतिविधियों पर है।

28. We are of the firm view that only multilateral efforts and integrated actions can help effectively counter these negative forces including the related evils of drug trafficking and small arms proliferation.

हमारा यह दृढ़ विश्वास है कि केवल बहुपक्षीय प्रयासों एवं एकीकृत कार्रवाइयों से इन नकारात्मक ताकतों का कारगर ढंग से मुकाबला करने में सहायता मिल सकती है, जिसमें नशीले पदार्थों की अवैध तस्करी तथा छोटे हथियारों के प्रसार से जुड़ी बुराइयां भी शामिल हैं।

29. * PROMOTE regular dialogue among relevant ASEAN ministerial bodies to accelerate concerted efforts against CITES wildlife trafficking and related crimes and to realize the effective communication and development of ASEAN-WEN where appropriate;

13. हम सी आई टी ई एस वन्य जी दुर्व्यापार एवं संबंधित अपराधों के विरूद्ध समवेत प्रयासों की गति तेज करने तथा उपयुक्त होने की स्थिति में आसियान – डब्ल्यू ई एन के विकास एवं कारगर संप्रेषण को साकार करने के लिए आसियान के संगत मंत्री स्तरीय निकायों के बीच नियमित वार्ता को बढ़ावा देते हैं;

30. The non-binding 2013 Addendum to the Action Plan to Combat Trafficking in Human Beings of the OSCE states in Section IV, paragraph 2.6, under Access to justice and appropriate remedies: “2.6 Taking adequate measures to ensure that, where appropriate, identified victims of THB [trafficking in human beings] are not penalized for their involvement in unlawful activities to the extent that they have been compelled to do so.”

न्याय और उपयुक्त सुधारात्मक उपाय तक पहुँच के तहत धारा IV, अनुच्छेद 2.6 में OSCE देशों के मानव तस्करी का सामना करने संबधी कार्य योजना में गैर-बाध्यकारी 2013 परिशिष्ट: “2.6 यह सुनिश्चित करने के लिए पर्याप्त उपाय करते हुए, जहाँ भी उचित हो, THB [मानव तस्करी] के पहचाने गए पीड़ितों को गैरकानूनी गतिविधियों में उनकी भागीदारी के लिए दंडित न किया जाए जिनमें उन्हें ऐसा करने के लिए मजबूर किया गया हो।”

31. Non-traditional security threats such as terrorism, piracy, illegal drug and arms trafficking, threat of terrorists gaining access to Weapons of Mass Destruction continue to pose serious challenges to peace and security globally.

सुरक्षा से जुड़े गैर परंपरागत खतरे जैसे कि आतंकवाद, जल दस्युता, औषधियों एवं हथियारों का अवैध व्यापार, व्यापक विनाश के हथियारों तक आतंकियों की पहुंच होना आदि वैश्विक स्तर पर शांति एवं सुरक्षा के लिए निरंतर गंभीर चुनौती प्रस्तुत कर रहे हैं।

32. In addition to enhancing case management, the system also facilitates data sharing across organizations and, with the consent of the participating organizations, can aggregate anonymized data that increases understanding of human trafficking patterns.

मामलों के प्रबंधन का विस्तार करने के अतिरिक्त, यह प्रणाली संस्थाओं के बीच डेटा की साझेदारी की सुविधा भी उपलब्ध कराती है और, भागीदारी करने वाली संस्थाओं की सहमति से, गुमनाम डेटा भी संकलित कर सकती है जो कि मानव तस्करी के पैटर्न की समझ बढ़ाते हैं।

33. The report from the Committee on Economic Affairs and Development lists “trafficking in human beings, illicit drug and other contraband smuggling, counterfeiting, environmental crime, cybercrime, tax fraud, money laundering, corruption and influence trading.”

