इसमें बैंकों, वित्तीय संस्थानों, पूंजी बाजारों, मुआवजा मानकों, जोखिमों, ओवर-दी-कांउटर डेरिवेटिव्स, क्रेडिट रेटिंग एजेंसियों, सुरक्षित कोषों एवं गैर-सहकारी अधिकार क्षेत्रों के लिए नियामक उपाय कार्यान्वित किए जाने का आह्वान किया गया था और सभी प्रकार के संरक्षणवाद का मुकाबला किए जाने के तथ्य को दोहराया गया था।

74. (b) Complaints of mistreatment are received, from time to time, from Indian emigrant workers in 18 notified ECR countries regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ख) समय-समय पर 18 अधिसूचित ईसीआर देशों में भारतीय उत्प्रवासी कामगारों से संविदागत शर्तों के उल्लंघन, कार्य की प्रतिकूल स्थितियों, मजदूरी संबंधी मुद्दों, नियोक्ता संबंधी शिकायतों, चिकित्सा एवं बीमा संबंधी समस्याओं और मुआवजा/मृत्यु दावों के बारे में दुर्व्यवहार की शिकायतें प्राप्त होती रहती हैं।

75. (c) & (d) Complaints are received from Indian emigrants in notified Emigration Check Required (ECR) countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ग) और (घ) समय-समय पर अधिसूचित उत्प्रवासन जांच अपेक्षित (ईसीआर) देशों में भारतीय प्रवासियों से, संविदात्मक शर्तों के उल्लंघन, प्रतिकूल कार्य स्थितियों, वेतन संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा और बीमा संबंधित समस्याओं और प्रतिपूर्ति/मृतक दावों के बारे में शिकायतें प्राप्त होती हैं।

76. (c & d) The Government has on several occasions, since 1996, through official channels and through Ministerial intervention requested the UNCC Governing Council to extend the deadline of 01.01.1996 set by UNCC for acceptance of applications for the Gulf War 1990-91 compensation.

(ग) और (घ) खाड़ी युद्ध 1990 -91 के मुआवजे के लिए आवेदन स्वीकार किये जाने के लिए संयुक्त राष्ट्र मुआवजा आयोग द्वारा निर्धारित अंतिम तारीख 01.01.1996 को आगे बढ़ाने के लिए 1996 से ही सरकार ने सरकारी माध्यमों और मंत्रिस्तरीय हस्तक्षेप के जरिए अनेक अवसरों पर संयुक्त राष्ट्र मुआवजा आयोग की शासी परिषद से अनुरोध किया है ।

77. The Tobacco Master Settlement Agreement, originally between the four largest US tobacco companies and the Attorneys General of 46 states, restricted certain types of tobacco advertisement and required payments for health compensation; which later amounted to the largest civil settlement in United States history.

1998 तक स्वास्थ्य अधिकारियों ने इन दावों का साथ दिया, जिसके बाद उन्होनें स्थिति पलट दी. संयुक्त राज्य अमेरिका की चार बड़ी तम्बाकू कंपनियों और 46 राज्यों के अटॉर्नी जनरल के बीच हुए टोबेको मास्टर सेटलमेन्ट एग्रीमेंट (Tobacco Master Settlement Agreement), जो बाद में अमेरिका के इतिहास का सबसे बड़ा नागरिक समझौता बन गया, के तहत तम्बाकू के कई प्रकार के विज्ञापनों पर प्रतिबंध लगा दिया गया और स्वास्थ्य के लिए मुआवजे की मांग रखी गई।

78. A legislation was thought necessary to reduce the number of accidents , to mitigate the effect of accidents by provision of suitable medical treatment and to provide for cheaper and quicker disposal of claims relating to compensation through specialised Tribunals than was possible under the civil courts .

दुर्घटनाओं की संख्या में कमी लाने , उचित चिकित्सा की व्यवस्था करने , दुर्घटना के दुष्प्रभाव को कम करने और सिविल न्यायालयों की तुलना में , प्रतिकर के दावों के कम खर्च में तथा त्वरित निपटारे के लिए , विशेष अधिकरण गठित करने के लिए इस तरह की विधि बनाने की आवश्यकता अनुभव की गई .

79. Earlier, in February, the court had directed the Centre to convene in six weeks a meeting of Chief Secretaries of all states and Union Territories to hold discussion for enacting a law to regulate the sale of acids and a policy for treatment, compensation and care and rehabilitation of such victims.

इससे पहले, फरवरी में, अदालत ने केंद्र को सभी राज्यों और केंद्र शासित प्रदेशों के मुख्य सचिवों की छह सप्ताह में बैठक बुलाकर एसिड की बिक्री को रोकने के लिए एक कानून बनाने और उपचार, मुआवजा और देखभाल के लिए एक नीति बनाने के लिए चर्चा करने का निर्देश दिया था।

80. No current agreement exists on how many of the evacuees met the criteria to be an Ilois, and thus be an indigenous person at the time of their removal, but the UK and Mauritian governments agreed in 1972 that 426 families, numbering 1,151 individuals, were due compensation payments as exiled Ilois.

ऐसा कोई मौजूदा समझौता नहीं है कि वहां से हटाए गए लोगों में से कितने इलोईस होने के मापदंड को पूरा करते हैं और इस प्रकार स्थानांतरित किये जाने के समय स्वदेशी थे, लेकिन ब्रिटेन और मॉरीशस की सरकार 1972 में सहमत हुईं कि 426 परिवार, जिनमें व्यक्तियों की संख्या 1151 है, उन्हें निर्वासित इलोईस के रूप में मुआवजे का भुगतान किया जाना है।
