1. * India appreciated the accession of Liberia to the India-Pan African e-network.

2. The Workshop is being coordinated by the Telecommunications Consultants India Ltd. (TCIL), the implementing Agency of the Pan-African e-Network Project.

इस कार्यशाला का समन्वय पान-अफ़्रीक़ी ई-नेटवर्क परियोजना की कार्यान्वयन एजेंसी, टेलीकम्यूनिकेशन्स कंसल्टेंट्स इंडिया लि0 (टीसीआईएल) द्वारा किया जा रहा है ।

3. This Plan of Action represents a new paradigm for cooperation as it takes into account Africa’s own aspirations for Pan-African institutions and programmes.

यह कार्य योजना सहयोग के एक नए प्रतिमान का प्रतिनिधित्व करती है क्योंकि इसमें पैन अफ्रीकी संस्थाओं एवं कार्यक्रमों के लिए अफ्रीका की आंकाक्षाओं को भी ध्यान में रखा गया है।

4. At the Pan African level, we have stepped up our relations with the African Union which has acted as a facilitator for this India Africa Forum Summit.

पैन-अफ्रीकी स्तर पर हमने अफ्रीकी संघ के साथ अपने संबंधों को बढ़ाने की प्रक्रिया में तेजी लाई है जिसने इस भारत-अफ्रीका मंच शिखर सम्मेलन के लिए एक मध्यस्थ की भूमिका निभाई।

5. During the discussions, ongoing negotiations for finalizing bilateral MOUs on agriculture, cooperation in mineral resources and energy, education, on Cultural Exchange Programme, IT kiosks' project, Pan African eNetwork, were reviewed.

विचार-विमर्शों के दौरान कृषि खनिज संसाधनों और ऊर्जा, शिक्षा, सांस्कृतिक आदान-प्रदान कार्यव्रम, सूचना प्रौद्योगिकी गुमटी परियोजना, पॅन अफ्रीकी ई-नेटवर्क के क्षेत्र में सहयोग पर द्विपक्षीय समझौता ज्ञापनों को अन्तिम रूप देने के लिए जारी बातचीत की समीक्षा की गई ।

6. Tanzania has been an active participant in India’s capacity building schemes and policies, particularly the Centre of Excellence in ICT and the tele-education component of the Pan-African E-network project.

तंजानिया भारत की क्षमता निर्माण योजनाओं और नीतियों तथा विशेषकर आईसीटी में उत्कृष्टता केंद्र तथा पैन अफ्रीकी ई-नेटवर्क परियोजना के दूर शिक्षा घटक का एक सक्रिय प्राप्तकर्ता देश रहा है।

7. Our PAN-AFRICAN E-NETWORK, a satellite-based ICT platform connecting over 50 countries in Africa with Centers of Excellence in India, is bringing the joys of tele-education and tele-medicine to a large number of people in the continent.

अफ्रीका में 50 से अधिक देशों को जोड़ने वाला हमारा उपग्रह आधारित आईसीटी मंच, पैन-अफ्रीकी ई-नेटवर्क, भारत के उत्कृष्टता केंद्रों के साथ जुड़करमहाद्वीप में बड़ी संख्या में लोगों को दूरस्थ-शिक्षा और दूरस्थ-औषध की सुविधाप्रदान कर रहा है।

8. In consultation with African Union we will establish over 80 new institutions at the Pan-African, regional and bilateral levels in sectors such as agriculture, rural development, food processing, soil, water testing laboratories, integrated textile cluster, weather forecasting, life and earth science, information technology, vocational training, English language centers, entrepreneurial development institutes.

अफ्रीकी संघ के परामर्श से हम पैन-अफ्रीकी, क्षेत्रीय और द्विपक्षीय स्तरों पर 80 से अधिक नए संस्थानों की स्थापना करेंगे। इन संस्थानों में कृषि, ग्रामीण विकास, खाद्य प्रसंस्करण, मृदा, जल परीक्षण प्रयोगशाला, समेकित वस्त्र क्लस्टर, मौसम पूर्वानुमान, जीव एवं भूविज्ञान, सूचना प्रौद्योगिकी, व्यावसायिक प्रशिक्षण केन्द्र, अंग्रेजी भाषा केंद्र, उद्यमशीलता विकास संस्थान इत्यादि शामिल हैं।

9. So, this structured engagement was basically meant to lay out a three-layered relationship – bilateral, regional as well as pan-African – with the concentration being on trade, training, and technology - training through scholarship and capacity building, enhanced commerce or trade through trade facilitation, extension of concessional lines of credits, and the sharing of India’s affordable and adaptable technologies with meshing them into the African development experience.

इस प्रकार, इस सुगठित भागीदारी का मौलिक उद्देश्य व्यापार, प्रशिक्षण और प्रौद्योगिकी - छात्रवृत्ति के माध्यम से प्रशिक्षण और क्षमता निर्माण, व्यापार सुगमता के माध्यम से वाणिज्य या व्यापार में वृद्धि, रियायती ऋण सहायता के विस्तार के माध्यम से और अफ्रीका के विकास संबंधी अनुभवों में उनको शामिल करते हुए भारत की सस्ती एवं अनुकूलनीय प्रौद्योगिकियों को साझा करके एक तीन स्तरीय संबंध - द्विपक्षीय, क्षेत्रीय एवं अखिल अफ्रीकी संबंध का निर्माण करना था।