इस जंगल में जीव-जंतुओं की बहुत-सी जातियाँ पायी जाती हैं जैसे कि “स्तनधारी जानवरों की 32 जाति और पक्षियों की 260 जाति। इनमें कई दुर्लभ जाति के जानवर भी शामिल हैं जैसे कि हाथी, बाघ, क्लाउडिड लेपर्ड, चाइनीज़ पैंगोलिन, काला भालू, हिरण, बंदर (हूलोक गिबन), कालीज फेज़ेन्त (पक्षी), धनेश (पक्षी) और जंगली बत्तख।”

34. That is why, he added, India is well aware of the challenges such as sea-borne terrorism, piracy, and drug trafficking, that not just India, but other nations in the region also have to face.

उन्होंने कहा कि इसलिए भारत समुद्री आतंकवाद, समुद्री डकैती और मादक पदार्थों की तस्करी जैसी चुनौतियों को लेकर सजग है, जो न केवल भारत बल्कि इस क्षेत्र के अन्य राष्ट्रों के लिए भी गंभीर चुनौती है।

36. We think that it would be much more effective for us to deal with illegal activities across the border, activities like human trafficking, circulation of counterfeit notes, drug, smuggling, movement of people, illegal movement of people.

हम समझते हैं कि सीमा पारीय गैर कानूनी गतिविधियों जैसे कि मानव दुर्व्यापार, नकली नोटों का परिचालन, औषधि, तस्करी, लोगों की आवाजाही, लोगों की अवैध आवाजाही से निपटने में हम इससे अधिक प्रभावी हो सकेंगे।

37. We owe it to our people to put in place a legal and administrative regime which encourages adherence to rule of law and discourages illegal actions, be it smuggling, trafficking or illegal movement of people.

38. Non-traditional security threats such as terrorism, piracy, illegal drug and arms trafficking, threat of terrorists gaining access to WMDs pose serious challenges to peace and security not only in Asia and Europe but also globally.

आतंकवाद, जल दस्युता, दवाओं एवं हथियारों की तस्करी, व्यापक विनाश के हथियार आतंकवादियों के हाथ में पड़ने की आशंका जैसे अपारंपरिक सुरक्षा खतरे न सिर्फ एशिया और यूरोप बल्कि सम्पूर्ण विश्व की शांति और सुरक्षा के समक्ष गंभीर चुनौतियां हैं।

39. No one transaction or red flag by itself is a clear indicator of trafficking in persons; accordingly, financial institutions may consider applying red flags in combination with other factors, such as a customer’s profile and expected transaction activity.

कोई एक लेनदेन या चेतावनी संकेत अपने आप में मानव तस्करी का स्पष्ट संकेतक नहीं है; तदनुसार वित्तीय संस्थान अन्य कारकों के साथ चेतावनी संकेतकों के उपयोग पर विचार कर सकते हैं, जैसे किसी ग्राहक की प्रोफाइल और अपेक्षित लेनदेन की गतिविधियां।

40. FURTHER NOTING the 2013 APEC Economic Leaders' Declaration delivered in Bali, Indonesia on wildlife trafficking that recognizes the serious negative economic implications of environmental crime and acknowledges the important role that Wildlife Enforcement Networks play in effectively addressing this issue.

वन्य जीवों के दुर्व्यापार पर बाली, इंडोनेशिया में ए पी ई सी के आर्थिक नेताओं द्वारा जारी की गई घोषणा, 2013 को भी नोट करते हुए जिसमें पर्यावरणीय अपराध के नकारात्मक गंभीर आर्थिक प्रभावों को स्वीकार किया गया है तथा उस महत्वपूर्ण भूमिका उल्लेख किया गया है जो वन्य जीव प्रवर्तन नेटवर्क इस मुद्दे का कारगर ढंग से समाधान करने में निभाता है,

41. During the External Affairs Minister's visit, the following documents are expected to be signed: (i) Agreement on Combating Terrorism and Illegal Trafficking of Drugs and Organized Crime; (ii) Agreement on Abolition of Visa Requirement for Holders of Diplomatic and Official Passports.

