(a) to (c) As part of the Passport Seva Project (PSP), a Mission Mode Project, implemented by the Government with a view to comprehensively overhaul passport issuance system, 77 Passport Seva Kendras (PSKs) have been set up and operationalised as extended arms of the existing 37 Passport Offices across the country.

22. In order to streamline, liberalize and ease the process of issue of passport, the Ministry of External Affairs has taken a number of steps in the realm of passport policy which is expected to benefit the citizens of India applying for a passport.

विदेश मंत्रालय ने पासपोर्ट जारी करने की प्रक्रिया को सरल, उदार तथा आसान बनाने के लिए पासपोर्ट नीति के अंतर्गत कई उपाय किए हैं जिससे उम्मीद है कि पासपोर्ट हेतु आवेदन करने वाले भारतीय नागरिकों को लाभ मिलेगा।

23. * It is clarified that in addition to this new facility of on-line registration, the existing system of submitting applications at the Passport Office, District Passport Cells (DPCs) and Speed Post Centers will continue for the convenience of passport applicants in Delhi.

* स्पष्ट किया जाता है कि ऑन लाइन रजिस्ट्रेशन की इस नई सुविधा के अतिरिक्त, दिल्ली में पासपोर्ट आवेदकों की सुविधा के लिए पासपोर्ट कार्यालय, जिला पासपोर्ट प्रकोष्ठों और स्पीड पोस्ट केंद्रों में आवेदन पत्र जमा करने की वर्तमान व्यवस्था भी जारी रहेगी ।

24. Thus, the applications under process are two-three weeks’ workload]. Passport issuance process, after receiving clear Police Report, involves uploading of police report, allotment of passport booklet, printing of passport, quality check, lamination, signatures by a designated official and dispatch by Speed Post to applicants.

इस प्रकार, इस प्रक्रिया के अन्तर्गत इन आवेदनों पर कार्रवाई 2-3 सप्ताहों का कार्य है) स्पष्ट पुलिस सत्यापन रिपोर्ट प्राप्त होने के बाद पासपोर्ट जारी करने की प्रक्रिया में पुलिस रिपोर्ट की अपलोडिंग, पासपोर्ट पुस्तिका का आवंटन, पासपोर्ट का मुद्रण, गुणवत्ता जांच, लेमीनेशन, नामित अधिकारी द्वारा हस्ताक्षर तथा 'स्पीडपोस्ट' द्वारा आवेदक को पासपोर्ट का प्रेषण शामिल है।(

पासपोर्ट सेवा परियोजना के अंतर्गत ट्रैवल एजेंटों की भूमिका सीमित है, जिसमें अन्य बातों के साथ-साथ ऑन लाइन पासपोर्ट आवेदन प्रस्तुत करना तथा आवेदन पत्रों की स्थिति के बारे में पूछ-ताछ शामिल है।

32. The Regional Passport Offices are now rendering passport-related services to the citizens in a timely, transparent, more accessible manner and in a comfortable environment through streamlined processes.

क्षेत्रीय पासपोर्ट कार्यालय अब अपने नागरिकों को सरल एवं कारगर प्रक्रियाओं के माध्यम से समयबद्ध, पारदर्शी और अधिक सुलभ तरीके से एक आरामदेह माहौल में पासपोर्ट संबंधी सेवाएं प्रदान कर रहे हैं।

33. (iii) Launching of Passport Seva Projects (PSP) which will ensure passport-related services to the citizens in a friendly, timely, transparent, more accessible manner and in comfortable environment through streamlined processes.

(iii) पासपोर्ट सेवा परियोजना (पीएसपी) शुरू करना, जो सुचारु प्रक्रियाओं के माध्यम से मैत्रीपूर्ण, समयबद्ध, पारदर्शी और आसान तरीके से तथा आरामदायक परिवेश में नागरिकों को पासपोर्ट संबंधी सेवाएं सुनिश्चित करेगा।

34. However, it commenced accepting, passport applications from 8th September, 2014 in trial mode.

तथापि, इसने परीक्षण के तौर पर 8 सितंबर, 2014 से पासपोर्ट आवेदन स्वीकार करना शुरू कर दिया है।

(क) और (ख) मंत्रालय ने शिशुओं/5 वर्ष तक की आयु के अवयस्क बच्चों को पासपोर्ट सेवाओं से संबंधित अपने आवेदनों पर कार्रवाई के लिए पासपोर्ट जारीकर्ता प्राधिकरण में बायोमेट्रिक्स (10 अंगुलियों की छाप) देने से छूट प्रदान की है।

53. All these measures and precautions available in the system have made the passport issuance process foolproof.

सिस्टम में उपलब्ध इस प्रकार के सभी उपायों तथा सावधानियों से पासपोर्ट जारी करने की प्रक्रिया पूर्णतः सुरक्षित हो गई है।

54. Miscellaneous Services like Police Clearance Certificate, Surrender Certificate or any miscellaneous certificate based on passport

74. (a) whether it is a fact that passport applicants in Delhi from Nagaland and Jammu and Kashmir have to go through additional multiple counters in the passport office to submit their applications, if so, the reasons therefor; and

(क) क्या यह सच है कि दिल्ली में नागालैंड तथा जम्मू और कश्मीर के लोगों को पासपोर्ट आवेदन प्रस्तुत करने के लिए पासपोर्ट कार्यालय में कई अतिरिक्त काऊंटरों पर जाना पड़ता है, यदि हां, तो इसके क्या कारण हैं; और

75. The MMP on Passports, named Passport Seva Project, aims "to deliver all Passport-related services to the citizens in a timely, transparent, more accessible, reliable manner & in a comfortable environment through streamlined processes and committed, trained & motivated workforce”.

पासपोर्ट पर एमएमपी, जो पासपोर्ट सेवा परियोजना के नाम से जाना जाता है, का उद्देश्य "सुचारू प्रक्रिया तथा प्रतिबद्ध, प्रशिक्षित तथा प्रेरित कर्मचारियों के माध्यम से समयबद्ध, पारदर्शी, अधिक आसान तथा विश्वसनीय तरीके एवं आरामदायक परिवेश में नागरिकों को पासपोर्ट संबंधी सभी सेवाओं की सुपुर्दगी करना है।"

76. The Passport Seva Kendras (PSK) at Thane, Thane-II and Nashik will, however, continue to function from the existing premises of these PSK but will be brought under the administrative jurisdiction of the Passport Office at Mumbai.

हालांकि, ठाणे, ठाणे-II और नासिक के पासपोर्ट सेवा केंद्र (पीएसके), इन पासपोर्ट सेवा केंद्रों के वर्तमान परिसर से काम करना जारी रखेंगे, लेकिन इन्हें मुंबई के पासपोर्ट कार्यालय के प्रशासनिक क्षेत्राधिकार के अंतर्गत लाया जाएगा।
