1. Furthermore, at the insistence of India, supported by other developing countries, the Declaration includes an explicit acknowledgement that in undertaking climate change action, the first and overriding priority of developing countries will be their pursuit of the goals of economic and social development and poverty eradication.

इसके अतिरिक्त भारत द्वारा जोर दिए जाने और अन्य विकासशील देशों के समर्थन से इस घोषणा में स्पष्ट रूप से स्वीकार किया गया है कि जलवायु परिवर्तन का मुकाबला करने के लिए उठाए जाने वाले कदमों में विकासशील देशों की ''पहली और सर्वप्रमुख प्राथमिकता'' अपने-अपने देशों में आर्थिक एवं सामाजिक विकास तथा गरीबी उन्मूलन संबंधी लक्ष्यों को प्राप्त करने की दिशा में कार्य करना है।