विदेश मंत्री की इस यात्रा के दौरान निम्नलिखित दस्तावेजों पर हस्ताक्षर किए जाने की उम्मीद है : (i) आतंकवाद और मादक पदार्थों के अवैध व्यापार और संगठित अपराध का मुकाबला करने से संबंधित समझौता; और (ii) राजनयिक और आधिकारिक पासपोर्ट धारकों के लिए वीजा की आवश्यकता समाप्त करने से संबंधित समझौता ।

42. Punishment for promoting or facilitating trafficking of person which includesproducing, printing, issuing or distributing unissued, tampered or fake certificates, registration or stickers as proof of compliance with Government requirements; orcommits fraudfor procuring or facilitating the acquisition ofclearances and necessary documents from Government agencies.

3. व्यक्तियों की तस्करी को बढ़ावा देने और तस्करी में सहायता के लिए जाली प्रमाण–पत्र बनाने, छापने, जारी करने या बिना जारी किए बांटने, पंजीकरण या सरकारी आवश्यकताओं के परिपालन के साक्ष्य के रूप में स्टीकर और सरकारी एजेंसियों से मंजूरी और आवश्यक दस्तावेज प्राप्त करने के लिए जालसाजी करने वाले व्यक्ति के लिए सजा का प्रावधान है।

43. At the State Department, we are committed to partnering with a broad range of stakeholders so that together, we may better prevent the crime from occurring, hold traffickers to account, and assist survivors of trafficking through a victim-centered and trauma-informed approach.

FURTHER ACKNOWLEDGING the progress made against wildlife trafficking in the region through the financial and technical support and assistance from the international community in helping countries in EAS Countries to build resources, expertise and capacity to address the illegal exploitation and trade in wild fauna and flora.

वन्य जीव – जंतुओं एवं वनस्पतियों के गैर कानूनी शोषण एवं व्यापार से निपटने के लिए संसाधनों, विशेषज्ञता एवं क्षमता का निर्माण करने के लिए ई ए एस देशों में अंतर्राष्ट्रीय समुदाय से वित्तीय एवं तकनीकी सहायता एवं समर्थन के माध्यम से इस क्षेत्र में वन्य जीव दुर्व्यापार के विरूद्ध हुई प्रगति को भी स्वीकार करते हुए,

45. * The sides emphasized the importance of joint bilateral and multilateral efforts in the fight against illicit drug trafficking which poses a growing threat to international peace and stability, taking into account the fact that this criminal business had become one of the main financial source of international terrorism.

* दोनों पक्षों ने मादक पदार्थों की अवैध तस्करी की रोकथाम किए जाने हेतु संयुक्त द्विपक्षीय एवं बहुपक्षीय प्रयासों के महत्व पर बल दिया क्योंकि यह अंतर्राष्ट्रीय शांति और स्थायित्व के समक्ष एक बड़ा खतरा है।

46. We welcomed and accepted the offer of India to be the lead country. We reiterated the significance of the work done in the Joint Working Group on Counter Terrorism & Transnational Crimes and its four sub-groups covering Intelligence Sharing; Legal and Law Enforcement Issues; Combating the Financing of Terrorism and Prevention of Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Precursor Chemicals.

हमने अग्रणी देश बनने के भारत के प्रस्ताव का स्वागत किया और इसे स्वीकार कर लिया और हमने आतंकवाद और अंतर्राष्ट्रीय अपराध का मुकाबला किए जाने से संबद्ध संयुक्त कार्यकारी दल और इसके चार उप-सूहों, जिनमें आसूचना का आदान-प्रदान, विधिक एवं कानून प्रवर्तन मुद्दे, आतंकवाद के वित्तपोषण का मुकाबला तथा स्वापक औषधों एवं मन:प्रभावी पदार्थों तथा इसे तैयार करने वाले रसायनों के व्यापार पर प्रतिबंध लगाना शामिल है, में किए गए महत्वपूर्ण कार्यों को दोहराया।

47. * To root out terrorism, taking into account its linkages with illegal trafficking in narcotic drugs, psychotropic substances and small arms and to make coordinated and concerted efforts to combat terrorism; and call for an early conclusion of the proposed UN Comprehensive Convention on International Terrorism and completion of the ratification of the SAARC Convention on Mutual Assistance in Criminal Matters.

* स्वापक औषधियों, मन:प्रभावी पदार्थों एवं छोटे हथियारों की अवैध ट्रैफिकिंग के साथ आतंकवाद की सहलग्नताओं को ध्यान में रखते हुए इसका जड़ से उन्मूलन करना और आतंकवाद से लड़ने के लिए समन्वित एवं समवेत ढंग से प्रयास करना; और अंतर्राष्ट्रीय आतंकवाद पर प्रस्तावित यूएन व्यापक अभिसमय की शीघ्र निष्पत्ति एवं आपराधिक मामलों में पारस्परिक सहायता पर सार्क अभिसमय की पुष्टि को पूरा करने के लिए आह्वान करना।

48. * Agreement on Customs and Tax administration Cooperation The purpose of this Agreement is to strengthen trilateral cooperation with the objectives of : Facilitation of legitimate trade and investment; Combating commercial fraud, smuggling, drug trafficking, money laundering and other illicit international trade activities; Curbing abusive tax avoidance transactions, arrangements, shelters and schemes; and Strengthening the modernization programs of the administrations through capacity building and co-operation.

* सीमा शुल्क और कर प्रशासन सहयोग पर करार इस करार का प्रयोजन निम्नलिखित उद्देश्यों के साथ त्रिपक्षीय सहयोग को सुदृढ़ करना है: वैध व्यापार और निवेश को सुकर बनाना; वाणिज्यिक जालसाजी, तश्करी, ड्रग ट्रैफिकिंग, काले धन को सफेद बनाना तथा अन्य अन्तर्राष्ट्रीय अवैध व्यापार गतिविधियों से लड़ना; कर परिहारी लेनदेनों, व्यवस्थाओं, आश्रयों और योजनाओं पर रोक लगाना; और क्षमता निर्माण एवं सहयोग के माध्यम से कर प्रशासन के आधुनिकीकरण कार्यक्रमों का सुदृढ़ीकरण। * लोक प्रशासन और अभिशासन पर समझौता ज्ञापन

49. It has also facilitated sharing of our concerns about the emergence of Af-Pak region as an epicentre of terrorism, countering the false propaganda being disseminated by Pakistan on violations of human rights in J&K, alerting Indian agencies about the assessment of foreign counterparts regarding various threats posed to India’s security, expediting Mutual Legal Assistance and extradition requests, controlling drug trafficking and Fake Indian Currency Notes (FICN) and for emphasizing the importance of early adoption of a Comprehensive Convention on International Terrorism (CCIT) under the auspices of the UN.

इससे अफगानिस्तान-पाकिस्तान क्षेत्र के आतंकवाद की धुरी के रूप में उभरने के बारे में हमारी चिंताओं का आदान-प्रदान करना, जम्मू-कश्मीर में मानवाधिकारों के उल्लंघनों के संबंध में पाकिस्तान द्वारा किए जा रहे झूठे प्रचार का मुकाबला करना, भारत की सुरक्षा के लिए खड़े किए गए विभिन्न खतरों के बारे में विदेशी समकक्षों के आकलन के बारे में भारतीय एजेंसियों को सतर्क करना, परस्पर विधिक सहायता और प्रत्यर्पण अनुरोधों पर शीघ्र कार्रवाई करना, मादक पदार्थों की तस्करी और नकली भारतीय मुद्राओं (एफआईसीएन) को नियंत्रित करना तथा यूएन के तत्वाधान में व्यापक अंतरराष्ट्रीय आतंकवाद अभिसमय (सीसीआईटी) को शीघ्र स्वीकार करने के महत्व पर बल देना शामिल है।
